Approval of Rs 24.87 Crore for Super Specialty Services in Various Medical Colleges in the State
On December 31, 2023, Rajasthan Chief Minister Ashok Gehlot approved an additional budget provision of Rs 24 crore 87 lakh 22 thousand for super specialty services in 6 medical colleges of the state in order to provide high-level medical facilities in the state .

Fifth Meeting of the State Wetland Authority
On January 2, 2023, the fifth meeting of the State Wetlands Authority took place in Jaipur, chaired by Rajasthan’s Minister for Forest, Environment, and Climate Change, Hemaram Chaudhary. During this meeting, officials were urged to commit to the preservation of wetlands.
- Minister Hemaram Chaudhary approved the notification of 50 wetlands across 20 districts in the state and set a goal to increase this number to over 100 in the future.
- The authority also decided to propose to the Government of India the establishment of a dedicated testing track in the Sambhar area by the Indian Railways, covering 28.04 hectares.
- Additionally, Minister Chaudhary unveiled the ‘State Environment Plan’ developed by the Environment Department. Rajasthan Homeless Upliftment and Rehabilitation Policy-2022
On January 3, 2023, Rajasthan’s Social Justice and Empowerment Minister, Tikaram Jully, announced the implementation of the ‘Rajasthan Homeless Upliftment and Rehabilitation Policy-2022’ during a meeting at the Government Secretariat in Jaipur. The first phase of this initiative involves the survey and identification of homeless individuals.
- During the meeting, it was decided to complete the survey of homeless individuals within the next two months, as per the Rajasthan Homeless Upliftment and Rehabilitation Policy 2022. Minister Jully emphasized that the future course of the scheme would be determined based on the survey findings.
- The survey will be conducted at the division, district, and gram panchayat levels. It was agreed that Panchayati Raj institutions would carry out the survey at the village level, while voluntary organizations would handle it at the urban level.

Constitution Garden Inaugurated by the President in Rajasthan
On January 3, 2023, President Draupadi Murmu inaugurated the Constitution Garden at Raj Bhavan in Jaipur, Rajasthan. During the event, she stressed the importance of fostering a sense of constitutional morality among the citizens of the country.
- The President also virtually inaugurated a solar energy transmission system in Rajasthan, established by the Power Grid Corporation of India. Additionally, she laid the virtual foundation stone for the 1000 MW Bikaner Solar Power Project.
- Rajasthan Governor Kalraj Mishra noted that with the inauguration of the Constitution Garden, Rajasthan became the first state in India to have such a garden in Raj Bhavan. The garden was developed by the Jaipur Development Authority as part of the Central Government's Smart City Project. The foundation stone for the garden was laid on January 26 of the previous year.
- The Governor mentioned that initiatives are underway to create Constitution Gardens in all funded universities across the state. Moreover, the practice of reciting fundamental duties has begun by reading the Constitution's preamble before addresses in the state assembly. The Constitution Garden aims to connect all visitors to Raj Bhavan, both ordinary and distinguished individuals, with the ideal culture associated with the Constitution.
- The Constitution Garden is not just an artistic representation of the 22 parts of the Indian Constitution but also reflects the ideals and culture embedded in it. The garden features an original handwritten copy of the Constitution, artistically presented, with the preface adorned by paintings of a horse, elephant, lion, and bull, symbolizing the ancient civilization of Mohenjo-Daro.

President Murmu Opens 18th National Scouts and Guides Jamboree
On January 4, 2023, President Droupadi Murmu inaugurated the 18th National Scouts and Guides Jamboree in Roht, Pali district, Rajasthan.
- The event saw participation from over 37,000 scouts and guides from various countries, including India, Ghana, Malaysia, Saudi Arabia, Bangladesh, Sri Lanka, Maldives, and Nepal.
- In her speech, President Murmu highlighted the enthusiasm and energy of the youth at the gathering, describing it as a representation of "mini young India." She praised the scouts for their commitment to humanity and social service, noting that Rajasthan has the largest number of scouts in the country, symbolizing courage and valor.

