Recently, on June 29, 2023, it was reported that the Central Government has decided to implement the Annapurna model from Bareilly across the entire country. This model involves shifting fair price shops for ration to what will be known as Annapurna Stores.

Presentation to the Chief Minister
- On May 17, officials from Bareilly Division, including Soumya Aggarwal, the Commissioner, and Joginder Singh, Vice-Chairman of the Bareilly Development Authority (BDA), showcased the model of 52 Annapurna stores being developed in the division to the Chief Minister.
Concept of Annapurna Store
- The Annapurna model includes the establishment of a fair price shop along with a public convenience center, all under one roof, referred to as the ‘Annapurna Store’.
Doorstep Delivery System
- To facilitate the single-stage doorstep delivery system, it is essential for vehicles delivering food grains to have easy access to the fair price shops.
- To ensure this, Gram Sabhas in rural areas and Nagar Panchayats, Municipal Councils, and Municipal Corporations in urban areas will be responsible for constructing these ration shops using their financial resources, including schemes like MNREGA.
Accessibility of Shops
- The Uttar Pradesh state government has mandated that these shops be located in easily accessible areas, rather than in narrow streets.
- In rural areas, shops will be built near panchayat buildings, while in urban areas, they will be situated near community buildings.
Current Status and Future Plans
- Several shops in Bareilly are currently being constructed based on this model, and plans are in place to replicate this in all blocks of the district.
- The Central Government has now directed the implementation of this model nationwide.
Services Offered at Annapurna Stores
- The public convenience center at the Annapurna stores will offer various services, including the issuance of certificates such as income, caste, birth, residence, Aadhaar, and pension.
- Customers will also be able to pay different types of bills, purchase items like 5 kg LPG cylinders, e-stamps, and fire extinguishers, and access services like Micro ATM and BC Sakhi.
Action Against Drug Smugglers in Western UP Under PIT Act
For the first time in Western Uttar Pradesh, drug traffickers are set to be prosecuted under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act (PIT), 1988. This action is being initiated by the Anti-Narcotics Task Force (ANTF) and targets habitual offenders from various districts, including Saharanpur, Shamli, Muzaffarnagar, Baghpat, Bijnor, Meerut, Hapur, and Bulandshahr.
- A list of approximately 20 smugglers currently in jail is being prepared for PIT action. These individuals have a history of drug smuggling and are likely to reoffend upon release. The files will be forwarded from the District Magistrate (DM) to the commissioner and headquarters for government-level scrutiny and approval.
- Deputy Superintendent of Police Rajesh Kumar from the NNTF Meerut-Saharanpur region stated that such actions have not been taken before in Western UP. Once approved, the PIT action will ensure that the drug smugglers remain in jail for a minimum of one year, with no possibility of bail or other petitions.
- Additionally, any property acquired through drug trafficking will be surveyed and confiscated. The PIT action is similar to the National Security Act (NSA) but can only be initiated by the ANTF.
New Software Technology Parks in Uttar Pradesh
Software Technology Parks of India has initiated the construction of new Software Technology Parks in four cities of Uttar Pradesh : Agra, Bareilly, Gorakhpur, and Varanasi.
- The Agra Software Park is expected to commence in August. This initiative aims to enhance Uttar Pradesh's status in the software sector and create employment opportunities for tech-savvy youth in smaller towns while boosting software exports.
- Currently, there are Software Technology Parks in Kanpur, Lucknow, Prayagraj, Noida, and Meerut. The new parks in Agra, Bareilly, Gorakhpur, and Varanasi were approved based on feasibility reports. Existing parks employ around 400 units, with an expectation of 200 units in the new parks, providing jobs for 1200 to 1300 software professionals in each park.
- The initial phase involves constructing 20,000 square feet buildings in each selected city, with plans for expansion based on demand. A budget of Rs 80 crore has been allocated for the construction of all four parks. The goal is to retain skilled software professionals in their hometowns, allowing them to work locally and support their elderly parents.
- Uttar Pradesh has seen a significant growth of over 12 percent annually in software exports, with the potential to reach 20 percent. Software exports from the state have increased from 28 thousand crore rupees in 2020-21 to 34 thousand crore rupees in 2022-23, showing a steady rise.
Dolphin Sanctuary in Chambal Sanctuary very soon
On July 5, 2023, Arushi Mishra, the Deputy Conservator of Forest (Wildlife) for the National Chambal Sanctuary Project, announced that the Chambal Sanctuary will soon be designated as a Dolphin Sanctuary. A proposal has been submitted to the government for this initiative to protect the national aquatic animal, the dolphin.
Details of the Dolphin Sanctuary
- Location: The proposed Dolphin Sanctuary will be located in the National Chambal Sanctuary, specifically in the Etawah region, where a significant population of dolphins resides.
- Dolphin Population: The dolphin population in this area is steadily increasing, with estimates ranging from 50 to 80 dolphins currently found there.
- Historical Data: In 2012, Uttar Pradesh had 671 dolphins, with 78 in the Chambal River. Recently, the numbers have improved, with 24 dolphins in the Bah range and 147 in the Etawah range of the National Chambal Sanctuary.
About the National Chambal Sanctuary
- Established in 1979, the National Chambal Sanctuary covers an area of 635 sq km and spans across three states: Madhya Pradesh, Rajasthan, and Uttar Pradesh.
- The sanctuary is home to a diverse range of wildlife, including crocodiles, alligators, turtles, birds, and, of course, dolphins.
- Since 2008, there has been a natural increase in the crocodile population, which now stands at 2,176. The sanctuary is also home to approximately 6,000 rare turtle species and 878 crocodiles.

