Manufacturing in Uttarakhand
Uttarakhand being a hilly state and a large area under forest cover,
Manufacturing is not much developed in the state. Still government led
initiatives paved the way for the development of manufacturing sector in the
state. The manufacturing industry in the state can be categorized as follows-
Old Age Manufacturing- it includes industrial units setup after
independence, mainly in Public sector. HMT factory at Ranibag in Naintal
district, BHEL at Haridwar and Pharmaceutical unit at Rishikesh are
examples. Few private sector industries were setup in Tarai Bhabar region
including small Iron and steel Plants at Kashipur, Bajpur like Galvalia Steel
etc. such units were also setup in Haridwar, Roorkee, Rudrapur etc.
New Age Manufacturing- This include manufacturing units setup after the
formation of state mainly by private sector. Special Package announced by
Central and State government, which gave many tax and non tax benefits to
private sector extending over 10 to 16 years, encouraged many private sector
companies to establish their manufacturing plant in the state. These industries
have been setup in SIDCUL developed industrial clusters.

units setup as traditional industry in hilly areas. It originated as a response to
local environment and needs. Ghats (flour mills run by water), Loheta and
rope making at household level, masson and woodcraft developed locally,
Ayurvedic medicine units established in villages, hand woven clothes are few
examples of this industry. Hand and leg driven Okhal (Used for extracting
rice from paddy grain) is another example of traditional hill industry. Items
made of ringal like baskets, suppa, changora, at household level are other
examples. Aipan based industry has mainly grown up in Kumaun region.
Similarly hand made carpet (called Dan locally), industry has evolved in
Pithoragarh, Bageshwar, Chamoli districts. Only in Dharchula-Munsyari
region more than 5000 families were involved in this business. This industry
has declined on account of competiotion from Chinese and Korean machine
made items. Despite having huge market for these traditional products, this
has declined as new generation has migrated in search of new sources of
livelihood elsewhere. They are environment friendly and fulfill local

industry is limited to plain regions, while woolen textile based on local as

industry has also evolved. Haldwani, Dehradun, Ramnager, Haridwar,
Nainital, Almora, Ranikhet, Kashipur, Rudrapur are main centres.
Organic Woolen Growth Centres- launched in October 2019, as a
component of Growth Centre Scheme of the State Government, ten
Organic woolen Growth Centres in 6 districts are being setup in the State,
to promote production of high quality organic wool. Sheep and wool
Development Board will implement the scheme, where high quality
Marini sheeps will be brought and entrepreneurs will be trained to produce
better quality organic wool. Thrugh this initiative governments aims to
produce 25% of wool produced in the country.
 
Handicraft- Uttarakhand specializes in a variety of handicrafts which are
unique in their beauty and intricacies. They infuse their art into the utility
products with fineness worth appreciation. Uttarakhand Handicraft include
Woodcraft, Kasht-manka, Natural Silk, Krotia, Nettle fibre, Items of Ringal,
Shawl, Namda, Moonjh Ghas, Cane, Hand Block printing, Jute Work, Aipan,
and items of bronze. Almora is one of the biggest centre of preparing bronze
utensils and items. Today beautiful and colourful craft of Uttarakhand despite
having demand in the market is facing neglect. The reasons for its decline
include competition from cheap and machine made items, plastic and lack of
interest shown by new generation in traditional craft. Plastic has replaced
ringal. Despite existence of institution, lack of governmental support for
marketing and branding is also a challenge. Collection of raw material is also
a tedious job.
Govt. has now taken measures to support the traditional craft particularly
handicraft of Uttarakhand on the line of J&K and Himachal Pradesh. Govt.

Under Integrated Handicraft Development and Promotion Scheme, Suvidha
Kendras are being setup at Karnprayag, Joshimath, Dunda, Bhatwari,
Dharchula, Munsyari, Khatima, Jaspur, Bageshwar, Sahaspur, Roorkee,
Bhilangana, Ukhimath, Haldwani and Hawalbagh.

