On February 28, 2023, Dr. B.D. Kalla, Rajasthan's Minister for Art, Literature, and Culture, announced the regular publication of the monthly magazine Madhumati by the Rajasthan Sahitya Akademi.
Dr. Kalla mentioned that after releasing 48 issues of this magazine, an e-book compilation has been uploaded on the Academy's website.
The issues of Madhumati feature articles from renowned litterateurs and eminent personalities from across India and Rajasthan. Additionally, if there are articles in foreign languages, their translations are also included.
Dr. Kalla also highlighted the publication of the book 'Gandhi Sabad Nirantar' by the Academy.
It is important to note that the Rajasthan Sahitya Akademi was established on January 28, 1958. However, between 2013 and 2017, the Akademi in Udaipur did not undertake any work for translating literature from other Indian languages and foreign languages.
Babita Gupta from Bihar has been recognized with the 'Swachh Sujal Shakti Samman 2023' by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India. This award will be presented to her by the President on International Women's Day, March 4, 2023, at Vigyan Bhawan, New Delhi.
Babita Gupta, a resident of Siho village in Muzaffarpur, is a member of a Self-Help Group (Jeevika) and has gained national recognition for her efforts in cleanliness and drinking water initiatives. After her husband became disabled, she learned to make useful items from plastic waste, becoming self-reliant and now training other women in her village. Her initiative has helped over 24 women achieve self-sufficiency.
On March 1, 2023, Rajasthan's Medical and Health Minister, Parsadi Lal Meena, announced in the assembly that a referral laboratory dedicated to testing food items would soon be set up in the state. This initiative comes in response to a proposal sent by the State Government to the Central Government.
Minister Meena explained that there are varying parameters for testing food samples between the State Food Testing Laboratory and the referral lab. To address this discrepancy, the state government has requested the central government to standardize the testing parameters nationwide.
In response to a supplementary question during the assembly, Minister Meena clarified that food samples deemed unsafe by the state laboratory could be further tested by referral labs. Currently, referral labs are operational in Mumbai, Pune, and Mysore.
He highlighted the difference in safety parameters between the central and state levels. Out of 1202 samples referred to the state laboratory, only 154 were found unsafe. The central government has committed to establishing referral labs in Rajasthan promptly.
In a written response to MLA Suryakanta Vyas, Minister Meena detailed the establishment of government laboratories in Rajasthan to check for food adulteration. He provided year-wise and district-wise data on samples taken and reports received from government laboratories over the past four years. Appeal Process and Referral LaboratoriesMinister Meena explained that under section 46(4) of the Food Safety and Standards Act, an appeal can be made against the food analyst's report to the concerned officer. This allows designated officers to request testing from referral laboratories. The FSSAI has designated three referral labs for Rajasthan: Mysore, Pune, and Navi Mumbai.

6. Land Allotment for Dog Shelter: The cabinet approved the proposal for allotting land to the Protection of Animals and Welfare Society for a shelter house for homeless dogs. On this day, students across all 33 districts of Rajasthan participated in 'No Bag Day,' where they were encouraged to play chess instead of carrying their regular school bags. Gayatri Devi was honored for her remarkable efforts in creating farm ponds in the Sambhar block of Jaipur, Rajasthan, through rural women self-help groups.
She, along with The Gram Chetna Kendra Sanstha of Jaipur, has been instrumental in promoting rainwater harvesting and conservation by forming 65 women self-help groups in approximately 68 villages of the Sambhar block. This initiative has significantly contributed to making rural women water literate and aware of water management practices.
Bansi Lal Meena, a member of the Gram Chetna Kendra Sanstha, highlighted Gayatri Devi's role in spreading awareness about government schemes for rainwater harvesting and clean water management through women self-help groups.
Gayatri Devi trained villagers on collecting rainwater through farm ponds, ensuring it is suitable for drinking and agricultural purposes, thereby improving water management in rural areas.
Her efforts in training rural women to obtain clean drinking water and cultivate crops using harvested rainwater have not only reduced family migration in rural areas but also increased their income, empowering rural women to lead dignified lives.
On March 4, 2023, Rajasthan Chief Minister Ashok Gehlot announced an increase in the grant amount to encourage mass marriage conferences in the state.
Under the revised mass marriage scheme, the assistance per couple will be raised to Rs 25,000. This includes Rs 21,000 for the newly married woman and Rs 4,000 for the organizing institution.
This new amount will be applicable to marriage conferences held from April 1, 2023. Previously, the assistance was Rs 15,000 for the woman and Rs 3,000 for the institution, totaling Rs 18,000.
Chief Minister Gehlot's decision to increase the grants in the 2023-24 budget aims to promote social activities like mass marriages, prevent malpractices such as the dowry system, and reduce unnecessary expenses.
A provision of Rs 10 crore has been made for the year 2023-24 to assist around 4,000 couples with mass marriage grants.
Additionally, an extra assistance of Rs 10 lakh will be provided to organizers to encourage participation from families of different communities, castes, and religions in mass marriages. She cited examples such as the Mahatma Gandhi English Secondary School, the IM Shatti Udaan Scheme, and a women’s health initiative providing free check-ups and medicines as exemplary efforts by the state government.

