On the International Day of Persons with Disabilities on December 3, 2023, President Draupadi Murmu honored Jyoti Sinha of Muzaffarpur, Bihar with the National Award 2023 for ‘Best Divyangjan’ at a grand ceremony in New Delhi.

Dates announced for Panchayat by elections in Bihar

The dates for Panchayat by-elections were announced by Bihar State Election Commission on December 4, 2023. There will be by-elections for a total of 1675 Panchayat posts in the state.

As per the notification issued by the State Election Commission, the date of voting has been fixed on December 28, while the nomination will be from December 9 to December 15.

Scrutiny of nomination papers will be held on December 16, while the last date for withdrawal of nomination papers has been fixed as December 20.

Under the Panchayat by-election, elections will be held for the posts of Zilla Parishad member, Gram Panchayat head, Gram Kachari Sarpanch, Panchayat Samiti member, Gram Panchayat member and Gram Kachahari Panch.

Andar block of Siwan district of Bihar tops NITI Aayog’s 1st delta ranking of ABP

Andar block of Siwan district of Bihar in eastern India, included in Zone 6, has got the top position in the first delta ranking of Aspirational Block Program (ABP) announced by NITI Aayog on December 7, 2023.

In the first Delta Ranking of Aspirational Block Program (ABP), Tiriyani Kumuram Bheem block of Asifabad, Telangana got first position and Kaushambi block of Kaushambi district of Uttar Pradesh got second position.

The blocks are divided geographically into six zones and ranking is given to two blocks from each zone.

In Zone 1, which includes hilly and north-eastern states as well as islands, Amri block (West Karbi Anglong, Assam) and Ngopa block (Saitual, Mizoram) stood first and second respectively.

In Zone 2, which covers North Indian states, Harraiya block of Basti district of Uttar Pradesh stood first and Virno block of Ghazipur district stood second.

In Zone 3 comprising southern states, Maski block (Raichur, Karnataka) and Naranur (Adilabad, Telangana) were declared the top rankers.

In the western Indian states, which include Zone 4, Sironcha and Aheri blocks in Gadchiroli district of Maharashtra emerged as winners.

Under Zone 5, Tirla block of Dhar district of Madhya Pradesh and Pat block of Barwani district were the winners in Central India.

The ranking of the blocks was calculated based on the performance of the blocks and the progress achieved in the Key Performance Indicators (KPIs) in the month of June, 2023.

Ranking the blocks based on KPIs is a core strategy of the programme, which is based on the spirit of competitive and cooperative federalism. This is the first time that a ranking of blocks has been calculated as part of the Aspirational Block Programme.

CM attended the 26th Eastern Regional Council meeting

Why in News?

On December 10, 2023, the 26th Eastern Regional Council meeting was held under the chairmanship of Union Home Minister Amit Shah at ‘Samvad’ located at the Chief Minister’s Secretariat in Patna, Bihar, in which Chief Minister Nitish Kumar attended and also hosted the meeting.

This was the 5th meeting of the Eastern Regional Council in Patna on the instructions of the Central Government. Earlier meetings had taken place in 1958, 1963, 1985 and 2015.

Ministers and senior officials of Bihar, Jharkhand, Odisha & West Bengal attended the meeting.

It may be noted that the Chief Minister had participated in the meeting of the Eastern Regional Council held in Orissa on February 28, 2020.

In the meeting, the Chief Minister said that the State Government has carried out caste based census using its resources and released its data, according to which the total population of Bihar is 13.7 lakh 25 thousand 310 out of which 53 lakh 72 thousand 22 people are living outside Bihar. 12 crore 53 lakh 53 thousand are living in the state.

In the caste based census, the backward class population was found to be 27.12 percent, extreme backward class was 36.01 percent, scheduled caste was 19.65 percent, scheduled tribe was 1.68 percent and general category was 15.52 percent.

The Chief Minister said that the reservation limit in the state has been increased from 50 to 65 percent. A law has been passed for this. 10 percent reservation is already available for economically weaker people of general category. All together the total reservation has reached 75 percent.

The Chief Minister said that poor families are found in all castes, out of which 25.09 percent of general category, 33.16 percent of backward class, 33.58 percent of extremely backward class, 42.93 percent of scheduled caste and 42.70 percent of scheduled tribe people are poor. The total number of poor families in all categories is 94 lakh.

The Chief Minister said that in order to advance the poor families, a scheme has been made to provide assistance of up to Rs 2 lakh for employment to one of its members.

For families who do not have houses, the amount for purchasing land has been increased from Rs 60 thousand to Rs 1 lakh. Rs 1 lakh 20 thousand will be given to build a house.

From the year 2018, under the ‘Sustainable Livelihood Scheme’, the assistance amount of Rs 1 lakh being given to extremely poor families for employment has been increased to Rs 2 lakh.

On December 12, 2023, Bihar Chief Minister Nitish Kumar inaugurated the wayside convenience centre cum cafeteria of Kesariya Stupa in East Champaran district by cutting the ribbon and laid the foundation stone of the development works of the tourist facility in the premises of Kesariya Stupa.

The cost amount of this scheme is Rs 6.90 crore. With the construction of the cafeteria, the tourists coming here will find it convenient to stay. The cost of the important scheme for the development of tourist facilities in the premises of Kesariya Stupa is Rs 19.77 crore.

Here, a replica of the Kesariya Stupa, which has special importance among Buddhist symbols, will be built near it. In this, the extinct parts of the main stupa will be carved into the structure.

A total of eight miniature replicas will be built around the main structure, which include Vishwa Shanti Stupa, Mahabodhi Temple, ruins of Nalanda University, Ashoka Pillar Vaishali, Vikramshila, Gurupa Bodh Sthal, Barabar Ki Cave and Sujata Stupa.

