Chardham Development Board
Constituted in 2019, for carrying out development works in Char Dhams of
the State. Chief Minister will be the chairperson of the Board. If CM is not a
practicing Hindu, a senior minister, who is a Hindu will be its chairperson.
Minister for religious affairs and culture will be its vice- president. Chief
Secretary, Secretaries of Tourism, Culture and Religion, and Finance
Department will be its ex-officio members. One of the Secretaries of the
central govrnment, not below joint secretary level will be its special invitee.
CEO of the board, who will be a senior IAS officer, will be its member
secretary. Board will also have representation from the pujaries of the Char
Dhams. Respective Member of Parliament, MLA and one of the
representative from Tehri princely State will also be its members.

Tirupati temple, by Char Dham Shrine Board Act- 2019, to manage Char
Dhams of Uttarakhand including Yamunotri, Gangotri, Kedarnath and
Bandrinath, and 51 other temples of religious importance. To manage above
temples a fund named, Chardham Nidhi will also be setup. All earlier
existing committees managing Char Dhams will be merged in the shrine
board. At present different committees namely Badrinath-Kedarnath Temple
Committee, Chardham Development Council, and autonomous committees to
manage Gangotri and Yamunotri, have been constituted to manage Char
Dhams. Traditional rights of Panda, pujaris and purohits (called Hak-Hukuk)
will be safeguarded in newly constituted shrine board. 51 other temples
included under this Board include- Lakshmi Temple, Garud Murti, Hanuman
Ji, Ghantaghar (within Badrinath temple complex), Shankaracharya Temple,
Adi Kedareshwar Temple, Ballabhacharya Temple, Tapt Kund, Brahm
Kapal, Baranet ki Shila, Parikrama Parisar, Mata Muri Temple, (Badrianth),
Yog badri Temple Pandukeshwar, Bhavishya Badri Subbain, Narsingh
Temple Vasudev Temple, Durga Temple, Raj and Rajeshwari Temple (all in

of Board.
Bhagirathi River Valley Development Authority
{Constituted under Section 3(1) of the Uttaranchal River Valley
(Development & Management) Act, 2005}
Government of Uttar Pradesh issued notification for setting up of
Bhagirathi River Valley Authority on 23-3-1990 under the chairmanship of
Chief Secretary of the State. As per the conditions of the Environment
Clearance to Tehri Dam project given by Ministry of Environment and Forest
on 19-7-1990, it was required of Ministry of power to ensure constitution of
the Authority on Statutory basis through legislative action before 31-3-1991.
In compliance of the directive of the Ministry of E&F, ‘Uttar Pradesh River
Valley (Development & Management) Act,1999 was passed by State
Legislative of U.P.
Consequently upon creation of a separate state of Uttarakhand an advisory
committee was constituted by the State Government for preparation of
proposal regarding River Basin Authority. On the recommendations of this
committee the State Legislature enacted a law called ‘Uttarakhand River
Valley (Development & Management) Act,2005 ). Under Section 3(3) of this

Environment Protection, insure Sustainable Development and establish
mechanism for Redressal for Public Grievances by:
a. ensuring treatment of damages to environment of the basin by soil
conservation measures, afforestation by soil binding fodder and fruits
species & maintenance of water quality,
b. establishing Botanical Gardens with local Flora & Fauna
c. ensuring Optimum Utilization of Natural Resources and setting up and
implementation of mechanism for Disaster Management and,
d. establishing Public Grievance cells in the Basin and Community Facility
Centers near rehabilitation locations.
It ensures compliance of the seven conditions of Environment Clearance and
directions of Hon’ble Supreme Court and uphold the spirit of the Uttaranchal
River Valley (Development Authority)Act,2005.
Functions- A- To oversee the formulation & execution of development
plans to achieve optimum utilisation of natural resources for integrated and
sustainable development plans of the sectors of water resources, land use,
agriculture & related matters.
B- To ensure effective and timely action for maintenance of ecological
balance in the basin of the river and ensure treatment of damaged ecological
system.
C- To ensure afforestation by fodder and anti erosion species with the
objective of providing employment to local population and also improve
environment.
D- To ensure protection of flora and fauna of the valley and setup botanical
and zoological gardens.
E- To establish monitoring system for maintenance of water quality &
community facility centers at the sites of rural rehabilitation and in the valley.
F- To ensure monitoring system for disaster management by preparing
Disaster Management Cells at appropriate locations and provide funds for
mitigation of disaster.
G- To ensure establishment of effective grievance redressal cells at
appropriate locations.