On March 9, 2023, Chief Minister Ashok Gehlot gave the green light for organizing the International Rajasthani Conclave in Jaipur, scheduled for September 23-24, 2023. An additional budget of Rs 5 crore was approved for this significant event, which will be hosted by the Industries Department and the Rajasthan Foundation.
The Chief Minister had initially proposed this conclave in the 2023-24 budget to bring together Rajasthani migrants from around the world.
The two-day event will feature engaging sessions on various topics, including Rajasthani pride, literature, business, tradition, music, art, culture, social welfare, enterprise, food, and entertainment. A special focus will be on entrepreneurship and investment opportunities, attracting overseas entrepreneurs. Additionally, the Pravasi Samman Award, as part of the NRR policy, will be introduced during this conclave.
It's worth noting that the International Rajasthani Conclave was first held in 2000 under Chief Minister Gehlot's leadership, recognizing the importance of the Rajasthani diaspora. This initiative was unique at the time and inspired the Government of India to organize the Pravasi Bharatiya Divas in 2003, a model later adopted by other states.
In recent years, the Rajasthan Foundation has played a crucial role in strengthening ties with Rajasthani migrants, organizing various programs to reconnect them with their homeland. On March 11, 2023, Rajasthan Chief Minister Ashok Gehlot approved a financial proposal of Rs. 14,200 crores for the Eastern Rajasthan Canal Project (ERCP).

The ERCP aims to address the irrigation and drinking water issues in 13 districts of eastern Rajasthan by managing excess water from the state's rivers, which currently flows wastefully into the sea through the Yamuna River.
This project is crucial for meeting the future drinking water needs of Jaipur, Ajmer, and Tonk districts, as well as the additional demand of 16.82 TMC of drinking water for the remaining rural areas of Jaipur district by 2040.

15 March 2023 : Rajasthan Forest and Environment Minister Hemaram Chaudhary announced that the protected forest area in the state has increased from 2.91% in 2018 to 3.92% currently.
In the fiscal year 2023-24, a significant project focused on Humanities and Biodiversity Development, amounting to Rs 1,693 crore, is set to commence in 13 districts of Rajasthan. Additionally, with the support of the Japan International Cooperation Agency (JICA), a project worth Rs 1,803.42 crore is in the pipeline for 19 districts in the state.
On March 15, 2023, Dr. Bhawani Singh Rathore, the Director of the Rajasthan Animal Husbandry Department, announced that the Animal Husbandry Samman ceremony will take place on March 22 at the State Institute of Agricultural Management, Durgapura. The 13th edition of the bilateral exercise 'Bold Kurukshetra' between the Indian Army and the Singapore Army took place at Jodhpur Military Station from March 06-13, 2023. This year marked the first instance of a command post exercise within the series, involving battalion and brigade-level planning units and computer wargaming. Conducted by the Indian Army, the exercise included soldiers from the 42nd Battalion, Singapore Armed Regiment, and an Armed Brigade of the Indian Army.
The joint training aimed to foster a shared understanding of mechanized warfare in the context of emerging threats and technologies. It also focused on developing interoperability through a computer simulation-based wargame, utilizing joint operations and tactical procedures managed through a joint command post. Both contingents not only learned about each other's military exercises and procedures but also exchanged ideas and best practices relevant to the modern battlefield.
'Bold Kurukshetra' is organized under the bilateral arrangements for joint military training and exercise between the Singapore Army and the Indian Army. First conducted in 2005, the exercise underscores the strong and enduring bilateral defense ties between India and Singapore, enhancing cooperation between the two armies.
On March 16, 2023, the state government issued a notification declaring 8,108 villages across 16 districts as poverty-stricken. This declaration is based on the Kharif crop 2022 Girdawari report and will remain in effect until March 31, 2023.