(UHHDC)- Uttarakhand Handloom & Handicraft Development Council
(UHHDC) is a society registered under Society Registration Act, 1860. The
Industry Minister is a Chairperson of this council. Principal Secretary,
Industry is the member secretary of the council.
Agro based Industries- various agro based industries have been developed
in mainly in agriculturally developed Tarai Bhabar and Dun regions. Rice,
Flour and Sugar mills in Rudrapur, Haridwar, Dehradun, Kashipur, Roorkee,
Bajpur, Jaspur are few examples. In hilly areas water run flour mills called
Ghat or Gharat also fall in this category.
Forest Based Industry- forest based industry including resin and wood
based industries have comeup in the state. They are mainly setup at
Haldwani, Ramnagar, Dehradun, Kathgodam etc.
Paper Industry- Paper industry based on agriculture and forest based raw
material has been setup in the state. CENTURY Paper Mill at Lalkuan is its
example.
Iron and Steel Industry- Though condition are not suitable to setup iron
and steel industry in the state, yet mainly scrap based small and mini plants
have been setup at Kashipur, Bajpur, Haridwar etc.
Pharmaceutiacals- Rishikesh is the main centre of pharma industry in the
state. Almora with Mini Ratna company India Medicines Pharmaceuticals
Corporation ltd at Mohan is well known for manufacturing traditional
Ayurvedic medicines. AYUSH system of medicines, particularly ayurvedic
medicine manufacturing has come up at centres like Haridwar and Rishikesh.
Copper Industry- In Uttarakahnd, copper industry developed as household
industry. Almora is also called Tamra Nagri (copper city). The 400 years old
industry has now largely declined on account of low demand, competition
from machine, factory made or imported utensils, migration of workers and

State Infrastructure and Industrial Develpoment Corporation
Uttarakhand Ltd (SIDCUL)
SIIDCUL, which is a Government of Uttarakhand Enterprise, was
incorporated as a Limited Company in the year 2002 with an authorised share
capital of Rs. 50 Crores by Government of Uttarakhand. It was established
primarily with an objective of providing overall industrial development of the
state by developing necessary infrastructure in the state of Uttarakhand
directly or through special purpose vehicles, investments assisted companies
etc.
It encourages ‘Ease of Doing Business’ by providing an investor-friendly &
transparent mechanism which completely eleminates any physical touch
point.A fully automated land allotment process through single window
clearance system and Sidcul Smart City application has been introduced to
bring in speed and accountability to the land allotment process and other
processes of SIIDCUL.GIS has also been incorporated within the smart city
application connectivity,water connection,electricity infrastructure and
sewerage connection etc of all the industrial estates in an interactive
representation equipping investors with reliable information to take informed
decisions..
Industrial Clusters and Multi-Industry Hubs- SIIDCUL has developed 7
world class Intergarted Industrial Estate (IIEs) facilitating and promoting
industrial and economic development.IIEs have
industrial,Institutional,commercial and residencial faclilities incorporated
within ensuring access to hospital,schools,banks,malls and hotels. Besides the
State Government, SIIDCUL has equity participation from UBI, OBC and
SIDBI. Concessions available for Industrial ventures in Uttarakhand along
with the proactive govt. and facilitative environment has lead to more than
1500 companies investing in SIIDCUL areas.
The facilities in Integrated Industrial Estates include dedicated 220 KV
Substation with a string of feeder substations, Common Effluent Treatment
Plants, 60 mt. roads, All modes of connectivity, logistic centres, zonal
distribution of Industries, residential and commercial areas. Specialized
Theme Parks are also contemplated within these Estates so as to garner all
benefits of a cluster based development.In the near future SIIDCUL is also