- In order to encourage sports, the state government has decided to give 2 percent reservation in government jobs along with out-of-turn appointments to medal-winning players. The prize money of sportspersons who have won medals in international competitions has been increased to Rs 3 crore.
- The government is working to provide good facilities, coaches, and environment to the identified talents through sports events and training camps, so that they can perform well at the national and international level.
- Chief Minister Ashok Gehlot said that for the first time, 30 lakh players participated in the Rajiv Gandhi Rural Olympic Games, including 10 lakh women players. After the Rural Olympics, the Urban Olympic Games are now starting from January 26. The work of identifying sports talent from such events is being done.

Rajasthan's Commitment to Public Service Delivery
- Dr. Om Prakash Bairwa, the Director of Public Services and Joint Government Secretary, highlighted Rajasthan's pioneering role in enacting the Guarantee of Delivery of Public Services in 2011 and the Right to Hearing Act in 2012.
- Rajasthan was among the first states to implement these progressive laws, ensuring timely and transparent public service delivery.

Western Rajasthan Industries Handicrafts Festival
On January 6, 2023, Chief Minister Ashok Gehlot of Rajasthan inaugurated the 'Western Rajasthan Udyog Handicraft Festival' at Ravana Ka Chabutra Ground in Jodhpur. This is the 33rd edition of the festival, which will run until January 15, 2023. The main theme for this year is "Developing Rajasthan - Entrepreneurial Rajasthan."
- During his visit, Chief Minister Gehlot explored various sections of the festival, including the central pandal, industrial exhibition, development exhibition, sea-world, and the statue of Adidev Mahadev. He interacted with participants, gathering information about the products and models on display and encouraging them.
- The festival is being organized by the Jodhpur District Administration, District Industries Centre, Enterprise Promotion Institute in Jaipur, and Marudhara Industries Associations in Jodhpur. There are approximately 750 stalls at the event, featuring over 700 handicraftsmen from 18 different states across India. Various Central and State Government departments are providing marketing support to their stakeholders during the festival.

- The festival began 33 years ago as a small industrial exhibition at the Jodhpur Information Centre and has since evolved into a significant industry fair. It started in 1991 with only 80 stalls and has grown considerably over the years. This year, small cottage industries and handicraft units from various states, including Delhi, Uttar Pradesh, Madhya Pradesh, Jammu and Kashmir, Haryana, Himachal Pradesh, Gujarat, Punjab, West Bengal, and Uttarakhand, will have the opportunity to display and sell their products at the festival.
Rajasthan International Center
The Rajasthan International Center is being developed in the Jhalana Institutional Area of Jaipur, inspired by the India International Center in Delhi. This initiative was announced by Chief Minister Ashok Gehlot on January 7, 2023.
The foundation stone for the center was originally laid by Chief Minister Gehlot in April 2013.
Once completed, the Rajasthan International Center will host a wide range of activities, both governmental and non-governmental, focusing on areas such as art, culture, education, information technology, and communication.

Launch of Legal Aid Defence Council System in Rajasthan
On January 11, 2023, Chief Justice Pankaj Mittal, who is also the Chief Patron of the Rajasthan State Legal Services Authority, inaugurated the Legal Aid Defence Council System in 23 jurisdictions of Rajasthan. The event took place in the New High Court Building. The implementation process for the remaining 13 jurisdictions is still under consideration.
- During the launch, Chief Justice Mittal emphasized that the Legal Aid Defence Council System would be a significant step forward in providing competent and effective legal aid in criminal cases to the weaker and disadvantaged sections of society, facilitating their access to justice. He compared the system to Europe’s public defender model, highlighting its potential to improve access to justice by offering quality legal services to eligible individuals from vulnerable groups in criminal cases.
- It is important to note that the Legal Aid Defence Council System is being rolled out by the National Legal Services Authority in 365 District Legal Services Authorities across 22 State Legal Services Authorities in the country. In Rajasthan, the system is set to be introduced in all 36 jurisdictions, with the first phase covering the initial 36 jurisdictions.
MoU Signed between Bikaner House Management Committee and Bharat Kala Mela
On January 11, 2023, a Memorandum of Understanding (MoU) was formalized between the Bharat Kala Mela and the Bikaner House Management Committee in New Delhi. The aim of this agreement is to foster and promote art and culture within the Bikaner House premises in Rajasthan.
The MoU was endorsed by Piyali Das Gupta, Program Director of the Bikaner House Management Committee, and Uma Jacob, Director of External Relations & Outreach at the Indian Art Fair (IAF).