The committee will study the models of Chhattisgarh and Jharkhand, where regional languages have been given official status, and submit a report on the recognition of Rajasthani language based on these models.
Dr. Kalla was responding to a motion raised by Member Rajendra Rathore during the Zero Hour in the Assembly, which called for making Rajasthani language the official language of the state and including it as a third language in the Board of Secondary Education.
Currently, Rajasthani language is offered as a literary subject in the curriculum under the Board of Secondary Education. Dr. Kalla mentioned that with the necessary approvals, it could be included as a third language in the future.
He also highlighted a resolution passed unanimously by the State Legislative Assembly on August 25, 2003, advocating for the recognition of Rajasthani language and its inclusion in the Eighth Schedule of the Constitution.
The Central Government has been repeatedly urged to include Rajasthani language in the Eighth Schedule, with requests made by Chief Ministers in 2009, 2015, 2017, 2019, 2020, and 2023. This matter is currently under consideration by the Government of India.
Dr. Kalla noted that different states have different official languages, and the Rajasthan Official Languages Act-1956 is currently in force in the state. The government is examining the possibility of amending this Act to include Rajasthani language as an official language.
He also mentioned that the Mahapatra Committee has deemed Rajasthani language eligible for inclusion in the Eighth Schedule of the Constitution. Dr. Kalla urged members of both the ruling party and the opposition to unite and request the Prime Minister regarding this matter.

On 21 March 2023, Rajasthan's Medical and Health Minister, Parsadi Lal Meena, announced that the state assembly had passed the Rajasthan Right to Health Bill, 2022, through a voice vote.
Minister Meena explained that the bill was sent to the select committee based on suggestions from various members and doctors, and these suggestions were incorporated into the final version.
The Right to Health Bill aims to ensure that patients are not denied treatment in hospitals across the state. It includes provisions for state reimbursement in emergency cases where patients cannot bear the treatment costs.
The bill also establishes the State Health Authority and district-level authorities to oversee its implementation.
Additionally, the state government has made land available at concessional rates for large hospitals, which will be linked under the Right to Health Bill.
Minister Meena highlighted that Rajasthan is becoming a model state for health, with the government allocating 7 percent of the budget to the health sector.
On 21 March 2023, Rajasthan's Law and Legal Affairs Minister Shanti Kumar Dhariwal announced that the state assembly has approved the Rajasthan Advocates Protection Bill, 2023, in an amended form. The bill aims to prevent violence against advocates and incorporates important suggestions from the legal community.
The bill is designed to safeguard advocates from assault, grievous harm, criminal force, and criminal intimidation while they are carrying out their duties in the state. With the enactment of this law, advocates will receive legal protection against acts of violence.
Rajasthan is the pioneer state in India to introduce such a law focused on the protection of advocates. Additionally, the State Government allocates Rs 5 crore annually to the Bar Council for the welfare of advocates.
The provisions of the bill were formulated after extensive consultations with advocates, starting from a meeting in 2019 and followed by several informal discussions.
One of the key features of the bill is the provision to recover compensation from criminals who damage an advocate's property. The court will determine the amount of compensation, which will be swiftly recovered and given to the affected advocate, similar to the process of recovering land revenue arrears.
To prevent misuse of the law, a provision for punishment of up to 2 years has been included for advocates who misuse the protections offered by the bill. Additionally, Clause 9 from the draft of the Rajasthan Advocates Protection Bill, 2023 has been removed.

Draft Notification Issued On World Water Day, 22 March 2023, the Department of Environment and Climate Change issued a draft notification designating 44 wetlands across various districts in the state, in line with the Wetlands (Conservation and Management) Rules, 2017.

