Appointment of Prashant Kumar as Acting DGP in Uttar Pradesh

The Uttar Pradesh government has recently appointed Prashant Kumar, the director-general of law and order, as the acting chief of police for the state. This marks the fourth consecutive time that the state is seeing an acting director-general of police (DGP).

About Prashant Kumar

  • Prashant Kumar is a 1990 batch Indian Police Service (IPS) officer with over 30 years of experience in various significant roles within the police force.
  • Prior to this appointment, he served as the Additional Director General of Police for law and order and has also held positions in the Meerut Zone.

Responsibilities and Tenure

  • In addition to his role as acting DGP, Kumar will continue to serve as the Director General of Law and Order and the Director General of the Economic Offences Wing.

  • Siwal, originally from Hapur and part of the multitasking staff at the Ministry of External Affairs (MEA), was posted at the embassy as a security assistant in 2021.
  • His exposure as an ISI agent comes 14 years after the case of Madhuri Gupta, an Indian Foreign Service (IFS) officer who was arrested for espionage while posted at the Indian High Commission in Islamabad.
  • The timing of Siwal's arrest is significant, given the scrutiny of New Delhi's ties with Moscow, especially after India continued to procure crude oil and military hardware from Russia despite Western sanctions related to Russia's actions in Ukraine.

Projects Worth ₹10 Lakh Crore to be Implemented in Uttar Pradesh

At the Groundbreaking Ceremony (GBC) 4.0, the Uttar Pradesh Government is set to announce ₹10 lakh crore worth of Memorandum of Understanding (MoUs) covering 14,000 projects, expected to create 33.50 lakh employment opportunities.

  • The projected investment rollout for GBC 4.0 is five times greater than the cumulative investment of over ₹2.10 lakh crore implemented in the previous three groundbreaking ceremonies.
  • Over 52% of these projects will be launched in western Uttar Pradesh, which is also known as Paschimanchal region.
  • Around 29% of the MoUs will be implemented in the Purvanchal region, which comprises eastern parts of the state.
  • 14% MoUs will be implemented in Madhyanchal, and 5% in Bundelkhand.
  • These MoUs were signed at the Uttar Pradesh Global Investors’ Summit-2023 organised in Lucknow in February 2023.
  • Around 3000 people, including eminent industrialists, representatives of 500 companies, foreign investors, ambassadors, high commissioners and other distinguished guests will attend the Groundbreaking Ceremony 4.0.

Previous Groundbreaking Ceremonies

  • Three groundbreaking ceremonies have already taken place in the state, bringing investment of over ₹2.10 lakh crore.
  • The first UP Investors’ Summit was held in February 2018 in which 1045 MoUs worth ₹4.28 lakh crore were signed.
  • The first groundbreaking ceremony took place in July 2018, followed by another in July 2019, resulting in the successful launch of 81 projects with investment of ₹61,792 crore and about 290 projects with investment of ₹67,202 crore, respectively.

Uttar Pradesh Passes Bills for Lift, Escalator Regulation and Lokayukta Amendment

The Uttar Pradesh Legislative Assembly has recently passed two important bills: the Uttar Pradesh Lift and Escalator Bill, 2024, and the Uttar Pradesh Lokayukta and Up-Lokayukta (Amendment) Bill, 2024.

Uttar Pradesh Lift and Escalator Bill, 2024

  • Approval Requirement: After the bill becomes law, the installation of lifts and escalators will require approval from the Energy Department.
  • Penalties for Non-Compliance: Owners or institutions will face fines for failing to carry out repairs and for ignoring safety standards.
  • Mandatory Registration: Registration will be compulsory for installing lifts and escalators in public places.
  • Renewal and Testing: Registrations must be renewed every five years, and installations will need annual testing. A fee of Rs 1,500 will be required for registration.

Uttar Pradesh Lokayukta and Up-Lokayukta (Amendment) Bill, 2024

  • Tenure Reduction: The tenure of the Lokayukta and Up-Lokayukta has been reduced from eight years to five years.
  • Age Limit Increase: The maximum age for holding the position has been increased to 70 years.

  • States like Maharashtra, Gujarat, West Bengal, and Haryana have existing laws for lift installation, but Uttar Pradesh did not have such provisions.
  • The new regulations aim to prevent accidents and strengthen the regulatory system for lifts and escalators.

Uttar Pradesh Defence Industrial Corridor (UPDIC)

The Uttar Pradesh Defence Industrial Corridor (UPDIC) is set to attract investments totaling ₹24,510.60 crore, with the potential to create 41,667 jobs. Major companies such as BrahMos Aerospace, Tata Technologies, and Adani Defence Systems are showing interest in this initiative.