Amnesty and Voluntary Load Increase Announcement Scheme for Electricity Consumers in Rajasthan
On January 12, 2023, Rajasthan's Minister of State for Power, Bhanwar Singh Bhati, announced the implementation of an amnesty scheme by Power Distribution Corporations. This scheme aims to recover outstanding electricity dues from consumers with regular and disconnected agricultural connections, as well as other categories of disconnected connections in the state. Additionally, a voluntary load declaration scheme has been introduced to regularize unauthorized increased loads for agricultural connections.
Amnesty Scheme Details
- The amnesty scheme is in effect until June 30, 2023, targeting disconnected connections of all electricity consumer categories, except for agriculture.
- Consumers with outstanding dues as of December 31, 2022, can benefit from this scheme.
- A 100% discount on interest and late payment fees is available for consumers who pay the entire principal outstanding amount by March 31, 2023.
- For payments made between April 1 and June 30, 2023, a 50% discount on late payment fees and interest will be granted.
Specifics for Agricultural Consumers
- Consumers with regular and disconnected agricultural connections can settle outstanding amounts without interest and penalties, either in a lump sum or in a maximum of six bimonthly installments, until December 31, 2022.
- Disconnected agricultural connections will be reconnected according to the prevailing provisions of the agriculture policy.
- Consumers who have benefited from similar schemes in the past three years, as well as cases of theft and misuse, are excluded from this scheme.
Application Process
- To avail of the scheme, consumers must submit their applications to the concerned Assistant Engineer’s office. Large industrial category consumers should apply to the office of the senior accounts officer-CA-HQ.
Voluntary Load Increase Declaration Scheme
- This scheme is applicable to agricultural connections issued until December 31, 2022, and will be effective until March 31, 2023.
- The scheme aims to provide convenience to agricultural consumers, enhance the quality of power supply in the agriculture sector, and prevent revenue loss.
Scheme for Agricultural Consumers
- The scheme allows consumers to reconnect disconnections from up to two years ago with an increased load. The corporation will cover the costs for necessary infrastructure upgrades, such as transformer capacity increases, new 11 KV lines, and substations, for agricultural consumers taking advantage of the scheme during the plan period.
- If the VCR (Voltage Change Request) for increased load has been submitted by any consumer during the implementation of the scheme, it will be regularized according to the provisions of this scheme.
- However, farmers who increase load by installing an additional motor on the same well or increasing load on a second well within the same Khasra/Khet/Complex/Marmalade to run the second motor will not be eligible for this scheme. If farmers have had two motors approved in the past, they can still benefit from the scheme if they wish to increase their load.
- After the scheme's completion on March 31, 2023, a special campaign will be initiated for weight verification. If a farmer's weight is found to exceed the approved weight during this check, the excess amount will be recovered according to agricultural policy.
Rajasthan Takes the Lead in Implementing Blindness Control Policy

Chief Minister Approves 'Gaushala/Animal Shelter Public Participation Scheme'
On January 15, 2023, Chief Minister Ashok Gehlot approved the 'Gaushala/Animal Shelter Public Participation Scheme' for Gram Panchayats. This scheme aims to set up cow shelters in collaboration with competent executive agencies in various Gram Panchayats.
- Financial Provision and Phases:First Phase: Approximately Rs 1377 crore has been allocated for the construction and operation of sites in 1500 gram panchayats. Cost per Shelter: Each cow shelter will be established at a cost of Rs 1 crore. Site Construction: Sites will be developed in 200 Gram Panchayats in 2022-23 and 1300 Gram Panchayats in 2023-24.

