First of all chlorine is ewg so dipole moment is in opposite direction than what is shown in question.Now option a) pyrrol have a lone pair which will participate in resonance while option b) furan have two lp one will be the part of resonance while other will not participate at all and will cause net negative charge forming a dipole.

In pyroll there is greater resonance effect n due to more Electonegativity in furan more inductive effect pronounced
