Free Gas Cylinders for Ujjwala Beneficiaries on Diwali

In a recent cabinet meeting led by Chief Minister Yogi Adityanath on October 31, 2023, the Uttar Pradesh government approved a proposal to provide free kitchen gas cylinders to over 1.75 crore beneficiaries of the Ujjwala scheme for Diwali.

Key Highlights:

  • A total of 20 proposals were discussed and approved in the cabinet meeting.
  • In addition to the Ujjwala beneficiaries, PM Awas Yojana beneficiaries will also receive free gas cylinders on Diwali.
  • The state government had previously announced the distribution of one free cylinder each to Ujjwala scheme beneficiaries during Holi and Diwali.
  • To avail of this offer, beneficiaries will first need to refill a 14.2 kg gas cylinder at the current consumer rate. After five days, the cost of the cylinder will be reimbursed to the consumer's Aadhaar-linked bank account by the oil companies.
  • This facility is limited to one connection per household under the Ujjwala scheme.
  • The initiative is expected to impose a financial burden of approximately Rs 2,312 crore on the state government.

Tribal Museums to be Established in Mirzapur, Sonbhadra, and Maharajganj

During a cabinet meeting on October 31, 2023, led by Chief Minister Yogi Adityanath, the Uttar Pradesh cabinet approved the transfer of land for the construction of tribal museums in Mirzapur, Sonbhadra, and Maharajganj. This decision supports the central government’s initiative and involves transferring land to the Scheduled Castes and Scheduled Tribes Research and Training Institute in Lucknow.

  • Uttar Pradesh is home to 15 scheduled tribes, each with unique customs, lifestyles, foods, and arts. To preserve and showcase this diversity, tribal museums will be established in the mentioned districts.
  • The required land for the museums has been allocated to the Culture Department in Lucknow by the respective District Magistrates.
  • The central government will fund each museum with ₹15 crore, ensuring no financial burden on the state government.
  • The land earmarked for the museums includes:
  • 4.046 hectares in Atraila Pandey village, Mirzapur

35 New Child Shelter Homes to be Constructed in Uttar Pradesh

One Time Settlement Scheme in Uttar Pradesh

The Uttar Pradesh Power Corporation has recently introduced a One Time Settlement (OTS) Scheme for electricity consumers in the state. This scheme aims to provide discounts and solutions for various categories of consumers, including those with pending dues and cases of electricity theft.

The OTS scheme will be implemented in three phases:

  • First Phase: November 8 to November 30, 2023
  • Second Phase: December 1 to December 15, 2023
  • Third Phase: December 16 to December 31, 2023

Key Features of the Scheme:

  • Discounts ranging from 50% to 100% on outstanding dues.
  • 100% discount available for consumers with a load of one kilowatt.
  • Inclusion of consumers involved in electricity theft, defaulters with permanently disconnected connections, and those with pending court cases.
  • Domestic consumers with a load of more than 1 kilowatt have options for installment payments along with lump sum payments.
  • Commercial consumers and industrial consumers also have specific discount options based on their load capacities.

For Domestic Consumers:

  • By November 30: 90% discount on full payment.
  • Payment in Installments: Options available with varying discounts.

For Commercial Consumers:

  • Up to 3 Kilowatt Loads: 80% discount by November 30.
  • Over 3 Kilowatt Loads: 60% discount by November 30.

For Private Commercial Institutions and Industrial Consumers:

  • By November 30: 50% discount on full payment.

Installment Default Policy:

  • Specific rules for defaults based on the number of installments chosen.

Surcharge Exemptions:

  • Private tube well consumers exempted from surcharges payable till March 31, 2023.
  • Other eligible consumers exempted from surcharges payable till October 31, 2023.

Proposal to Rename Aligarh as Harigarh Approved in Municipal Corporation Meeting

On November 7, 2023, Aligarh Mayor Prashant Singhal announced that the Municipal Corporation Board had approved a proposal to change the name of Aligarh to Harigarh. This proposal, initially put forward by BJP councilor Sanjay Pandit, will now be sent to the government for final approval.