MoU Between the Central and State Governments for Establishing the First Composite Regional Center in Rajasthan
On January 18, 2023, a Memorandum of Understanding (MoU) was signed between the Central Government and the State Government of Rajasthan to establish the first Composite Regional Center in the state. This center aims to provide various services and facilities for people with disabilities and will be located in Jamdoli, Jaipur.
- The MoU was signed in the presence of Rajasthan's Social Justice and Empowerment Minister, Tikaram Jully. Manish Verma, Director of the National Institute for Empowerment of Persons with Disabilities in Dehradun, and Dr. Kantri, Secretary of the Social Justice and Empowerment Department, Government of Rajasthan, also signed the agreement.
- Minister Tikaram Jully explained that initially, the Composite Regional Center would be operated temporarily by the Government of India. The State Government will soon provide land for the center's permanent operation, and the Government of India will construct the center on this land.
- The establishment of this center will significantly benefit people with disabilities in Rajasthan. It will provide free artificial limbs and equipment, as well as services such as physiotherapy and occupational therapy. Additionally, the center will play a crucial role in issuing Unique Disability Identification (UDID) cards to individuals with disabilities.
Governor Launches 'Exam Warriors' Book by PM Modi
On January 18, 2023, Rajasthan Governor Kalraj Mishra inaugurated the Hindi and English versions of 'Exam Warriors', a book written by Prime Minister Narendra Modi, at Raj Bhavan.
The National Book Trust (NBT) has translated the book into various languages to ensure its accessibility across India.
Governor Mishra emphasized the book's importance not only for students but also for teachers and parents. It addresses the issue of stress in children during exams and provides guidance on life management.
'Exam Warriors' includes yoga asanas and emphasizes a positive approach to exams, such as celebrating, smiling, and living in the present moment.
NBT Director Yuvraj Malik mentioned that the book has been translated into various Indian languages, including Assamese, Gujarati, Kannada, Malayalam, Marathi, Oriya, Punjabi, Tamil, Telugu, and Urdu.
Prime Minister Modi wrote this book to facilitate the 'Pariksha Pe Charcha' dialogue, aiming to reduce exam-related stress.
Inauguration of Gandhi Literature and Philosophy Corner in Government Colleges
On January 19, 2023, the Gandhi Literature and Philosophy Corner was inaugurated at Government SBD College and Government Girls College in Sardarshahar, Churu district. The initiative, a collaboration between the Prabha Khaitan Foundation and the colleges, was launched by Minister of State for Transport and Road Safety, Brijendra Singh Ola, and District Collector Siddharth Sihag.
- During the inauguration, Minister Ola emphasized the growing relevance of Gandhi's philosophy in today’s world. He highlighted Gandhi’s concept of Satyagraha, which demonstrates that conflicts can be resolved without violence. Ola stressed the importance of both the means and the ends being sacred in life, urging everyone to adhere to the principles of truth and non-violence as advocated by Gandhi.
- Dularam Saharan, President of the Rajasthan Sahitya Akademi and District Convenor of the Mahatma Gandhi Jeevan Darshan Samiti, expressed gratitude to the Prabha Khaitan Foundation. He pointed out that the Gandhi Literature and Philosophy Corner would play a crucial role in fostering an atmosphere of non-violence and peace, especially in times of unrest. On January 19, 2023, the Rajasthan Export Promotion Council (REPC) and Aaroh Consulting signed a bilateral agreement to digitize micro and small enterprises in Rajasthan. The agreement was signed by REPC Chairman Rajiv Arora and Arundhati Mukherjee, Director of Aaroh Consulting, at Udyog Bhawan.
- Cooperation on Courses and Faculty: As per the agreement, REPC and Aaroh will collaborate on providing courses and faculty for programs related to digitization and export facilitation for MSMEs (Micro, Small, and Medium Enterprises) across Rajasthan.
- Support for MSMEs: Aaroh Consulting aims to assist in the growth of micro and small enterprises, help them expand into overseas markets, and remove the MSME tags to be recognized as MNCs (Multinational Corporations).