Prime Minister Flags Off Two Vande Bharat Trains from Gorakhpur Railway Station
On July 7, 2023, Prime Minister Narendra Modi inaugurated two Vande Bharat Express trains from Gorakhpur Railway Station in Uttar Pradesh.
- These trains are the Gorakhpur-Lucknow Vande Bharat Express and the Jodhpur-Ahmedabad (Sabarmati) Vande Bharat Express. The Prime Minister was joined by Uttar Pradesh Governor Smt Anandiben Patel, Chief Minister Yogi Adityanath, and Gorakhpur MP Ravi Kishan.
- The Gorakhpur-Lucknow Vande Bharat Express will enhance rail connectivity through Ayodhya, promoting tourism and improving access to key cities in the state. Meanwhile, the Jodhpur-Sabarmati Vande Bharat Express will strengthen rail links to popular destinations such as Jodhpur, Abu Road, and Ahmedabad, contributing to the region's socio-economic development.
- During the event, the foundation stone for the redevelopment of Gorakhpur railway station was also laid, with an investment of approximately Rs 498 crore. The revamped station is expected to offer passengers world-class facilities.
PM Inaugurates and Lays Foundation Stones for Development Projects in Varanasi
On the same day, Prime Minister Modi inaugurated and laid the foundation stones for various development projects in Varanasi, Uttar Pradesh, totaling over Rs 12,100 crore. These projects aim to enhance infrastructure and connectivity in the region.
- Among the inaugurated projects was the Dedicated Freight Corridor to the Pandit Deendayal Upadhyay Junction-Sone Nagar Railway Line, which cost over Rs 6,760 crore and will improve goods transportation efficiency. The Prime Minister also dedicated three electrified or doubled railway lines, including the Ghazipur city-Aunrihar, Aunrihar-Jaunpur, and Bhatni-Aunrihar rail lines, representing an investment of over Rs 990 crore and achieving 100% railway line electrification in Uttar Pradesh.
- Additionally, the four-lane widening of the Varanasi-Jaunpur section of NH-56 was completed at a cost of Rs 2,750 crore, improving travel from Varanasi to Lucknow. The Prime Minister laid the foundation stone for various projects, including three Rail Over Bridges (ROBs) and the construction of a flyover at Vyasnagar, Pt. Deendayal Upadhyay Junction, and the renovation of 15 PWD roads, totaling about Rs 780 crore.
- The Prime Minister also initiated 192 rural drinking water schemes under the Jal Jeevan Mission, costing over Rs 550 crore, to provide clean drinking water to 7 lakh people in 192 villages. The redesign and redevelopment of the Manikarnika and Harishchandra Ghats were also announced, including public amenities and eco-friendly cremation facilities. Other projects included the construction of a floating changing room jetty on six bathing ghats along the Ganges River and a students’ hostel at the CIPET campus in Karsara.
- During the event, the Prime Minister also distributed loans under the PM SVANidhi scheme, keys to rural PMAY houses, and Ayushman Bharat cards to beneficiaries in Uttar Pradesh. This initiative will facilitate the home admission of 5 lakh PMAY beneficiaries, the disbursement of 1.25 lakh PM Svanidhi loans to eligible recipients, and the distribution of 2.88 crore Ayushman cards.
IIT Kanpur Develops Suicide Drone
As per media reports from July 10, 2023, IIT Kanpur has successfully developed a suicide drone following the effective deployment of a reconnaissance drone for enemy surveillance. This new drone is designed to detonate upon reaching its target location.

- The drone was developed by Dr. Subramaniam Sadrela and his team from the Aerospace Engineering Department at IIT Kanpur.
- It is capable of launching attacks from 100 km away from the Indian border, with an estimated travel time of 40 minutes.

NITI Aayog's Report: UP Leads in Poverty Reduction
On July 17, 2023, NITI Aayog published the Multidimensional Poverty Index-2023 Report, highlighting the progress of various states in reducing poverty. Uttar Pradesh (UP) emerged as the top state in the country for reducing the number of people living in poverty.

In July 2023, it was announced that pistols, revolvers, and cartridges would be produced in Aligarh, Uttar Pradesh, using technology from the American company Smith & Wesson. Sports Development in Gorakhpur

National Martyr’s Memorial Unveiled at Jagjivan RPF Academy, Lucknow
On July 24, 2023, the Railway Protection Force (RPF) commemorated its fallen personnel by inaugurating the National Martyr’s Memorial at the Jagjivan RPF Academy in Lucknow. This memorial, covering 4,800 square meters, honors 1,014 RPF martyrs whose names have been inscribed since 1957.
- Alongside the memorial, the National Railway Protection Museum was also opened, providing visitors with a comprehensive overview of the RPF’s history, achievements, and responsibilities. The museum spans 9,000 square feet and features 37 thematic display panels, 11 display cabinets, various artifacts, historical documents, and exhibits related to the RPF and railway security. Current Status of Medical Colleges:
