Special Economic Zones (SEZ) in Uttar Pradesh
Special economic zones are oriented towards the development of industries in the state and transform the state into a major industrial hub. In 2002, Uttar Pradesh Special Economic Development Authority Act was passed. In 2007, Uttar Pradesh Special Economic Zone Policy (Ahmedabad) was also released. Till December, 2016, there were 24 formally approved, 1 theoretically approved, 19 notified and 11 active SEZ in the state. Some of the SEZ in Uttar Pradesh are as follows:
Noida Special Economic Zone (NSEZ) It was set up in 1985. It is the only export processing zones in Northern India out of 8 SEZs. It is ranked as the highest upgraded SEZ in India.
Moradabad Special Economic Zone (MSEZ) It is the only developed SEZ in the Northern India. It was set up in 2003 at Pakbar-Dingarpur road in Moradabad. Moradabad SEZ provides excellent infrastructure, supportive services and sector specific facilities for the handicraft trade.
Kanpur Special Economic Zone (KSEZ) Uttar Pradesh will develop a Special Economic Zone at Kanpur mainly to cater to the leather goods industry. The Kanpur SEZ will be located near Unnao district border.
EPCH Special Economic Zone Export Promotion Council for Handicrafts (EPCH) was established under Companies Act in the year 1986-87. It is a non-profit organisation with an objective to promote, support, protect, maintain and increase the export of handicrafts.
Small Scale Industries
These are the industrial undertakings having fixed investment in plant and machinery. For the development of small scale industries in the state, there is Directorate of Industries under which district industries centres are included at district level.
Micro, Small and Medium Enterprises (MSME) in Uttar Pradesh In Uttar Pradesh, Micro, Small and Medium Enterprises Development Institutes are located in Kanpur, Agra, Prayagraj and Varanasi.
MSME & Export Promotion Department It was established for the economic development of the state. State Government has been devoting considerable attention to the growth of industries by creating necessary infrastructure to ensure sustained industrialisation in Uttar Pradesh. Some of its objectives are:
- To ensure the growth rate of 12 percent per annum in the MSME area.
- Doubling the export from the state in the next 5 years.
- Generating maximum employment by establishing MSME units in Bundelkhand and Purvanchal areas.
- Qualitative development in the MSME sector through Export Infrastructure Development Scheme, Cluster Development Scheme and Technical Upgradation Scheme.
- Promotion and protection of traditional handicrafts.
Industrial and Infrastructure Policy, 2012
The Uttar Pradesh Industrial and Infrastructure Policy provides benefits like exemption on stamp duty, subsidies and others in an effort to make the industrial environment in the state better. Following are some important points of the Industrial and Infrastructure Policy:
- The policy will provide escort services and single window clearances alongwith 24 hours power supply to the investors. The government has started a unique Employees Provident Fund (EPF) compensation programme.
- The State Government has proclaimed that it will be providing a total exemption from stamp duty for sectors like information technology, agro processing units, biotechnology and infrastructure projects such as roads, trans-shipment centres, power, warehousing, wholesale and cold storage.
- According to the policy, the iron and steel sector will be granted exemption from entry taxes.
Food Processing Industrial Policy, 2012
The Food Processing Industrial Policy, 2012 was approved by Uttar Pradesh Government on 20th November, 2012. Its objections are:
- To promote setting up of food processing industries in the state.
- To provide fair and remunerative price of the produce to the grower in primary sector.
- To generate new avenues of employment in the food processing sector.
- To make available to the consumers a variety of processed products at competitive prices.
- To reduce the post harvest losses of the raw produce to the grower in primary sector.
Industrial Investment and Employment Promotion Policy, 2017
This policy was launched on 4th July, 2017. The aim of the policy is to establish Uttar Pradesh as a nationally and internationally competitive investment destination there by generating employment and igniting sustainable inclusive and balanced economic growth of the state. Its objectives are:
- To increase capital investment in the state.
- To provide quality infrastructure for industries to flourish.
- To ensure effective implementation of the policy.
- To provide proactive support to micro, small and medium enterprises.
- To ensure balanced, sustainable and inclusive economic development.
- To provide skill to the workforce of the state to ensure employability and empowerment.
- To promote the sprit of innovation and incentivise enterpreneurship among youth.

Major Industrial Corporations and Institutes of Uttar Pradesh
Uttar Pradesh Small Industries Corporation Limited It was established in 1958. Kanpur, Lucknow, Prayagraj, Agra, Bareilly and Ghaziabad are the regional offices. Uttar Pradesh Khadi Village Industries Board was established in 1960.
Uttar Pradesh Export Corporation It was established on 20th January, 1966 in Lucknow. Its head office is situated in Lucknow.
Uttar Pradesh Textile Corporation
It was established in 1969. It was established as government company and later it was converted into limited company in 1973.
Uttar Pradesh State Handloom Corporation
It was established on 9th January, 1973 in Kanpur. It was established by the recommendation of Ram Sahay Committee.

