The Executive
The exective in Uttarakhand includes Governor as the head of the state. It
also includes Chief Minister and his council of minister. Apart from this
various departments forming Secretariate and their excuting institutions
called Directorates are also important parts of the executive.
Governor- Raj Bhawan of Uttarakhand
The governor of Uttarakhand is appointed by the President of India for a term
of five years, and holds office at the President›s pleasure. The governor is de
jure head of the state government; all its executive actions are taken in the
governor›s name. However, the governor must act on the advice of the
popularly elected Cabinet of Uttarakhand, headed by the Chief Minister of
Uttarakhand, who thus hold de facto executive authority at the state-level.
The Constitution of India also empowers the governor to act upon his or her
own discretion, such as the ability to appoint or dismiss a ministry,
recommend President’s rule, or reserve bills for the President’s assent. The
governor of Uttarakhand has his official residence at the Raj Bhavan in the
state capital of Dehradun.
Uttarakhand was created on 9 November 2000, when it was carved out
from the himalayan districts of Uttar Pradesh. Seven people have served as
the state’s Governor, five are men and two women including the incumbent
Baby Rani Maurya.
With the creation of the State of Uttarakhand, the Raj Bhawan was
temporarily established at Bijapur House situated on New Cantonment Road,
Dehradun. Subsequently the Circuit House, Dehradun was redesignated as
Raj Bhawan and the first Governor, Shri Surjit Singh Barnala, shifted there
on 25
th
 December 2000. The present Raj Bhawan (earlier known as Circuit
House) was built in 1902. It was then called “Court House”, where the then
British Governor of United Provinces (now Uttar Pradesh) often used to
reside. From time to time, various Presidents of India and almost all Prime
Ministers, so far, have stayed in this historic building. The Rajbhawan is
situated at a height of 2305 ft. from sea level.

construction, with Ashler’s finishing. Some of the privileged occupants of the
Raj Bhawan (Nainital) in the pre-Independence era include Sir Antony Mac
Ddonald, Sir James, Sir John Misten, Sir Harcourt Butler, who were the then
Governors of the United Provinces. In the post-Independence period, Smt.
Sarojini Naidu, the first Governor of Uttar Pradesh, was the first occupant of
this historic monument.

Rajbhawan Golf Course was developed in the year 1926, during ‘RAJ’ days
as a part of the 220 acre Raj Bhawan estate also known as Government
House. This course was the exclusive preserve of the erstwhile United
Province and subsequently Uttar Pradesh. In the year 1994, the course was
opened to the public. In Nov. 2000, after the creation of Uttaranchal (now
Uttarakhand), the golf Course became a part of residence of the Governor of
new state.

Uttarakhand has a glorious history in undivided Uttar Pradesh in the field of
higher education. In the newly formed 24 universities of Uttarakhand state,
70 state colleges, 15 subsidized colleges, and 266 private educational
institutions, 2,74,953 students of the state are getting higher education in
different curriculum related to general, vocational and technical education.
There are 1 Central University, 9 State Universities, 4 Deemed Universities
and 10 Private Universities established in the State, out of which four State
Universities (Kumaon, Free, Doon and Sree Deva Suman University) come
under the higher education sector.

The Governor shall be the Chancellor of the University. He shall by virtue
of his office, be the Head of the University and shall, when present, preside at
the convocation of the University. Every proposal for conferment of an
honorary degree shall be subject to the confirmation of the Chancellor.It shall
be duty of the Vice-Chancellor to furnish such information or records relating
to the administration of the affairs of the University as the Chancellor may
call for.The Chancellor shall have such other powers as may be conferred on
him by or under the University Act or the Regulations.

Private Universities set-up in the State
The Governor of Uttarakhand shall be the Visitor of the University. The
Visitor shall, when present, preside at the convocation of the University for
conferring degrees and diplomas.The Visitor shall have the following powers
namely:
To call for any paper or information relating to the affairs of the University.
On the basis of the information received by the Visitor, if he is satisfied that
any order, proceeding, of decision taken by any authority of the University is
not in conformity with the Act, Statutes or Rules, he may issue such
directions as he may deem fit in the interest of the University and the
directions so issued shall be complied with by all concerned.

Private Universities set-up in the State
The Governor of Uttarakhand shall be the Visitor of the University. The
Visitor shall, when present, preside at the convocation of the University for
conferring degrees and diplomas.The Visitor shall have the following powers
namely:
To call for any paper or information relating to the affairs of the University.
On the basis of the information received by the Visitor, if he is satisfied that
any order, proceeding, of decision taken by any authority of the University is
not in conformity with the Act, Statutes or Rules, he may issue such
directions as he may deem fit in the interest of the University and the
directions so issued shall be complied with by all concerned.
Every proposal for the conferment of an honorary degree or distinction
shall be subject to the approval of the Visitor

Uttarakhand: Inspiring Initiatives published by Raj Bhawan, Uttarakhand,
is a pictorial account depicting the steps taken for the forward growth of this
upcoming state of Uttarakhand that has a wealth of biodiversity and a

The author has captured in it, Hon’ble Governor’s journey so far, in the
context of developmental aspects of the state while aiming to stress upon the
spheres that could make Uttarakhand a model state worth emulating.
Hon’ble Governor’s keen interest in developing the State as a hub of
excellence in higher education is quite visible and has been discussed at
length in this work. Despite having eleven state Universities, problems
existed in the sphere of higher education in the state. This propelled Hon’ble
Governor to take a number of initiatives as Chancellor of these Universities
to motivate the Vice Chancellors, the teaching staff, research scholars and
students. A number of competitions and awards were instituted and duly
publicized to encourage students, teacher and research scholars to do their
best. Filing of patents was also encouraged through applied research.
The work done, under Hon’ble Governor’s directions, to enhance and
enrich the Raj Bhawan at Dehradun and Nainital, also finds place in the book.