Flour and Sugar mills in Rudrapur, Haridwar, Dehradun, Kashipur, Roorkee,
Bajpur, Jaspur are few examples. In hilly areas water run flour mills called
Ghat or Gharat also fall in this category.
Forest Based Industry- forest based industry including resin and wood
based industries have comeup in the state. They are mainly setup at
Haldwani, Ramnagar, Dehradun, Kathgodam etc.
Paper Industry- Paper industry based on agriculture and forest based raw
material has been setup in the state. CENTURY Paper Mill at Lalkuan is its
example.
Iron and Steel Industry- Though condition are not suitable to setup iron
and steel industry in the state, yet mainly scrap based small and mini plants
have been setup at Kashipur, Bajpur, Haridwar etc.
Pharmaceutiacals- Rishikesh is the main centre of pharma industry in the
state. Almora with Mini Ratna company India Medicines Pharmaceuticals
Corporation ltd at Mohan is well known for manufacturing traditional
Ayurvedic medicines. AYUSH system of medicines, particularly ayurvedic
medicine manufacturing has come up at centres like Haridwar and Rishikesh.
Copper Industry- In Uttarakahnd, copper industry developed as household
industry. Almora is also called Tamra Nagri (copper city). The 400 years old
industry has now largely declined on account of low demand, competition
from machine, factory made or imported utensils, migration of workers and
lack of government support.
State Infrastructure and Industrial Develpoment Corporation
Uttarakhand Ltd (SIDCUL)
SIIDCUL, which is a Government of Uttarakhand Enterprise, was
incorporated as a Limited Company in the year 2002 with an authorised share
capital of Rs. 50 Crores by Government of Uttarakhand. It was established
primarily with an objective of providing overall industrial development of the
state by developing necessary infrastructure in the state of Uttarakhand
directly or through special purpose vehicles, investments assisted companies
etc.
It encourages ‘Ease of Doing Business’ by providing an investor-friendly &
transparent mechanism which completely eleminates any physical touch
point.A fully automated land allotment process through single window
clearance system and Sidcul Smart City application has been introduced to
bring in speed and accountability to the land allotment process and other
processes of SIIDCUL.GIS has also been incorporated within the smart city
application connectivity,water connection,electricity infrastructure and
sewerage connection etc of all the industrial estates in an interactive
representation equipping investors with reliable information to take informed
decisions..
Industrial Clusters and Multi-Industry Hubs- SIIDCUL has developed 7
world class Intergarted Industrial Estate (IIEs) facilitating and promoting
industrial and economic development.IIEs have
industrial,Institutional,commercial and residencial faclilities incorporated
within ensuring access to hospital,schools,banks,malls and hotels. Besides the
State Government, SIIDCUL has equity participation from UBI, OBC and
SIDBI. Concessions available for Industrial ventures in Uttarakhand along
with the proactive govt. and facilitative environment has lead to more than
1500 companies investing in SIIDCUL areas.
The facilities in Integrated Industrial Estates include dedicated 220 KV
Substation with a string of feeder substations, Common Effluent Treatment
Plants, 60 mt. roads, All modes of connectivity, logistic centres, zonal
distribution of Industries, residential and commercial areas. Specialized
Theme Parks are also contemplated within these Estates so as to garner all
benefits of a cluster based development.In the near future SIIDCUL is also
palnning to develop IIEs in the vicinity of the proposed Amritsar Kolkata
Industrial Corridor, facilitating seamless connectivity with the northern and
eastern corners of the country. SIDCUL developed IIEs became hub of
manufacturing in the state with units from Automobile, Textile, Agro-based
Industries, consumer and durable goods, food processing, electronic goods
coming up at these centres. Such clusters have been developed at Rudrapur,
Pantnagar, Sitarganj, Selaqui, Haridwar, Bhimtal, Haridwar, Kashipur,
Kotdwar, Bahadrabad, Landhaura, Jaspur, Bajpur, Mohan, Madan Negi etc.
these centers have attracked several manufacturing units and have helped in
creation of large employment opportunities.
MSME and Household Industries.
MSME and Househld industries form important component of manufacturing
in Uttarakhand. Since historical times these industries have grown up based
on local needs, necessities and locally available raw material. Gharat (Ghat),
Khukri made during second world war, Jackets made up of Bichchhu
(kandali or seena) grass, Buransh and other fruit juice, pickle, wool, products
of jute ringal and cane, shawl, aipan, carpet, handicraft and handloom,
woodcraft, horticulture, agriculture and animal husbandry based units etc. are
main types of household industries.
As per data of the Directorate of Industries, Govt. of Uttarakhand, after the
formation of state, numbers of, investment and employment provided by
MSME and household industries has increased tremendously. In the year
2000, a total number of 14163 micro units, with in investment of Rs. 700
crore giving employment to 38509 were operating in the State. In 2018-19,
number of thses units increased to 60 thousand, with and investment of Rs.
13 thosand crore giving employment to 3 lakh people.
