Lets assume the capacity of the tank is 1.

As, tap A fills the tank in 16 hours.

So, tap A filling capacity per hour, i.e. volume of water tap A can fill in 1 hour
    Solution - CAT

Let tap B filling capacity per hour, i.e. volume of water tap B can fill in 1 hour, be x.

    As given,

2×(tap A filling capacity per hour)+4×(tap A and tab B together filling capacity per hour)= (capacity of tank)
    Solution - CAT

i.e. the filling capacity of B per hour = 1/8

So, time tab B will take to fill the tank = Solution - CAT= 8 hours