The idea to rename Aligarh is not new. It was mentioned by Deputy Chief Minister Keshav Prasad Maurya during the Hindu Pride Day program on August 21, and the District Panchayat Board had also passed a similar proposal earlier.

The renaming process involves several steps:

  • Proposal Approval: The name change proposal is first approved by the Municipality or Municipal Corporation.
  • State Cabinet Approval: After municipal approval, the proposal is sent to the state cabinet for approval.
  • Gazette Notification: Once approved by the state cabinet, a gazette notification is issued with the new name.
  • Implementation: After the gazette notification, the new name is officially adopted.

Aligarh is known for its lock industry, brass hardware, and sculpture, and is a major educational center with institutions like Aligarh Muslim University and Aligarh College of Engineering and Technology.

E-Office System to be Introduced in Five Medical Institutions in Uttar Pradesh

On November 7, 2023, Deputy Chief Minister of Uttar Pradesh, Brajesh Pathak, announced the implementation of the e-hospital system in five medical institutions across the state. This initiative aims to enhance transparency and efficiency in the functioning of these institutions.

The e-office system, which is a digital workplace solution, will be set up in the following institutions in the first phase:

  • Sanjay Gandhi Post Graduate Institute of Medical Sciences (PGI)
  • Dr. Ram Manohar Lohia Institute of Medical Sciences
  • King George's Medical University (KGMU)
  • Kalyan Singh Highly Specialized Cancer Institute

  • The UP Electronics Corporation has been tasked with executing this project promptly. The e-office system aims to digitize all office documents, letters, and files, making it easier to search and access information. This will enhance transparency, reduce the chances of files going missing, and improve the overall efficiency of office operations.
  • If the pilot project in these five institutions proves successful, the e-office system will be expanded to other medical institutions in the state, promoting accountable and effective functioning in the healthcare sector.

‘One Time Settlement Scheme’ (OTS)

On November 8, 2023, the Uttar Pradesh Energy Minister, AK Sharma, introduced the Power Corporation's One-Time Settlement Scheme (OTS) at The Cantt sub-centre in Lucknow. This initiative aims to address issues related to electricity theft and outstanding bills and will be carried out in three phases until December 31, 2023.

During the launch, Power Minister AK Sharma presented an electricity bill to Meera, a resident of the Cantonment area, who was the first to register for the interest waiver at the Cantt sub-centre.

Key Features of the One-Time Settlement Scheme

  • Discount for Electricity Theft: The scheme offers a 65 percent discount on interest and penalties for those caught stealing electricity. Offenders can avoid legal action by paying only 35 percent of the fine.
  • Phased Implementation:The scheme will be rolled out in three phases:
    • Phase 1: November 8 to 30, 2023
    • Phase 2: December 1 to 15, 2023
    • Phase 3: December 16 to 31, 2023
  • Discounts for Various Consumer Categories: The scheme provides discounts ranging from 50 to 100 percent based on the consumer's load capacity. For instance, a 100 percent discount is available for consumers with a load of one kilowatt.
  • Inclusion of Defaulters and Legal Cases: Individuals caught in power theft, defaulters with permanently disconnected connections, and those with pending court cases are eligible for the resolution plan.
  • Payment Options for Domestic Consumers: Domestic consumers with a load of more than one kilowatt can choose between lump sum payments and installment plans. Discounts vary based on the payment method and timing.
  • Commercial Consumers: Different discounts are available for commercial consumers based on their load capacity and the timing of their payments. For example, commercial consumers up to 3 kW can receive an 80 percent discount on full payment by November 30.
  • Industrial and Private Consumers: Private commercial establishments, industrial consumers, and tube well consumers are offered various discounts based on their payment timing and outstanding dues.

Cabinet Meeting in Ayodhya: Proposals Promoting Religion and Culture Approved

On November 9, 2023, a cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath in Ayodhya approved several proposals aimed at promoting religion and culture.

