I think it will be C and not D,bkz
because of is used to clarify the cause of a action
and DUE TO is to clarify the cause of a noun.
but before because of,the format is an action and OFFERS is used as an action

so AND PARALLELISM IS PERFECTLY FINE WITH OUT DUE TO.
so as per my knowledge it's C