DEPARTMENT OF REVENUE & BOARD OF REVENUE
After the creation of the new state, the organization of Chief Revenue
Commissioner was established in the Revenue Department. On May 11
th
,
2012, to make this organization more efficient and dynamic, Board of
Revenue was created in place of the organization of Chief Revenue
Commissioner. The Chairman, Board Of Revenue works as the H.O.D. for
the personnel’s of revenue department e.g. Revenue Sub Inspector /
Lekhapal, Revenue Inspector, Ragistrar Kanoongo, Ministerial staff,
Collection staff, Administrative officers/Senior Administrative officers from
Tehsils and districts, Naib tehsildar and Tehsildar.
The Board of Revenue is the highest judicial body of the revenue
department. It’s headquarter is situated in Dehradun, the state capital. There
are two circuit courts under the Board. One is held in Pauri and another in
Nainital. Hearing of the cases from hill districts of Garhwal division, is
conducted in circuit court Pauri while the cases from Kumaun division are
disposed of in the circuit court Nainital. Revenue cases from districts
Dehradun and Haridwar are dealt with at the headquarter.

UTTARAKHAND TEA DEVELOPMENT BOARD
Govt. Of Uttarakhand on 12 February, 2004 formally created a separate,
independent “Uttarakhand Tea Development Board” Keeping in view, the
scope and importance of tea in strengthening the Socio-Economic condition
of small and marginal farmers, employment generation through tea
cultivation. The board has played important role in establishment and
development of tea gardens in Almora, Bageshwar, Champawat, Chamoli,
Nainital, Pithoragarh and Rudraprayag districts. Though, the tea cultivation
in the region dates back to the year 1835 yet commercialization of this labour
intensive, eco-friendly industry through the participation of villagers/small
and marginal farmers as a unique prolific cash crop model of its own in the
Uttarakhand has added a new dimension to traditional farming.

Bhagirathi River Valley Authority on 23-3-1990 under the chairmanship of
Chief Secretary of the State. As per the conditions of the Environment
Clearance to Tehri Dam project given by Ministry of Environment and Forest
on 19-7-1990, it was required of Ministry of power to ensure constitution of
the Authority on Statutory basis through legislative action before 31-3-1991.
In compliance of the directive of the Ministry of E&F, ‘Uttar Pradesh River
Valley (Development & Management) Act,1999 was passed by State
Legislative of U.P.
Consequently upon creation of a separate state of Uttarakhand an advisory
committee was constituted by the State Government for preparation of
proposal regarding River Basin Authority. On the recommendations of this
committee the State Legislature enacted a law called ‘Uttarakhand River
Valley (Development & Management) Act,2005 ). Under Section 3(3) of this
Act, Bhagirathi River Valley Development Authority was constituted on 4-4-
2005
The mandate of the auhority is, to maintain Ecological Balance, provide
Environment Protection, insure Sustainable Development and establish
mechanism for Redressal for Public Grievances by:
a. ensuring treatment of damages to environment of the basin by soil
conservation measures, afforestation by soil binding fodder and fruits
species & maintenance of water quality,
b. establishing Botanical Gardens with local Flora & Fauna
c. ensuring Optimum Utilization of Natural Resources and setting up and
implementation of mechanism for Disaster Management and,
d. establishing Public Grievance cells in the Basin and Community Facility
Centers near rehabilitation locations.
It ensures compliance of the seven conditions of Environment Clearance and
directions of Hon’ble Supreme Court and uphold the spirit of the Uttaranchal
River Valley (Development Authority)Act,2005.
Functions- A- To oversee the formulation & execution of development
plans to achieve optimum utilisation of natural resources for integrated and
sustainable development plans of the sectors of water resources, land use,
agriculture & related matters.
B- To ensure effective and timely action for maintenance of ecological
balance in the basin of the river and ensure treatment of damaged ecological
system.
C- To ensure afforestation by fodder and anti erosion species with the
objective of providing employment to local population and also improve
environment.
D- To ensure protection of flora and fauna of the valley and setup botanical
and zoological gardens.
E- To establish monitoring system for maintenance of water quality &
community facility centers at the sites of rural rehabilitation and in the valley.
F- To ensure monitoring system for disaster management by preparing
Disaster Management Cells at appropriate locations and provide funds for
mitigation of disaster.
G- To ensure establishment of effective grievance redressal cells at
appropriate locations.
DEPARTMENT OF REVENUE & BOARD OF REVENUE
After the creation of the new state, the organization of Chief Revenue
Commissioner was established in the Revenue Department. On May 11
th
,
2012, to make this organization more efficient and dynamic, Board of
Revenue was created in place of the organization of Chief Revenue
Commissioner. The Chairman, Board Of Revenue works as the H.O.D. for
the personnel’s of revenue department e.g. Revenue Sub Inspector /
Lekhapal, Revenue Inspector, Ragistrar Kanoongo, Ministerial staff,
Collection staff, Administrative officers/Senior Administrative officers from
Tehsils and districts, Naib tehsildar and Tehsildar.
The Board of Revenue is the highest judicial body of the revenue
department. It’s headquarter is situated in Dehradun, the state capital. There
are two circuit courts under the Board. One is held in Pauri and another in
Nainital. Hearing of the cases from hill districts of Garhwal division, is
conducted in circuit court Pauri while the cases from Kumaun division are
disposed of in the circuit court Nainital. Revenue cases from districts
Dehradun and Haridwar are dealt with at the headquarter.