It was established as a supportive company of PICUP in 1976 in Lucknow. The headquarters is situated in Lucknow.
Different Industrial Authority in Uttar Pradesh
New Okhla Industrial Development Authority (NOIDA) It is a planned city under the management of the New Okhla Industrial Development Authority. It was established in 1976. It is a satellite city of Delhi and is part of the National Capital Region (NCR) of India. Software Technology Park of India situated in sector 29, Noida is IInd largest exporter of software in the country.
Satharia Industrial Development Authority
It was established on 30th November, 1989 in Jaunpur under the State Government Industrial Development Act, 1956. Gorakhpur Industrial Development Authority (GIDA) It was established in 1998 in Gorakhpur of Uttar Pradesh. New House Scheme, Apprel park, Textile parks and Transport city was also established in the state.
Yamuna Express Way-Industrial Development Authority
It was established in 2001.
Lucknow Industrial Development Authority
It was established between Lucknow and Unnao in 2005. Its head office is situated in Lucknow.
UP Express Way Industrial Development Authority
It was established in December, 2007 and it was constituted for express way project.

- Uttar Pradesh Financial Corporation (UPFC) Limited
It was established in 1954 under the State Financial Corporation Act, 1951 with its head office at Kanpur. The UPFC took a humble step for the industrial development of the state by providing term loan assistance to small and medium scale units. Several units nurtured by UPFC have now become large enterprises. - Uttar Pradesh Industrial Cooperative Association Limited (UPICAL)
It was set up by Government of Uttar Pradesh at Kanpur in 1952 to support smaller entities which are mainly engaged in textile fabric works. It was formed mainly to support and encourage smaller entrepreneurs. - Uttar Pradesh Small Industries Corporation (UPSIC)
Limited It is a company registered under the Company Law Act of 1956. It is wholly owned by the State Government of Uttar Pradesh. In 1958, it has been at the helm of various endeavours made by the State Government to promote industrialisation. Its head office is at Kanpur. - Uttar Pradesh State Industrial Development Corporation (UPSIDC)
Its headquarters is in Kanpur. It is the premier industrial promotion and infrastructure development undertaking of the State Government. It was established on 20th January, 1966 at Lucknow, under Companies Act, 1956 as a government company. The State Emporia, then known as Uttar Pradesh Government Handicrafts, were also transferred to UPEC on 15th December, 1971. The main objective of the corporation is to organise and affect export of handicrafts/ handloom and other products of Uttar Pradesh having export potential. - Uttar Pradesh Handicrafts Development and Marketing Corporation (UPHDMC) Limited
It was established in 1966. Its main objective is the promotion and marketing of handicrafts in India and world. UPHDMC provides marketing support to the artisans and craftsmen in India through their chain of showrooms in the major cities by the name of Gangotri. - Pradeshiya Industrial and Investment Corporation of Uttar Pradesh (PICUP)
It was established in the year 1972. The corporation has ushered the state of Uttar Pradesh from an agrarian state to an attractive and preferred business destination. Its head office is at Lucknow. The main purpose of PICUP is to function as industrial development bank for industrial development in the state by extending long term loans to large and medium industries. - The Institute of Entrepreneurship Development of Uttar Pradesh (IEDUP)
It was established at Lucknow. It is a premier institute and centre of excellence in the field of entrepreneurship promotion and human resource develoment . IEDUP was established and the first state level institution for entrepreneurship development by the Government of Uttar Pradesh with initial support of IDBI, IFCI, ICICI, SBI and PNB in 1986. - Uttar Pradesh State Leather Development and Marketing Corporation (UPSLDMC)
It was established at Agra on 12th February, 1974. The main objective is to promote the manufacturing of shoes and boots. - Uttar Pradesh Electronics Corporation Ltd. (UPECL)
It was incorporated on 18th October, 1979. It is classified as State Government Company and is registered at Registrar of Companies, Kanpur. Its other offices are located at Lucknow and Ghaziabad.
Government Initiatives in Uttar Pradesh for Industrial Development
- Nivesh Mitra
Government of Uttar Pradesh has launched ‘Nivesh Mitra’. It is a web based online facility for entrepreneurs desirous of setting up an enterprise in the state.
Nivesh Mitra acts as a seamless interface, aimed to facilitate faster and time bound issuance of various approvals needed by these entrepreneurs. It provides a hassle-free and user-friendly platform between existing and prospective investors and entrepreneurs and various departments to ensure faster and time bound issuance of various approvals. - Udyog Bandhu
It is an organisation of the State Government of Uttar Pradesh. It is dedicated to facilitate investment in industrial and service sectors, besides solving various problems of existing and up-coming industries as well, related to different government departments. The vision is to transform the state of Uttar Pradesh into the most preferred investment destination in India by acting as an effective investment policy driver and facilitator in providing world-class infrastructure and business environment within the state. - Green field Integrated Township
The Government of Uttar Pradesh has launched two new projects for setting up of integrated townships. These are Trans Ganga Project and a proposed project at Naini, Allahabad. - Plastic City
It is being developed at Auraiya. GAIL is the main supplier of raw material for the plastic city. - Gold Card and Silver Card Scheme
Gold and silver cards are issued to the exporters by EPB (Export Promotion Bureau) under this scheme. The State Government provides different facilities to the card holders such as priority in Government work, priority in appointment with senior officials of the State Government, entry in Uttar Pradesh Secretariat without problem, etc. - Prime Minister Employment Generation Programme
It was launched on 26th September, 2008 to empower the first generation entrepreneurs for setting up of micro enterprises across the country.