Rajasthan Tourism Polo Cup Tournament
The Rajasthan Tourism Department and the Rajasthan Polo Club recently held the Rajasthan Tourism Polo Cup tournament from January 16 to 22, 2023, at the Rambagh Polo Club Ground in Jaipur. In a thrilling final match, the Bedla Trojans emerged victorious, defeating the Rajnigandha Achievers and claiming the title.
- International player Padmanabha Singh played a pivotal role in the Bedla Trojans' success by scoring a hat-trick, leading his team to a 7-4 victory over the Rajnigandha Achievers in the final. The winners were presented with the Rajasthan Tourism Polo Cup by Rajasthan Cricket Association president Vaibhav Gehlot and Dr. Rashmi Sharma, the director of the tourism department.
- Dr. Rashmi Sharma expressed that hosting the Rajasthan Tourism Polo Cup would be a significant event for attracting international tourists to the state and would help establish new opportunities in the polo tourism sector.
- The tournament featured four teams - Bedla Trojans Polo, Rajnigandha Achievers, Krishna Polo, and Samode Polo - and included players from both India and abroad.
Aashayein The Filling Station
On January 22, 2023, in Alwar, Rajasthan, a petrol pump called "Aashayein the Filling Station" was inaugurated by former Union Minister Bhanwar Jitendra Singh and Prisons Minister Tikaram Jully. This initiative aims to provide employment to prisoners and offer convenience to the public.
- The petrol pump will be operated by inmates from open jails with good conduct and will be monitored by the Prison Monitoring Committee. The project is part of the Rajasthan government's efforts to skill train jail inmates and reintegrate them into society.
- The petrol pump, set to open in about 1.5 to 2 months, will initially offer petrol and diesel, with CNG available in the future. The project is a collaboration between the Aashayein organization, the Prisons Department, and Indian Oil Corporation Limited.
- Central Jail Superintendent Pradeep Lakhawat emphasized that for every tree removed for the petrol pump, several more trees have been planted in the jail premises, which will be cared for by the inmates.
Foundation Stone Laid for Urban Water Augmentation Scheme in Harmada
On January 22, 2023, Dr. Mahesh Joshi, Rajasthan’s Public Health Engineering Minister, laid the foundation stone for an urban water augmentation scheme aimed at supplying Bilaspur water to the Harmada and Badharna areas of Jaipur city.
Minister Joshi explained that the scheme involves the construction of:
- Two high reservoirs with capacities of 1500 kiloliters and 700 kiloliters
- Two clean reservoirs with capacities of 1800 kiloliters and 1400 kiloliters
- A 143 km long pipeline
Additionally, the Minister laid the foundation for a 2,000 kiloliter high reservoir and a 10.6 km DI pipeline in Bhatta Basti, Hawamahal Assembly constituency, to ensure adequate pressure for drinking water supply. These works, costing Rs 8 crore 17 lakh, are part of the Urban Water Augmentation Scheme announced by Chief Minister Ashok Gehlot.
The scheme will benefit around 60,000 residents of Harmada and Badharna, including areas like Gayatri Nagar, Sudamapuri, Ganga Vihar, and others. It aims to resolve the drinking water issues in five wards of the Hawamahal constituency and provide a reliable supply of pure drinking water under adequate pressure in various blocks of Bhatta Basti, Shivaji Nagar, Rajiv Nagar, and surrounding areas.
Foundation Stone for Anicut on Banas River Laid by Vidhansabha Speaker
On January 21, 2023, Dr. C.P. Joshi, the Speaker of the Rajasthan Assembly, laid the foundation stone for an anicut on the Banas River in Namana village, located in the Nathdwara region of the Rajsamand district. The project, estimated to cost around Rs. 26 crore, aims to enhance irrigation and water management in the area.
- During the event, Water Resources Minister Mahendrajit Singh Malviya emphasized that the construction of the anicut would raise the water level in the region, ensuring a sufficient water supply for local farmers' irrigation needs.
- Cooperation Minister Uday Lal Anjana highlighted that the initiatives undertaken by the Rajasthan government have positioned the state as a model for others in the country.
- In addition to the anicut, the water resources department also initiated the foundation stone for repair and restoration work at Fatehpuria Pond and other related projects. Furthermore, the Phulpura Minor of the main Daai canal from the Nandsamand Dam was inaugurated.
New ACB Post to be Established in Bhiwadi
On January 23, 2023, Rajasthan Chief Minister Ashok Gehlot approved the transfer of one Anti-Corruption Bureau (ACB) post from Alwar district to Bhiwadi. Currently, there are two ACB posts in Alwar, and none in Bhiwadi.
- Bhiwadi, located within Alwar district, is a significant industrial area housing various state and central government offices. The establishment of an ACB post in Bhiwadi will improve accessibility for the public and complainants, as the Alwar outpost is currently handling grievances for Bhiwadi.
- This decision is expected to facilitate and enhance the process for individuals seeking to report issues to the ACB.
Statewide Mine Safety Campaign Launched
On January 23, 2023, Pramod Jain Bhaya, the Minister for Mines and Gopalan in Rajasthan, announced the initiation of a mine safety campaign across the entire state. The campaign aims to ensure compliance with mining safety regulations and provisions.
During the campaign, a minimum of 15 mining leases or 30 quarry license areas involved in mineral mining and production will be inspected by officials from various levels of the mines department, including zone, circle, block, and subdivision officers, as well as vigilance officers. Inspections and Compliance
- Officers' Responsibility: Other officers in the department are also required to visit and inspect at least five mining licensees during the campaign.
- Emphasis on Safety: The campaign is focused on ensuring compliance with the necessary provisions for safe mining, as directed by Chief Minister Ashok Gehlot.

