Haryana Executive Overview
The executive branch in Haryana plays a crucial role in the day-to-day administration of the state. Comprising the Governor, Chief Minister, Council of Ministers, and Advocate General, it holds sole authority over the state's executive functions.
Governor's Appointment and Residence:
The Governor, serving as the head of the Executive, is appointed by the President based on the Prime Minister's advice for a 5-year term. The Chief Justice of the Chandigarh High Court administers the oath of office at Raj Bhawan, the Governor's residence.
Qualifications for Governor:
To qualify as Governor, an individual must be an Indian citizen, at least 35 years old, and not a member of the Parliament or State Legislature. They should also not hold any office of profit under the Central and State Government.
Powers and Functions of the Governor:
- Executive Proceedings: All executive proceedings occur in the Governor's name.
- Appointments: The Governor appoints the Chief Minister, Council of Ministers, Advocate General, and members of the State Public Service Commission.
- University Chancellor: The Governor serves as the Chancellor of state universities, appointing Vice-Chancellors and overseeing their functioning.
- Legislative Address: The Governor addresses the State Legislative Assembly at the commencement of each term and the beginning of each year's first session.
- Legislative Approval: A bill passed by the State Legislature becomes law only upon the Governor's assent. During non-session periods, the Governor can issue ordinances (Article 213).
- Clemency Powers: The Governor has the authority to pardon, limit, or postpone court-imposed punishments.
President's Rule in Haryana:
President's Rule, as per Article 356, allows the President to assume executive responsibilities. In Haryana, this has occurred three times:
- First President's Rule (2nd Nov 1967 - 22nd May 1968): President - Zakir Hussain, PM - Indira Gandhi, Governor - VN Chakravarthy.
- Second President's Rule (30th Apr 1977 - 21st Jun 1977): President - BD. Jatti, PM - Morarji Desai, Governor - Jaisukh Lal Hathi.
- Third President's Rule (6th Apr 1991 - 23rd Jul 1991): President - R Venkataraman, PM - PV Narsimha Rao, Governor - Dhanik Lal Mandal.
Chief Minister:
- Article 163 of the Indian Constitution provides for a Council of Ministers led by the Chief Minister to support the State Executive in the State.
- The Chief Minister is the Head of Government at the state level, where the Governor is the constitutional head, but the actual executive authority lies with the Chief Minister.
- The term of a Chief Minister is five years, with the possibility of re-election.
- The appointment of the Chief Minister is made by the Governor of the state.
- The first Chief Minister of Haryana was Pandit Bhagwat Dayal Sharma.

Chaudhary Devi Lal:
- Born on 25th September, 1915, in Teja Khera (Chautala village) of Sirsa district.
- Known as Tau, King-maker, Jan-nayak, Sher-e-Haryana, etc.
- Active farmer leader and played a crucial role in the formation of Haryana state.
- Served as Deputy Prime Minister from 1989-1991.
- Launched Nyaya Yudh (Battle for Justice) in 1975 and initiated the old age pension in the state.
- Died on 6th April, 2001.
Banarasi Das Gupta:
- Born on 5th November, 1917, in Bhiwani district.
- Renowned freedom fighter.
- Served as Speaker, Deputy Chief Minister, and Chief Minister of Haryana.
- Actively participated in the Bhoodan movement.
- Fought against dowry system, untouchability, and child marriage.
- Died on 29th August, 2007.
Pandit Bhagwat Dayal Sharma:
- Born on 26th January, 1918, in Beri town of Jhajjar district.
- Popularly known as Pandit Ji.
- Served as the Governor of Odisha (1977) and Madhya Pradesh (1980-84).
- The University of Health and Sciences, Rohtak, and Post Graduate Institute of Medical Sciences were named after him.
- Died on 22nd February, 1993.
Rao Birendra Singh:
- Born on 20th February, 1921, in Nangal Pathani village of Rewari district.
- The first elected and non-Congress Chief Minister of Haryana.
- Formed Vishal Haryana Party in 1967, the first regional party of Haryana.
- Efforts led to the separation of Rewari as a separate district in 1989.
- Died on 30th September, 2009.
Hukum Singh:
- Born in 1925 in Charkhi-Dadri, Bhiwani district.
- Served as the 8th Chief Minister of Haryana.
- Died on 26th February, 2015.
Chaudhary Bansi Lal:
- Born on 26th August, 1927, in Golagarh village of Bhiwani district.
- Architect of Modern Haryana, the Iron Man of Haryana.
- Served as the Defence Minister and Railway Minister.
- Set up Haryana Vikas Party in 1996.
- Haryana became 100% electrified during his tenure in 1970.
- Died on 28th March, 2006.
Bhajan Lal:
- Born on 6th October, 1930, in Koranwali village, Bahawalpur district.
- Two times Chief Minister of Haryana.
- Formed Haryana Janhit Congress in 2007, later merged with Indian National Congress.
- Longest-serving Chief Minister for 12 years (non-continuous).
- Died on 3rd June, 2011.
Chaudhary Om Prakash Chautala:
- Born on 1st January, 1935, in Sirsa district.
- Leader of the Indian National Lok Dal (INLD) Political party.
- Sworn in as the Chief Minister of Haryana five times.
- Served the shortest tenure (5 days) as the Chief Minister.
Bhupender Singh Hooda:
- Born on 15th September, 1947, in Sanghi village of Rohtak district.
- Leader of the Indian National Congress.
- Served as the 9th Chief Minister of Haryana for the longest tenure (5th March, 2005, to 10th October, 2014).
- Oversaw the establishment of several universities and formulated key policies during his tenure.
Manohar Lal Khattar:
- Born on 5th May, 1954, in Nindana village of Rohtak district.
- Member of Rashtriya Swayam Sewak Sangha and Bharatiya Janata Party (BJP).
- 10th Chief Minister of Haryana.
- Announced the establishment of an all-woman police station in each district.
- Implemented the ‘Beti Bachao Beti Padhao’ Yojana scheme.
