Toll-Free Helpline-1962
On March 26, 2023, Union Minister for Fisheries, Animal Husbandry, and Dairy, Parshottam Rupala, along with Uttar Pradesh Chief Minister Yogi Adityanath, inaugurated 520 mobile veterinary units and the toll-free helpline 1962 in Lucknow. This initiative, costing Rs 201 crore, falls under the 'Animal Health and Disease Control Scheme'.
- In his speech, Minister Rupala highlighted the Central Government's efforts to provide mobile veterinary units for animals, similar to human ambulance services. He emphasized India's leading position in global milk production, with Uttar Pradesh being a key contributor.

Pilibhit Tiger Reserve Achieves CATS Status
On March 26, 2023, Pilibhit Tiger Reserve (PTR) in Uttar Pradesh was awarded the 'Conservation Assured Tiger Standards' (CATS) status by the National Tiger Conservation Authority (NTCA). This recognition is given for the effective conservation, maintenance, and management of tiger populations in the reserve.
- Pilibhit Tiger Reserve, established in 2014, initially had a tiger population of 25. Through dedicated efforts following NTCA guidelines, the tiger numbers increased to 65 by 2020. This achievement brought global attention to the reserve, and it was honored with the International Level Tiger X-2 Award by the UNDP in November 2020.
- The CATS status is based on seven standard pillars and 17 basic elements, ensuring effective management of target species. Pilibhit Tiger Reserve is now among six reserves in India, including Kali, Melghat, Tadoba-Andheri, Navegaon-Nagzira, and Periyar, to receive this status.
Implementation of Junk Policy in Uttar Pradesh
On March 28, 2023, Transport Commissioner Chandra Bhushan Singh announced that the Uttar Pradesh State Transport Department has proposed to implement a junk policy aligned with the standards set by the Ministry of Steel, Government of India. This policy is set to come into effect from April 1, 2023.
Following the central government's lead, Uttar Pradesh will also implement this junk policy. Under this policy, individuals selling their vehicles older than 15 years to junk centers will receive approximately Rs. 22 per kg. However, only 65% of the vehicle's total weight will be considered as its original weight, and 90% of that amount will be paid. The policy aims to scrap all government-owned vehicles older than 15 years, with two main goals:
- Scrapping all government-owned vehicles of this age, including those from various government departments, local bodies, and undertakings.
- Encouraging private vehicle owners to participate voluntarily in the policy.
- Currently, 12 scrap centers operated by private operators have been established across the state. The age limit for private vehicles has not been fixed yet. After 15 years, a private vehicle must pass a fitness test for its registration to be renewed for the next five years. Similarly, private commercial vehicles, such as trucks, undergo renewal every two years if they pass the fitness test.
- In the National Capital Region, the age limit for petrol-powered vehicles is 15 years, and for diesel vehicles, it is 10 years. After these limits, their registration will not be renewed, and they must be either removed from NCR or scrapped.
- So far, 203 government offices in Uttar Pradesh have reported their 15-year-old vehicles, totaling 3367 vehicles. The police department has the most such vehicles, with 397 in total. Of these, 366 are still running and 31 are over 20 years old.
- Under the junk policy, examples of scrap values include:
- A 15-year-old bike weighing 180 kg would yield about Rs. 2500.
- A 15-year-old SUV weighing 2000 kg would yield approximately Rs. 25740.
- Scrap centers will provide a certificate, which can be used to exempt the registration fee for a new vehicle.
New Rates Announced for MGNREGA Workers
On March 28, 2023, the Additional Commissioner of the MGNREGA office in Uttar Pradesh announced that the Government of India has set new wage rates for MGNREGA laborers. Under this new scheme, workers in Uttar Pradesh will receive Rs 230 per day instead of the previous rate of Rs 213.
- Starting from April 1, more than three crore MGNREGA workers in the state will see an increase of Rs 17 in their daily wages. For instance, if an MGNREGA worker is employed for 30 consecutive days in a month, their total earnings will rise by Rs 510.
- Currently, there are approximately 3.20 crore job card holders under MGNREGA in Uttar Pradesh, with around 1.62 crore laborers actively working in the scheme. The demand for employment in rural areas surged during the COVID-19 pandemic in 2020-21 when many migrant laborers returned home, leading to the creation of 39.45 lakh man-days of work. Subsequently, 32.56 crore laborers were employed in 2021-22, and about 31 crore man-days of work were generated in the financial year 2022-23.
- In addition to the central government’s MGNREGA projects, Uttar Pradesh has initiated five new works under the scheme, including river rejuvenation, construction of information boards by women’s groups, and the establishment of high-tech nurseries in districts. Payments to MGNREGA workers are being facilitated by Banking Correspondent Sakhi.
Uttar Pradesh Cabinet Approves 22 Proposals
On March 29, 2023, the Uttar Pradesh Cabinet, led by Chief Minister Yogi Adityanath, approved 22 proposals, including a revised plan for OBC reservation in state body elections. The meeting brought relief to farmers and offered benefits to students, such as the purchase of tablets and smartphones, along with improvements to the power system.
Other proposals included:
- Changing rules for one-time duty exemptions on electric vehicles and vehicles to be scrapped, allowing fitness certificates for registered vehicles in any district.
- Under the Swami Vivekananda Youth Empowerment Scheme, distributing free tablets to 10 lakh youth and smartphones to 25 lakh youth over five years.
- Increasing subsidies for sugarcane farmers for soil treatment and chemical purchases, with a fixed subsidy rate of 50% of Rs 1800 per acre.
- Setting up a distillery at Mohiuddinpur sugar mill in Meerut district, with a capacity of 60,000 litres per day based on B-heavy molasses.
- Expanding crushing-pressing capacity at Gajraula Cooperative Sugar Mill in Amroha district from 2500 tonnes per day to 4900 tonnes per day.
Government Initiatives for Cattle Breeding and Green Energy in Uttar Pradesh
Artificial Insemination for Cattle: The Uttar Pradesh government is promoting artificial insemination to increase the birth rate of cow progeny, especially cows. To support this, the government has reduced the charge for graded semen provided to cattle rearers for artificial insemination. The new rate is set at Rs 100 per dose across all districts.
- Green Corridor-2 Initiative: The state government is focusing on green energy by developing Green Corridor-2, aiming to reduce dependence on coal for power generation. This initiative includes the establishment of 4000 MW solar plants in Bundelkhand.
Several solar parks will be constructed as part of this project, including:
- 600 MW solar parks in Chitrakoot, Jhansi, Lalitpur, and Jalaun.
- Mukhyamantri Jan Arogya Abhiyan: For the first time, registered sports persons in the state will be included in the Mukhyamantri Jan Arogya Abhiyan. This allows for a cashless facility of up to Rs 5 lakh annually for the treatment of 11,000 sports persons across different districts.
- State Urban Digital Mission (SUDM-UP): The proposal to establish the State Urban Digital Mission (SUDM-UP) has been approved to enhance online facilities provided by civic bodies to urban residents.
- Nishadraj Boat Subsidy Scheme: The government will launch the Nishadraj Boat Subsidy Scheme to support fishermen and boatmen. Under this scheme, subsidies will be offered to eligible beneficiaries for purchasing boats without engines, along with nets and life jackets.
Key aspects of the scheme include:
- A maximum subsidy of Rs 67,000 for buying a 15 to 18 feet long boat without an engine.
- Subsidies will be provided for 3,000 boats annually.
- Priority will be given to Antyodaya card holders, homeless individuals, and members of the Kevat Mallah community.
