I am confused between A and C. "Wal-Mart Stores" is name( S in stores is capital) so subject is singular and therefore a singular verb is needed. but am confused in which tense it should be: present continuous (a) or simple present (c).
can somebody clarify on this?

As it says Starting Monday, It can not be simple present but present continuous. If 'Starting Monday' phrase wasn't there than C was a more appealing answer

Starting Monday is the clue to all incorrect ones.
plans,will plan,plans all are neither habitual nor can be used as an ongoing action.
