? Section 14A (1)- Central government may
compulsorily register every citizen of
India and issue national identity card to
her/him.
? Section 14A (2)- Central Government may
maintain a National Register of Indian

• NRC was prepared for the first time after
the conduct of the Census of 1951.

• 1971: Massive illegal migration to Assam from
Bangladesh during the Bangladesh War of
Independence.
• 1985: Assam Accord was signed- agreed to
find out the illegal migrants from Bangladesh.
• 2013: SC asked the state to start the process
of updating NRC.
• August 31, 2019: Final list of NRC was
published- excluding about 19 lakh residents.
Foreigners’ Tribunals
• Appellate authority for those excluded from
NRC.
• Foreigners (Tribunals) Order, 1964: Issued by
Centre under Section 3 of The Foreigners Act,
1946.
• Foreigner: A person who is not a citizen of
India.
• FTs has the powers of a civil court while
trying a suit under the Code of Civil Procedure
1908.
• As of now, FTs have been established only in
Assam and not in any other states.

Regional Comprehensive Economic Partnership
(RCEP):
• The idea announced by ASEAN group in 2012
and negotiators met for the first time in
2013.
• A proposed free trade agreement between 10
ASEAN countries with its six FTA partners
which includes India, China, Australia, New
Zealand, Japan and South Korea.
• Considered as the world’s biggest free trade
agreement.
• Includes 45% of the world’s population, 33% of
world’s GDP and at least 28% of total global
trade.
• Areas covered:
? Trade in goods.
? Trade in services.
? Investment.
? Economic and technical cooperation.
? Intellectual property.
? Competition.
? Dispute settlement.
? E-commerce.
? Small and medium enterprises (SMEs) and
other issues.
• Expected to provide market access for
India’s goods and services exports and
encourage greater investments and technology
into India.
