The person next to rightmost person is the leftmost person so :
1. if all of them will be lying it will mean that anyone who had been accused is not guilty. Since the he did not say anything, the person next to him is guilty.
2. if the person next to him is innocent then the rightmost person will not say anthing to the next (innocent) person i.e. leftmost person
