देश में पांचवें लॉकडाउन का लागू होना उतना ही जरूरी हो गया था, जितना लॉकडाउन में ढील देना। कड़ाई और ढील की मिली-जुली व्यवस्था ही समय की मांग है। प्रधानमंत्री ने मन की बात कार्यक्रम में भी इसी मजबूरी की ओर संकेत करते हुए चेताया है कि देश खुल गया है, अब ज्यादा सतर्क रहने की आवश्यकता है। वाकई सतर्कता आज प्राथमिकता है, तभी हम न केवल अपने कार्य-व्यापार को आगे बढ़़ा पाएंगे, स्वयं को सुरक्षित रखने में भी कामयाब होंगे। जाहिर है, लॉकडाउन पांच पिछले लॉकडाउन की तरह नहीं है। अब केवल कंटेनमेंट जोन में ही लॉकडाउन रखना अनिवार्य होगा। साथ ही, इस बार राज्यों की भूमिका वाकई बहुत बढ़ गई है। उन्हें अपने स्तर पर बड़े फैसले करने हैं। मध्य प्रदेश, पंजाब, तमिलनाडु, बिहार इत्यादि राज्यों ने तो लॉकडाउन को 30 जून तक बढ़ाने का फैसला कर लिया है। कुछ राज्य 15 जून तक ही लॉकडाउन के पक्ष में हैं। आज कुछ राज्य ज्यादा चिंतित हैं, तो समझा जा सकता है। पिछले लॉकडाउन की अगर हम चर्चा करें, तो 14 दिनों में ही संक्रमण के लगभग 86 हजार मामले सामने आए हैं। आंकड़ों को अलग से देखें, तो चिंता होती है, लेकिन दूसरे देशों से तुलना करें, तो अपेक्षाकृत संतोष होता है। हमारा यह संतोष कायम रहना चाहिए।