In this, tourists will get a complete glimpse of Buddhist architecture. A 45-seat auditorium will also be constructed inside the stupa-like shape, which will be equipped with audio-visual system.

Chief Minister laid the foundation stone of developmental works of Punauradham complex

Why in News?

On December 13, 2023, Chief Minister Nitish Kumar laid the foundation stone of the development works of the Punaura Dham Temple (birthplace of Maa Janaki) complex under Sitamarhi district of Bihar.

Punaura Dham is one of the important places associated with the Ramayana circuit in Bihar. Approximately Rs 72.74 crore will be spent on the development works to be done in the Punaura Dham temple complex.

For its development, a covered circumambulation path will be constructed around the Punaura Dham temple, which will incorporate excellent architecture using sandstone.

In this complex, facilities like parking for vehicles, cafeteria for visitors, kiosks etc. will be constructed in the Janaki Mahotsav grounds for the convenience of tourists.

Shanti Mandap will be constructed near Sita Vatika for meditation. There is also a provision for 3D animation showing the life story of Goddess Sita, which will be a major centre of attraction for the tourists.

MoU worth Rs 50,530 crore signed in Bihar Business Connect-2023

Why in News?

According to information received from the media on December 14, 2023, during the Global Investor Summit ‘Bihar Business Connect-2023’, Memorandum of Understanding (MoU) worth Rs 50,530 crore was signed with about 300 companies from various sectors.

During Bihar Business Connect-2023, Adani Enterprises Director Pranab Adani said that it has been decided to invest Rs 8,700 crore in various sectors including cement manufacturing, logistics and agro industry in Bihar. His company has already invested Rs 850 crore here.

Other MoUs signed during Bihar Business Connect-2023 include MoU worth Rs 7,386.15 crore with Bharat Petroleum Corporation Limited, MoU worth Rs 5,230 crore with Patel Agri Industries Private Limited and MoU worth Rs 2,200 crore with Holtec International Inc.

Apart from this, agreements worth Rs 2,000 crore were signed with Indo European Heart Hospitals and Research Institute Private Limited, Dev India Project worth Rs 1,600 crore, Star Cement worth Rs 1,000 crore, UltraTech Cement worth Rs 1,000 crore, J.K. Lakshmi Cement, Rs 800 crore with Spray Engineering Devices Limited, Rs 674 crore with Varun Beverages and Rs 650 crore with ShreeCement.

Mandatory to install the Device in Commercial Vehicles

Why in News?

According to the information received from the media on December 17, 2023, it has now become mandatory to install vehicle location tracking devices in every commercial vehicle in Bihar.

According to the Transport Department, it has been made mandatory to install vehicle location tracking devices and emergency buttons in public transport vehicles in the state for the safety of women & passengers.This is a device which will help in knowing where the vehicle is. With this, accurate information about the location of each vehicle will be available in the control room of the transport department.

If this device is not installed, the vehicles will not be given a fitness certificate by the transport department. Besides, a fine of Rs 5,000 will also be taken from the owner of that vehicle.

At present, it is being installed rapidly in Patna, Gaya, Darbhanga, Bhagalpur and Muzaffarpur because the number of public transport is more in these cities.

CM inaugurated Ganga water Supply Scheme in Nawada

Why in News?

On December 15, 2023, the Ganga Water Supply Scheme was inaugurated by Chief Minister Nitish Kumar in Paura village of Kadirganj in Nawada district.

The 36 million litre clear water pump house was inaugurated by Chief Minister Nitish Kumar.

Chief Minister Nitish Kumar also started providing pure drinking water from Ganga water to every house in Nawada.

During this program, a short film based on the Ganga Water Supply Scheme was presented before the Chief Minister.

Ł

A Master Underground Reservoir (MUGR) has been constructed under the Ganga Water Supply Scheme. Water will be sent directly from this reservoir to four sump houses of Budco. After this, water will be sent from the sump house to 4 water tanks through pumps. The capacity of each water tank is approximately four and a half lakh litres.

Under the Ganga Water Supply Scheme, Ganga water will be supplied to every person at the rate of 135 litres (8-9 buckets) per day.

With the launch of Ganga Water Supply Scheme, drinking water will be supplied to the people of Nawada city as well as to hotels, dharamshalas, educational institutions etc.

Along with this, a separate electrical substation has also been constructed near the water purification plant located at Paura for power supply.

Three new industrial areas will be built in Bihar

On December 17, 2023, the Bihar government announced the creation of three new industrial areas in the state.

These industrial areas will be established in Gaya, Munger and Nalanda districts of Bihar.

1.5 crore houses in Saran, Bihar will get free internet connection

Why in News??

According to the information received from the media on December 20, 2023, under the Bharat Net Udyam Yojana, broadband connection will be provided to every village and every house in Saran district of Bihar through optical fiber gateway.

Saran MP Rajeev Pratap Rudy said that to connect the villages of Saran district with internet, 105

kilometers of optical fiber is being laid again in the district, which is targeted to be completed by March 2024.

MP Rajeev Pratap Rudy said that rural areas will be empowered with broadband connection, people will be able to get treatment with the help of global doctors and families will be able to save money on preparing their children for competitive exams and village children will be able to prepare for competitive exams while staying in the village itself.

MP Rajiv Pratap Rudy said that television, telephone, iPad, computer, desktop can all be used simultaneously in high speed internet. Along with this, there is no need to install separate phones in the houses because along with the free connection, a land line phone will also be installed.

It may be noted that MP Rajiv Pratap Rudy had already campaigned for internet connection in Saran district. In this campaign, people are being given free internet connection through pink colored forms. In this, a six-month plan of Rs 999 is being given.