  • Formation of Development Councils: The cabinet approved the establishment of the 'Ayodhya Ji Teerth Kshetra Development Council,' 'Maa Pateshwari Devi Patan Development Council,' and 'Shuktirtha Development Council' in Muzaffarnagar.
  • Museum of Indian Temple Architecture: The proposal to set up a Museum of Indian Temple Architecture on 25 acres of land in Majha Jamthara village, Ayodhya, was approved.
  • Ayodhya Research Institute: The expansion and transformation of the Ayodhya Research Institute into an International Ramayana Vedic Research Institute was approved.
  • Provincialization of Fairs: The cabinet approved the provincialization of various fairs, including the Makar Sankranti and Basant Panchami fairs in Ayodhya, the Kartik Purnima Snan fair in Anupshahr, Bulandshahr, and the Lakkhi fair of Hathras. Industrial Corridor to be Built in Soraon Area of Prayagraj

Nodal officer Jagdamba Singh announced on November 12, 2023, that following the inauguration of the industrial corridor in Shankargarh on the Yamuna in Prayagraj, there are plans to establish an additional industrial corridor in the Soraon region across the Ganga.

  • A road map is being prepared for its establishment in the areas around the largest Ganga Expressway of Uttar Pradesh. After Shankargarh, this will be the second industrial corridor of the district to be built in Soraon area.
  • The government plans to develop this industrial corridor in the area around the expressway on behalf of UPEIDA in Prayagraj. Three villages adjacent to the Ganga Expressway have been identified for this. The three villages that have been identified for this include Malak Chaturi, Judapur Dandu and Bari Sarai Lal.
  • Industrial hubs will also be established in the most backward areas of Prayagraj. The state government has prepared a roadmap to develop Shankargarh,
  • the most backward area across the Yamuna area of Prayagraj, as an industrial hub.
  • After starting the survey of this area, Uttar Pradesh State Industrial Development Authority has sent the proposal of selected land for industrial development in the area to the administration. After this the work of setting up industries will begin.
  • It is noteworthy that to develop an industrial hub in Shankargarh area, Bharat Petroleum Corporation Limited seeks to set up a solar power plant here, the process of which has started.
  • According to UPSIDA Regional Manager Ashish Nath, further work will start after the survey process of this area is completed. The government also has a proposal to establish an oil refinery in this area, which is to be established in Shankargarh block on 2000 acres of land.
  • It is noteworthy that due to lack of cultivable land and non-fertility of land in the rocky area of Shankargarh, most of the local people have to go to cities to earn their livelihood. Seeing the possibility of setting up industries in the area, the state government has decided to create an industrial hub here.

Aqua Park in Gorakhpur

Reports indicate plans for an Aqua Park in Tal Kandla, Sadar Tehsil, Gorakhpur, aimed at benefiting local fish farmers. 

  • The 27-acre site will focus on fish species development, fish seed research, and provide facilities like a fish seed bank, fish farming, and processing. 
  • Another Aqua Park is planned for Mathura. The Gorakhpur site, originally for a police training school, was repurposed due to land and soil issues. The project is expected to significantly benefit the Nishad community and boost related businesses in nearby districts.

Free LPG Cylinder Refill Distribution Campaign

  • Chief Minister Yogi Adityanath recently launched a campaign to distribute free LPG cylinder refills to women beneficiaries of the Pradhan Mantri Ujjwala Yojana. During the event at Lok Bhavan in Lucknow, the Chief Minister symbolically presented subsidy checks to 10 beneficiaries and announced plans to provide free cooking gas on the occasion of Holi in March.
  • The scheme aims to benefit 1.75 crore families in the state, with the government spending Rs 2312 crore on subsidies. The initiative fulfills a pre-election promise made before the 2022 assembly elections to distribute free gas cylinders during Diwali and Holi.

Gram Panchayat Sidhyawan in Barabanki District Receives International Recognition for Quality Service

Gram Panchayat Sidhyawan, located in the Barabanki district of Uttar Pradesh, has been awarded a certificate by the International Standards Organization (ISO) for its commitment to providing quality service. This recognition comes as a result of the hard work and dedication of the village head, Hemlata Singh, who played a pivotal role in revitalizing the primary school in the village through the Kayakalp scheme. Under her leadership, Sidhyawan has seen significant improvements and was even awarded the first prize for its efforts.