  • UPDIC aims to bolster India’s self-reliance in the defence and aerospace sector. Currently, 34 investment projects worth ₹3,585.85 crore are ready for inclusion in an upcoming groundbreaking ceremony. These projects, located in Aligarh, Jhansi, Kanpur, and Lucknow, are expected to generate over 8,530 jobs.
  • The Uttar Pradesh government is actively developing basic infrastructure across various nodes of the corridor to create a favorable environment for investors. Additionally, institutions like IIT Kanpur and IIT (BHU) Varanasi have been designated as Centres of Excellence to address critical research and development gaps.
  • UPDIC is transforming Uttar Pradesh into a significant hub for defence and aerospace manufacturing, contributing to India’s broader goals of self-reliance and economic growth. The initiative also includes collaborations with financial institutions to provide tailored loans for micro, small, and medium enterprises (MSMEs) and startups in the defence and aerospace sectors.

Uttar Pradesh’s Mega Investment Drive

The Uttar Pradesh government is preparing to host the fourth edition of the Ground Breaking Ceremony (GBC@ IV) in Lucknow, aiming to implement investment proposals worth Rs 10 lakh crore. During this ceremony, the Uttar Pradesh State Industrial Development Authority (UPSIDA) plans to initiate 15% of the proposals, amounting to Rs 1.5 lakh crore.

Key Projects:

  • Integrated Township in Chandauli: A Rs 7,000 crore integrated township covering 333 acres will be inaugurated by Prime Minister Narendra Modi during GBC@IV.
  • World Trade Center Development in Chandauli: The development of integrated townships and malls by the World Trade Center Noida Development Company is expected to generate an additional 12,000 jobs in Chandauli.
  • Manufacturing Ventures: Projects by Bharat Heavy Electricals, Apex Welfare Trust, and Anita Distillery will create employment opportunities in sectors such as industrial goods production, healthcare, and biofuel production.
  • The implementation of these projects is anticipated to stimulate economic growth and development across various districts, including Chandauli, Lalitpur, Basti, Etah, Bulandshahr, Amethi, Moradabad, and Jhansi. The planned investments are set to create over 3,500 units across 45 districts, significantly contributing to job creation and economic empowerment. 
  • This influx of investment is expected to enhance Uttar Pradesh’s economic stature and contribute to India’s overall growth and Gross Domestic Product (GDP).

Green Industry Base

On February 19, 2024, during the Ground Breaking Ceremony, the Uttar Pradesh government aims to showcase the state as having a "green industry base."

EV Battery Ecosystem

  • The industries department plans to highlight Uttar Pradesh's potential in solar, biofuel, and pumped storage, and attract new players to the EV battery ecosystem.
  • Uttar Pradesh boasts a solar energy production capacity of 22.38 gigawatts (GW), which is significantly higher than many other states.

Green Energy Corridor

  • The state is developing a Green Energy Corridor with a land bank of approximately 154,000 hectares designated for solar use.
  • The government has approved the establishment of six solar parks with a total capacity of 3,600 megawatts (MW).

Electric Vehicles (EVs)

  • Uttar Pradesh accounts for 25% of all electric vehicles in India.
  • The state has already developed a network of over 450 active charging stations, with plans for an additional 100 stations in identified locations such as expressways, public places, and buildings.

  • Green Hydrogen (GH) is produced by splitting water through a process called electrolysis, using an electrolyser powered by renewable energy.
  • Grey Hydrogen is made from natural gas. Blue Hydrogen is similar to grey hydrogen but involves capturing and storing the carbon emissions. Green Hydrogen is produced using renewable energy sources.

PM to Lay Foundation of Kalki Dham Temple

Western Disturbances to Bring Rain to Uttar Pradesh

  • The India Meteorological Department (IMD) has forecasted that a fresh active Western Disturbance will bring light to moderate rain, thunderstorms, and hailstorms to Delhi, Punjab, Haryana, and parts of Uttar Pradesh in the coming days, along with intense snowfall in the western Himalayan region.
  • Western Disturbances are cyclonic storms that originate in the Mediterranean region, travel over 9,000 km, and bring winter rains to northwest India. These storms collect moisture from the Mediterranean Sea, Black Sea, and Caspian Sea, passing through Iran and Afghanistan before reaching the western Himalayas.
  • The storms occur throughout the year, but primarily between December and April when the subtropical westerly jet stream shifts to the rim of the Himalayas.
  • Significance for India : Western Disturbances are crucial for replenishing Himalayan glaciers, which feed major rivers like the Ganga, Indus, and Yamuna, as well as mountain springs and rivulets. They also assist farmers in growing rabi crops.
  • However, Western Disturbances can also lead to extreme weather events such as floods, flash floods, landslides, dust storms, hail storms, and cold waves, causing damage to infrastructure and affecting livelihoods.
  • The India Meteorological Department (IMD) is the country’s National Meteorological Service, established in 1875. It is the leading government agency for meteorology and related fields and operates under the Ministry of Earth Sciences, Government of India. Headquartered in New Delhi, the IMD is also one of the six Regional Specialized Meteorological Centres recognized by the World Meteorological Organization.

