The Governor of West Bengal serves as the symbolic head and representative of the President of India within the state. Appointed by the President for a five-year term, the inaugural Governor of West Bengal was Chakravarthi Rajagopalachari, appointed on August 15, 1947.
Eligibility criteria for the post, outlined in Articles 157 and 158 of the Constitution of India, require the Governor to be an Indian citizen, at least 35 years old, not a member of either the Parliament or State Legislature, and not holding any other office of profit.
The Governor is vested with various powers under Article 167 C, Article 200, Article 213, and Article 355:

  • Executive Powers
    The Governor has authority over the appointment and removal of the Council of Ministers, High Court judges, Advocate General, members of the West Bengal Public Service Commission, and other administrative roles.
  • Legislative Powers
    As a component of the West Bengal Legislature, the Governor possesses the right to address, send messages, and dissolve the State Legislative Assembly.
  • Discretionary Power 
    While the Governor may seem to lack real power, the Constitution allows for specific circumstances under which the Governor can act without the advice of the Council of Ministers. These powers, exercised at the Governor's discretion, are termed discretionary powers. Keshari Nath Tripathi assumed the role of Governor on July 24, 2014 (as of November 2, 2018).

Role of the Governor

  • In an ex-officio capacity, the Governor serves as the Chancellor of the 14 universities in West Bengal, as outlined in the respective university acts. 
  • Additionally, the Governor acts as the Chairman or President of various organizations, including Victoria Memorials Hall, Indian Museum, Ramkrishna Mission Institute of Culture, Easter Zonal Cultural Centre, etc. 
  • The Governor also holds the position of Chairman of the Governor of West Bengal’s Welfare Fund.
