The judiciary constitutes the third pillar of governance, following the Legislative and Executive branches.

Structure of the Judiciary in India (Article 214 to 237):

  • The judicial system in India is comprised of a unified justice system.
  • It is headed by the Supreme Court and subordinated by High Courts.
  • High Courts supervise District Courts, and all Subordinate Courts operate under the High Court.

High Court:

  • According to Article 214, each state is provisioned to have one High Court.
  • The 7th Amendment in 1956 (Article 231) allows for one High Court to serve two or more states and Union Territories.

Historical Background of High Court of Punjab and Haryana:

  • Formed under the India Act, 1915, on 20-21st March, 1919, in Lahore.
  • Post partition in 1947, the court shifted to Pakistan (formerly known as Lahore High Court).
  • Sir Shadilal of Rewari, the first Indian judge, took oath on 1st May, 1920.
  • Renamed as Punjab High Court in 1950, headquartered in Shimla.
  • Shifted to Chandigarh on 17th January, 1955.

Creation of High Court of Punjab and Haryana:


In 1966, after the reorganization of Punjab:

  • Two new states, Punjab and Haryana, and one Union Territory, Chandigarh, were established.
  • On 1st November, 1966, the Punjab High Court became the High Court of Punjab and Haryana.
  • The building of this High Court was designed by Le Corbusier, a French Architect.

Chief Justices and Noteworthy Events:

  • Justice Donald Falshaw, the first Chief Justice, resigned.
  • Ranjit Singh Narula and Jitendra Vir Gupta also resigned in 1977 and 1991.
  • Justice Veerswamy Ramaswamy (1987-89) faced impeachment, but the trial process was incomplete.
  • Justice Ranjit Singh Narula and Justice Surjit Singh Sanghawalia became Governors of Haryana.