New District Jail in Naini, Prayagraj Set to Alleviate Overcrowding in Prisons

The newly constructed Naini District Jail in Prayagraj, Uttar Pradesh, is poised to become the third largest district jail in the state, with a capacity to hold 2,800 prisoners. Scheduled to open in December, this facility aims to alleviate the overcrowding issue currently faced by the Naini Central Jail, which has been housing nearly double its capacity.

PM Kisan Samman Nidhi: Rs 3,849 Crore Transferred to Farmers in Uttar Pradesh

On November 15, 2023, over 1.75 crore farmers in Uttar Pradesh received Rs 3,849 crore as the 15th installment of the PM Kisan Samman Nidhi. This fund was part of a larger Rs 18,000 crore disbursement to more than 8 crore farmers nationwide, announced by Prime Minister Narendra Modi from Khunti district in Jharkhand.

  • To qualify for this installment, farmers in Uttar Pradesh had to complete mandatory processes including cadastral marking, Aadhaar seeding of bank accounts, and e-KYC. So far, these requirements have been met by 2.26 crore, 2.04 crore, and 1.77 crore farmers, respectively. The remaining farmers will receive their payments by November 30, 2023.
  • Under the PM Kisan scheme, initiated in December 2018, farmers receive Rs 6,000 annually, distributed as Rs 2,000 every four months. Since its launch in Uttar Pradesh, 2,62,21,153 farmers have benefited, with a total of Rs 59,149.69 crore disbursed.

Shri Dorilal Agarwal National Meritorious Award: 131 Students from 8 States Honoured

On November 19, 2023, a total of Rs 22.26 lakh in scholarships was awarded to 131 meritorious disabled students from 18 states across India. The event took place at the JP Auditorium of Dr. Bhimrao Ambedkar University in Uttar Pradesh, organized by the Amar Ujala Foundation and the Disability Support Society, Agra Branch.

Out of 278 applicants, 105 students were selected for the scholarship. This year, 26 eligible students received scholarships, an increase from the previous year.

Complete Ban on Halal Certification in Uttar Pradesh

On November 18, 2023, Uttar Pradesh imposed a complete ban on Halal certification for all products, including food and medicines. This decision was communicated by Anita Singh, the Additional Chief Secretary of the Food Safety and Drug Administration Department in Uttar Pradesh.

  • The ban encompasses the manufacturing, storage, distribution, and sale of both food and pharmaceutical products with Halal certification. However, products intended for export are exempt from this ban.
  • Halal certification, which originally applied to meat and its products exported abroad, had gradually expanded to include various products like oil, soap, and ghee. Following the directives of Chief Minister Yogi Adityanath, the certification was halted, leading to the recent ban.
  • Food and drug inspectors have been instructed to monitor compliance with this ban. Products without Halal certification will not be accepted in the state, and actions will be taken against manufacturers found in violation.
  • Exporters preparing food products or medicines for countries requiring Halal certification will be allowed to manufacture, store, and distribute these products. There are no specific regulations for Halal certification in the state; only quality, packing, and labeling standards need to be met.
  • Violations of the ban may result in penalties under the Act of 1940 and related rules, including imprisonment and fines.

International Stadium Planned for Greater Aligarh

On November 18, 2023, Atul Vats, the Vice Chairman of the Aligarh Development Authority (ADA), announced the upcoming construction of an international-level sports stadium in Greater Aligarh, similar to the one in Banaras. The estimated cost for this project is around Rs 400 crore.

  • The stadium will be part of a larger residential scheme being developed by the ADA on approximately 300 hectares along the Aligarh-Palwal National Highway. The land for this scheme is being acquired from several villages, including Moosepur, Jirauli, Jirauli Dor, Atalpur, Ahmedabad, Jatanpur Chikawati, Rustampur Akhan, and Lhosra Bisawan.
  • The layout for the township has been prepared by a consultancy firm based in Lucknow, and the development is planned to occur in three phases. The stadium itself will occupy about six acres of land within this township.
  • Modeled after the stadium in Banaras, the proposed facility aims to accommodate around 20,000 spectators. This initiative is expected to enhance the reputation of Aligarh, especially with local sports talent like Indian cricket team member Rinku Singh gaining recognition. Release of Standard Operating Procedure (SOP) for Investment Promotion Policy

On November 20, 2023, Manoj Kumar Singh, the Infrastructure and Industrial Development Commissioner, unveiled the Standard Operating Procedure (SOP) for the Investment Promotion Policy (FDI Policy) aimed at attracting Foreign Direct Investment (FDI) and Fortune 500 companies.