On March 23, 2023, Tikaram Jully, the Social Justice and Empowerment Minister of Rajasthan, officially opened a four-day divisional level health fair, Arogya Mela, at the Babu Shobharam Government Arts College playground in Alwar.
Minister Jully emphasized that these health fairs are part of Chief Minister Ashok Gehlot’s vision for a healthy Rajasthan. He highlighted the improvements in medical facilities through the ‘Chiranjeevi Yojana’, which offers health coverage of up to Rs 25 lakh for the public. Additionally, he mentioned the implementation of the ‘Right to Health’ initiative, ensuring healthcare access for all citizens.
District head Balbir Singh Chhillar remarked that events like the Arogya Mela would enhance public trust in Ayurveda. Rajendra Singh, Deputy Director of the Ayurveda Department, noted the participation of 179 medical officers, compounders, and nurses from the Jaipur division in the fair.
During the event, Minister Jully also launched a greenhouse medicinal plant exhibition, showcasing various plants such as Hadjod, Tulsi, Vasa, Harsingar, Ghrit Kumari, Amla, Anjeer, Arjun, Varun, Shigru, and Giloy.
The health fair features 16 OPD stalls and 15 medical store stalls, offering services like Homoeopathy consultations, Unani medicine, Agni Karma therapy, Shalya (Ksharsutra) therapy, Jaloka therapy, Panchakarma therapy, and Geriatric therapy OPD. A special stall by the National Institute of Ayurveda Honorary University Jaipur provided information on the Ayurveda system through brochures and pamphlets.

On March 24, 2023, Rajasthan Chief Minister Ashok Gehlot approved the proposal to set up Cattle Feed Plants in Udaipur and Nathdwara in Rajsamand.

On March 27, 2023, K.C. Vishnoi announced that in order to ensure the safety and protection of pets in Rajasthan, the Animal Welfare Board has made it mandatory to register dog breeders and pet shops with the Board.
This decision is in line with the Prevention of Cruelty to Animals Rules 2017 and 2018, which have now been implemented in the state for registration purposes.
According to K.C. Bishnoi, Chairman of the Animal Husbandry Board, pet shops and dog breeders falling under the Prevention of Cruelty to Animals (Dog Breeding and Marketing Rules) 2017 and Prevention of Cruelty to Animals (Pet Shop Rules) 2018 must apply for registration in the prescribed form to the State Animal Welfare Board.
License Issuance and Renewal
The local government department will issue licenses only after registration with the Animal Welfare Board. Licenses will be valid for five years and will need to be renewed after this period.
Inspection Process
During the registration process, organizations will be inspected by officers authorized by the Board. After registration, inspections will be conducted periodically to ensure proper breeding and maintenance standards in pet shops.
Impact on Breeders and Pet Shop Owners
K.C. Bishnoi emphasized that breeders will not be allowed to operate in the state without registration. Breeders and pet shop owners can contact the Joint Director's office in their respective districts or the State Animal Welfare Board for assistance.
On March 28, 2023, Chief Minister Ashok Gehlot authorized a financial proposal of Rs 2000 crore for the construction of the ‘Pipalkhunt High Level Canal’ in Pratapgarh district. This initiative aims to provide irrigation facilities to a 5000-hectare area within the district.
The ‘Pipalkhunt High Level Canal’ project will utilise surplus water from the Mahi basin to irrigate the Ankamand area of Pratapgarh district.
Villages such as Pipalkhunt, Rajhadi Chowki, Tamatia, Nalchowki, Nalda, Kelamela, Bori, Mahudikheda, Morwaniya, Thechla, Sobaniya, and Jethalia in the Pipalkhunt tehsil will benefit from this scheme.
With this approval, an additional 3.72 TMC of irrigation water will be made available, improving the economic conditions of farmers and ensuring the development of the area.
It is important to note that this approval is in line with Chief Minister Ashok Gehlot’s earlier budget announcement for the construction of the ‘Pipalkhunt High Level Canal’.