- Mines Act 1952: The campaign is based on various sections of the Mines Act 1952, which outlines the legal framework for safe mining practices.
- Rajasthan Prime Mineral Concession Rules, 2017 (RMMCR): These rules govern mining activities in Rajasthan and emphasize the health standards of miners.
- Mines Conservation and Development Rules, 2017 (MCDR): The MCDR focuses on scientific conservation and environmental protection during mining operations.
- Metallurgical Mines Regulation 1961 (MMR): This regulation sets standards for metallurgical mines.
Environmental and Health Provisions:
- Environmental Protection: The campaign will ensure compliance with environmental protection measures specified in the consent to operate and environment clearance issued by the Environment Department.
- Health and Safety Standards: Provisions related to the health and safety of miners, such as the availability of drinking water, toilets, and medical equipment, will be enforced.
- Qualified Personnel: The employment of qualified personnel for environmental protection, demarcation of mining areas, and supervision of mining activities will be mandated.
Consequences of Non-Compliance:
- Stopping Mining Activities: In cases of non-compliance with safety standards, necessary actions, including the cessation of mining activities, may be taken.
- Abandoned Mines and Closure Plans: The campaign will also inspect the recharge of abandoned mines and adherence to mines closure plans as part of the compliance checks under MCDR.
- In addition, the overburden, waste, and other materials from the mines will be stored in designated areas, and compliance with backfilling regulations will be monitored.
- Dr. Agarwal emphasized that the Mines and Minerals (Regulation and Development) Act of 1961 (MMR, 1961) provides essential guidelines for the safe and scientific operation of open-cast mines. These guidelines cover various aspects such as the use of benches, height, width, side slope angle, deep hole blasting, and the use of heavy machinery in open-cast mining.