The SOP indicates that the FDI policy will be in effect from November 1, 2023, to October 31, 2028. This policy targets both Fortune Global 500 and Fortune India 500 companies.

Under the policy, investors can expect significant incentives, including:

  • 100% rebate on electricity bills for five years.
  • 50% to 100% rebate on stamp duty and registration fees.
  • 75% to 80% subsidy on land costs.

The stamp duty and registration rebates vary by region:

  • 50% in Gautam Buddha Nagar and Ghaziabad.
  • 75% in Madhyanchal and Paschimanchal.
  • 100% in Bundelkhand and Purvanchal.

Investors are required to provide a bank guarantee equivalent to the subsidy amount. The government will issue a stamp exemption letter for land purchases from development authorities, while certificates will be provided for land purchases from private developers. Stamp and registration fees will be reimbursed after industrial production commences.

The land subsidy under FDI ranges from 75% to 80%, with the possibility of exceeding 80% in certain cases. Proposals will be reviewed within seven days by an evaluation committee and presented to an authority committee for approval within 15 days. If approved, letters will be issued to development authorities, and land will be reclaimed with interest if production does not start within the stipulated period.

The Uttar Pradesh State Production Corporation Board has approved the proposal for the construction of a new 1,600 MW production unit, Anpara-E, during a meeting on November 20, 2023.

  • Estimated Cost: The construction of the Anpara-E unit is projected to cost around Rs 18,624 crore.

 Approval of Rs 100 crore Investment Proposal by Kapila Agro Industry in GIDA 

  • On November 21, 2023, Anuj Malik, CEO of the Gorakhpur Industrial Development Authority (GIDA), announced the approval of a Rs 100 crore investment proposal from Kapila Agro Industries in GIDA. Kapila Agro Industries, along with major companies like PepsiCo, plans to establish an animal feed manufacturing factory in GIDA Sector 27, contributing significantly to the local industry.
  • The proposed factory is expected to provide direct employment to 500 people and indirect employment to another 500. Kapila Agro Industries is a well-known brand in animal feed manufacturing, and its investment in GIDA is anticipated to attract other large industries to Gorakhpur. The company has been allotted 62,000 square meters of land in Sector 27 for this project. During the foundation day celebration of GIDA, the Chief Minister will meet with major entrepreneurs to discuss the investment proposal.
  • There is a continuous influx of investments in the GIDA area from large companies. Recently, Gyan Dairy and Tatva Plastic Factory were inaugurated, and construction work by PepsiCo is ongoing, along with the establishment of an alcohol factory.

Now, Multi-Storey Shopping Complexes Can Be Built in Closed Cinema Halls in Cities

As per media reports on November 23, 2023, the Uttar Pradesh state government has granted permission to operators of long-closed cinema halls to construct multi-storey complexes on their premises. Special Secretary of the Housing Department, Uday Bhanu Tripathi, issued a government order in this regard after obtaining consent from the State Tax Department.

  • Under this new regulation, operators can build multi-storey complexes on the land of closed cinema halls, following the land use guidelines set in the master plan. However, before approving the construction plans, a no-objection certificate related to entertainment tax must be obtained.
  • It is noteworthy that around 800 single-screen cinema halls have closed in Uttar Pradesh, with an additional 150 facing imminent closure. These single-screen cinemas are primarily located in older, denser areas of the cities. Despite the closure of these cinema halls, their land remains unused, leading to revenue losses for both the cinema hall owners and the government. To address this issue, the government has decided to allow the construction of multi-storey buildings on the land of single-screen cinema halls.

This mobile station, the first of its kind in the world, allows sailors to refuel CNG at both Namo Ghat and Ravidas Ghat along the Ganges River.