The 57th meeting of the State Geological Programming Board took place on March 29, 2023, at the Jaipur Secretariat. Dr. Subodh Agarwal, Additional Chief Secretary of the State Mines Department, chaired the meeting.
In the meeting, Dr. Subodh Aggarwal highlighted the potential of Rajasthan to become a major hub for cement production, particularly in Jaisalmer, due to recent discoveries of petroleum, natural gas, and various minerals. He mentioned the daily discoveries of new deposits, including uranium, rare earth elements, limestone, lignite, iron ore, copper, zinc, and garnet.
For the year 2023-24, Dr. Agarwal outlined plans for 31 different projects focused on exploring various minerals such as limestone, ferrous metals, decorative stones, and industrial minerals. He emphasized the need to accelerate the work on reserves of semi-precious stones.
The meeting also discussed the role of the Geology Wing in exploring and preparing major and minor blocks for mining. The state aims to adopt best practices from Odisha to become a leading state in revenue generation from the mining sector.
The department has been improving year by year in revenue generation, with increased auctions of major and minor blocks promoting legal mining and boosting revenue and employment.
Mr. Sandesh Nayak, Director of Mines, emphasized the mineral sector's role in the economic and industrial development of the state, as well as its importance to the agriculture sector. He mentioned the abundant reserves of rock phosphate and the production of mineral fertilizers from gypsum. The search for potash is being intensified to reduce dependence on imports by planning domestic mining.
The meeting acknowledged the commendable work being done in the mineral sector, including geophysical, geochemical, ground geophysical, and aero geophysical studies by the Geological Survey of India (GSI). Valuable mineral reserves have been discovered, and exploration work is being accelerated with the assistance of the Rajasthan State Mining and Exploration Trust (RSMET).
On March 29, 2023, Chief Minister Ashok Gehlot of Rajasthan approved a 15 percent increase in the state’s share of honorarium for workers at Anganwadi Centers and childcare homes under the Integrated Child Development Services (ICDS) scheme.
This increase applies to Anganwadi workers, mini Anganwadi workers, helpers, and crèche workers. Currently, the honorarium for these personnel is shared by the Central and State Governments in a 60:40 ratio. The 15 percent increase will be based on the total honorarium provided by the state government.
The state government plans to allocate Rs 70 crore annually for this increase. This announcement was part of the fiscal plans for 2023-24 made by Chief Minister Gehlot.

Rajasthan, known as the "Land of Kings," is India's largest state by area, covering 342,239 square kilometers, which is about 10% of the country's total land. It shares a 1,070 km international border with Pakistan and a 4,850 km border with five Indian states: Punjab, Haryana, Madhya Pradesh, Uttar Pradesh, and Gujarat.
The state has a rich history, originally comprising 22 princely states at the time of independence in 1947. Over time, these states were merged into the present-day Rajasthan, a process completed by 1956. Jaipur was declared the capital in 1949. Rajasthan has a diverse population of 6.89 crore people, making it the seventh most populous state in India, accounting for 5.66% of the country's population.
At the time of independence, there were a total of 22 princely states in Rajasthan. In present-day Rajasthan, kings used to rule in the then- 19 princely states. Whereas, there was a chiefship in three princely states (Neemrana, Luv and Kushalgarh). The Ajmer-Merwara province here was ruled by British rulers.
The process of merger of the erstwhile princely states lasted from 18 March 1948 to 1 November 1956. This process was completed in seven steps.
The Government of India merged the British-ruled Ajmer-Merwara province with Rajasthan on 1 November 1956, on the recommendation of the States Reorganization Commission headed by Afzal Ali.
During this period, the village Sunel Tappa of Mandsaur tehsil of Madhya Pradesh was also included in Rajasthan. Whereas village Sironj in the Jhalawar district of Rajasthan was included in Madhya Pradesh.
On 7 September 1949, Jaipur was made the capital of the state of Rajasthan on the basis of the recommendations of the Rao Committee constituted by the Government of India.

Other notable forts and palaces include the Gaagraun Fort in Jaisalmer, Achalgarh in Sirohi, Ahichhatragarh in Nagaur, Jalore Fort, Khimsar Fort in Sirohi, Nimrana Fort in Alwar, and the City Palace, among others.
In addition to these formidable forts, Rajasthan also boasts luxurious palaces that were built for the queens. The state has preserved the history of legendary warriors and heroes such as Prithvi Raj Chauhan, Maharana Pratap, Rana Sanga, and Rana Kumbha. Rajasthan is renowned as the land of heroes, having been the site of significant battles like the Haldi Valley, Chittor, Khanwa, Tarain, and Ranthambhore.