Uttar Pradesh Invokes ESMA

The Uttar Pradesh government has invoked the Essential Services Maintenance Act (ESMA) of 1968, prohibiting strikes by government employees across all State departments, corporations, and authorities for six months. This decision comes amidst an ongoing farmers' strike organized by various union organizations.

  • Under subsection (1) of section-3 of the Uttar Pradesh Essential Services Maintenance Act, 1966, the State government has the authority to prohibit strikes for a specified period. ESMA grants police the power to arrest employees violating its provisions without a warrant. Offenders may face imprisonment for up to one year, a fine of up to ₹1,000, or both. Instigators of illegal strikes under the Act can also be penalized.
  • The UP government has previously invoked this Act to ban strikes during the peak of the Covid-19 pandemic and again in May 2021. The Essential Services Maintenance Act, 1968, aims to ensure the delivery of services crucial for normal life, including public conservation, sanitation, water supply, hospitals, national defense, and services related to petroleum, coal, electricity, steel, fertilizer, and banking. The Act also covers communication, transportation services, and government initiatives for food grain acquisition and distribution.

UP Received Four Times More FDI in 2019-23 than in 2000-17

During the conference, the Chief Minister of Uttar Pradesh announced that the state received four times more Foreign Direct Investment (FDI) during the period of 2019-2023 compared to 2000-2017.

  • The Chief Minister highlighted that the state government is committed to meeting the targets set for Uttar Pradesh by the Prime Minister in a timely manner.
  • Over the past 6-7 years, Uttar Pradesh has transformed its image from being considered a BIMARU (economically lagging) state to an emerging destination for foreign investment.

Uttar Pradesh Forms Committee to Address Farmer Grievances

The Chief Minister of Uttar Pradesh has established a three-member committee to address the concerns of farmers whose land was acquired in the Noida, Greater Noida, and Yamuna Expressway areas for development purposes.

Farmers from Noida and Greater Noida have been protesting for the past two months, demanding:

  • A 64.7% increase in land compensation.
  • Improved rehabilitation facilities for their families.
  • Permission to use residential plots for commercial purposes.
  • Job opportunities for their children.
  • Better healthcare facilities.
  • Other benefits.

The committee aims to engage in discussions with farmers and other stakeholders to address these issues and will submit its report to the state government within three months. The CEOs of Noida and Greater Noida will assist the committee in this process.


Uttar Pradesh to Utilize CSR Funds for Development Initiatives

The Uttar Pradesh government plans to tap into Corporate Social Responsibility (CSR) funds from companies to boost the state’s reserves for socioeconomic development. Uttar Pradesh is among the top states in India receiving CSR funds, alongside Maharashtra, Karnataka, Gujarat, and Tamil Nadu.

Under Section 135 of the Companies Act, 2013, certain companies are mandated to allocate 2% of their average profits from the preceding three financial years towards CSR activities. The state has recognized the significant contributions of private sector companies through CSR funds.

CSR in Uttar Pradesh has seen remarkable growth, with spending increasing from Rs 148 crore in 2014-15 to around Rs 1,500 crore in 2022-23. CSR involves companies taking responsibility for their impact on the environment and society and promoting positive social and environmental change. The four main types of CSR are:

  • Philanthropic Responsibility
  • Economic Responsibility

The CSR provisions in the Companies Act, 2013, apply to companies with an annual turnover of Rs 1,000 crore or more, a net worth of Rs 500 crore or more, or a net profit of Rs 5 crore or more. The Act requires companies to establish a CSR committee to recommend and monitor a Corporate Social Responsibility Policy. The Companies Act, 2013, amended the Indian Companies Act, 1956, and introduced new provisions for corporate responsibility and governance.

Uttar Pradesh to Soon Have 21 Airports

Recently, the Chief Minister of Uttar Pradesh announced that the state is on track to become the first in India to have 21 airports, highlighting the rapid development of the aviation sector in the region.
