INDIAN AFFAIRS

International Aviation Summit held in New Delhi
On 3rd and 4th September 2018, International Aviation Summit was held in New Delhi

International Aviation Summit:

i. Organized by: India’s Ministry of Civil Aviation (MoCA), the Airports Authority of India (AAI) and (International Air Transport Association) IATA to commemorate the 50th consecutive month of double-digit market growth in India.
ii. Focused on: growth and challenges for Indian aviation Industry in the next 20 years and maximizing the economic and social benefits of the potential growth.
iii. Discussions were held on:

  • optimal regulatory and policy landscape for aviation in India
  • future airport infrastructure roadmap for India
  • developments across the related and supporting industries for aviation in India in the future
  • best practices and innovative approaches for sustainable aviation growth

iv. Some forecasts shared:

  • By 2025, India is expected to be the third largest air transport market in the world (current rank – 7).
  • By 2037, nearly 500 million people are expected to fly to, from or within India.

Hardeep Puri releases Schedule of Rates 2018 for new technologies and First Q R Code of CPWD
On 5th September 2018, Minister of State for Housing and Urban Affairs, Hardeep Singh Puri, released a booklet on Schedule of Rates (SOR) 2018 for new technologies and First Q R Code of Central Public Works Department (CPWD).
i. Hardeep Singh Puri also launched CPWD’s official Facebook and Twitter page on CPWD’s website.
ii. Director General of CPWD, Prabhakar Singh and other senior officials of Ministry of Housing and Urban Affairs and CPWD participated in the event.

Draft charter of Patients’ Rights released by Union Health Ministry
On September 5, 2018, Union Ministry of Health and Family Welfare released draft Charter of Patients’ Rights for proper health care by medical establishments.
i. This was prepared by National Human Rights Commission (NHRC).
ii. Under the draft the patients have 17 rights. Some of them are:

  • right to non-discrimination,
  • right to informed consent,
  • right to seek a second opinion and
  • right to choose alternate treatment options.

iii. This will act as a guidance for the Union and state governments to act by in the case of health protection of the patients.
iv. It has been published as per the recommendations of the National Council of Clinical Establishments, a statutory body under Clinical Establishments Act.

MP cabinet hikes ex-gratia to kin of deceased journalists
On September 5, 2018, Madhya Pradesh government in its cabinet meeting decided to increase the ex-gratia to be paid to the kin of deceased journalists.
i. It has been increased to Rs.4 lakh from Rs.1 lakh.
ii. Also, 5 per cent interest subsidy will be given for a period of five years on housing loan up to Rs 25 lakh to deceased journalists from the current financial year (from April 2018).
iii. In case of damage to vehicles or cameras, the government would give Rs 50,000 as compensation amount to journalists/cameramen.

Other News:
To implement the benefits of the Seventh Pay Commission from January 1, 2016, the total amount will be paid in one installment and deposited in GPF accounts of the government college teachers.

Madhya Pradesh:
♦ Capital: Bhopal.
♦ Governor: Anandiben Patel.
♦ National Parks: Madhav National Park, Kanha National Park, Bandhavgarh National Park, panna National Park.

Government approved 36 percent increase in wages of artisans
On September 5, 2018, the Union Ministry of Micro, Small and Medium Enterprises (MSME) approved to increase the wages of artisans by over 36 percent.

i. This was proposed by Khadi and Village Industries Commission (KVIC).
ii. The wages will be increased from Rs 5.50 per hank previously to Rs 7.50 per hank.
iii. This will be implemented with effect from August 15, 2018 along with modified market development assistance (MMDA).
iv. The MMDA specifies that :

  • 30 per cent of the prime cost is paid to the khadi institutions as production subsidy.
  • Of this 30 per cent, 40 per cent goes to artisans as wage incentives and
  • the remaining 60 per cent goes to the khadi institutions.

♦ Headquarters:  Mumbai.

12,790 crore supplementary budget passed by Odisha assembly for 2018-19
On September 3, 2018, Odisha Finance Minister SB Behera presented the first supplementary budget of Rs 12,790 crore for 2018-19 fiscal in the state Assembly .
i. With this, the total budget amount for the 2018-19 fiscal in Odisha has increased to Rs 1,32,818 crore.
ii. Out of the total Rs 12,790 crore:

  • Rs 1800 crore is towards administrative expenditure,
  • Rs 9,611 crore for programme expenditure,
  • Rs 1,364 crore for disaster response funds and
  • Rs 15 crore for transfers from state budget.

iii. It also includes:

  • Rs 750 crore for salary towards regularisation of Sikhya Sahayaks,
  • Rs 350 crore for loan repayment and
  • Rs 41 crore for simultaneous poll.

iv. Other provisions (for government schemes) are:

  • Rs 400 crore under BASUDHA scheme to provide drinking water,
  • Rs1500 crore for Pradhan Mantri Awas Yojana and Biju Pucca Ghar Yojana,
  • Rs 2,065 crore for Pradhan Mantri Gram Sadak Yojana,
  • Rs 1,000 crore for Swachh Bharat Mission and
  • Rs 211crore for National Livelihood Mission.