UTTARAKHAND TEA DEVELOPMENT BOARD
Govt. Of Uttarakhand on 12 February, 2004 formally created a separate,
independent “Uttarakhand Tea Development Board” Keeping in view, the
scope and importance of tea in strengthening the Socio-Economic condition
of small and marginal farmers, employment generation through tea
cultivation. The board has played important role in establishment and
development of tea gardens in Almora, Bageshwar, Champawat, Chamoli,
Nainital, Pithoragarh and Rudraprayag districts. Though, the tea cultivation
in the region dates back to the year 1835 yet commercialization of this labour
intensive, eco-friendly industry through the participation of villagers/small
and marginal farmers as a unique prolific cash crop model of its own in the
Uttarakhand has added a new dimension to traditional farming.
Functions
To establish labour intensive and eco-friendly tea plantation proposed in
9,000 hectares of land in Uttarakhand so as to utilize fallow and
cultivable vacant land for the sustainable development of the rural areas
and
To provide employment to the illiterate/semiliterate rural folks.
To ameliorate and strengthen the economic condition of the tea farmers
through the sale of green leaf.
To provide income generating opportunities to a large section of semi-
urban and urban population through trade.
To add revenue of the State Govt.
Cyber Police Station
In view of rising cyber crime in the state, and to prevent such crimes and
accelerating the process to redress the crime of the cyber complex / serious
nature such as cyber web site hacking, government digital documents
manipulated, stolen, cyber police stations were established on January 21,
2015. The mandate has been issued to install the cyber crime police station
under the Special Task Force Uttarakhand. Officers / Employees appointed in
the Cyber Police Station have been provided training related to cyber crime in
the training institutes outside the state and the state, and advance training
related to cyber crime.
Uttarakhand State Council of Educational Research & Training
S.C.E.R.T. Uttarakhand was established on 17Jan, 2002 to provide support to
school education system through educational research and trainings. RTE act
2009 has mandated SCERT as the academic authority of the state. SCERT
Uttarakhand believes that every child can learn and will realize its optimum
potential if a favorable environment is provided.
Roles of SCERT
1. Academic authority of the state as per RTE (Right to free and compulsory
Education act) act 2009.
2. Development of curriculum, syllabus and text books Elementary to
Sr.Secondary education.
3. To work for ensuring quality in school education.
4. Development of training materials, teaching aids and curriculum for
Teacher Educators.
