NEET (National Eligibility cum Entrance Test) is an entrance examination conducted by the National Testing Agency (NTA) for admission to undergraduate medical courses (MBBS/BDS) in India. It is a single window entrance examination for admission to over 80,000 MBBS/BDS seats in various medical/dental colleges across the country. The merit list of NEET is released after the examination is conducted, based on which admission is granted to the eligible candidates. The merit list consists of the names of the successful candidates in order of their marks obtained in the examination.

What is the NEET Merit List?

A list of rankings which is created to help students apply for admissions to medical schools through the counseling process is a Merit List. The following points give a brief overview of the NEET Merit List.

  • NTA will prepare a list of successful candidates based on the marks obtained in the NEET-UG 2023.
  • The All India Merit List (AIR) contains the names and rank numbers of students who have successfully taken the NEET exam, excluding candidates who have opted out of the Centralised Counseling Sessions (AIQ reservation). 
  • Candidates from the J&K states are not included in the centralized counseling sessions (AIQ reservation). 
  • The National Testing Agency (NTA) provides only the All India Rank and the admitting bodies invite applications for the counseling process. 
  • A merit list is drawn based on the All India Rank by the admitting officials for admissions to the UG medical courses. 
  •  Admissions to the UG medical courses in their respective categories are based on the All India Rank according to the merit list of NEET 2023.
  • The National Testing Agency (NTA) releases two types of merit lists for the NEET exam: 
    • 15% All India Quota (AIQ) Merit List
    • All India Rank (AIR) Merit List. 
  • The All India Quota rank and All India Rank are utilized for the NEET counseling process, which is based on the All India scores and rankings.
  • The state authorities will also make available the state merit lists which will provide the rankings of applicants by state to be used for further counseling.
  • The names of those students who achieved a score greater than the cut-off percentile can be seen on the NEET Merit List, which can be accessed through the official NEET website.

NEET-UG 2023 merit list - All India Rank (AIR)

  • The National Testing Agency (NTA) will release an overall merit list for the NEET 2023 exam, which will be based on the performance of the candidates. 
  • This merit list will indicate the overall rank of each individual among all the competitors, regardless of their AIQ position, state, or category. 
  • The list will be released as an All India Merit List.

NEET AIQ Merit List 2023 For 15% AIQ Seats

  • AIQ NEET 2023 merit list will include all eligible candidates for 15% AIQ seats, excluding those from Jammu & Kashmir. 
  • Candidates from J&K who wish to opt for AIQ must sign the declaration form while filling the NEET application form 2023. 
  • MCC will conduct counseling on the basis of AIQ rank secured by candidates in the merit list of NEET.

NEET State-Wise Merit List 2023: For 85% State Quota


  • The All India Rank of medical aspirants in the NEET 2023 merit list will be used by state counseling authorities to create separate state-wise NEET merit lists for admission. 
  • The NEET-UG state merit list will display the state rank of the qualified candidates among other candidates from the same state.
  • Eligibility criteria such as domicile, etc. will be taken into consideration while assigning a state rank to a candidate in the NEET 2023 rank list. 
  • Candidates who fulfill the eligibility requirements of a state can fill the NEET counseling 2023 application form to be a part of the NEET state merit list 2023. 

NEET Merit List 2023 - Cutoff

The NEET 2023 cutoff is the minimum qualifying percentile that must be secured to qualify for the NEET medical entrance examination. Candidates will be included in the NEET 2023 merit list only if they secure the minimum qualifying cut-off. Candidates will be allotted ranks in the NEET-UG merit list on the basis of scores that they obtain. Candidates can refer to the table below for the previous year NEET cutoff (category-wise) and equivalent scores.

How will the NEET Merit List be prepared?

The National Testing Agency (NTA) prepares a Merit list based on the rankings of the NEET examination, which can be viewed on the NEET Scorecard.

NEET Merit List – 15% NEET All India Quota

  • NTA prepares a merit list for candidates seeking admissions to medical colleges based on the marks obtained in the NEET (UG)- 2023, for the 15% All India Quota. 
  • To be eligible for the All India Quota, candidates must clear the NEET cut-off score by scoring more or equal marks. 
  • The list of applicants who have passed is then provided to the Directorate General of Health Services (Medical Examination Cell), Government of India, Ministry of Health and Family Welfare, and Ministry of AYUSH, Govt. of India for allotting seats by Online Counseling to 15% seats under All India Quota.
  • The number of candidates placed on the merit list is equal to the number of seats under All India Quota. These candidates are then given counseling based on their All India Quota Rank. 
  • If needed, the DGHS can provide a waiting list, four times the size of the merit list. 
  • Candidates from Telangana and Andhra Pradesh will be able to take part in the All India Quota counseling without having to submit a self-declaration form. 
  • Candidates from J&K must provide a self-declaration form if they are taking part in AIQ Counseling.

NEET Merit List – Merit List For Seats Excluding AIQ (All India Quota)

  • Around 85% of the seats for which the NTA provides results to DGHS should be handled by the admitting authorities. 
  • Candidates are given an All India Rank (AIR) to help them in the process. 
  • Admitting authorities will invite the candidates according to their AIR to the counseling process. 
  • State counseling authorities will conduct the state counseling process. 
  • Deemed universities will have a separate process for counseling. 
  • Aspirants seeking admission to AFMC must apply separately on their website as they have a separate screening process.

Tie Breaking Criteria for NEET Merit List

In the event that two or more applicants achieve the same score on the entrance exam, the following tie-breaking criteria will be utilized to determine the outcome.

  • Biology Marks: Those with higher marks in Biology will be given priority in the results of NEET 2023. 
  • Chemistry Marks: If the above criteria doesn't work, then applicants who have attained better scores in Chemistry will be given preference. 
  • Less incorrect Marks: In case of a tie, the aspirant with lesser number of wrong answers in the NEET 2023 exam will be given a higher rank compared to the others. 
  • Age factor: As per the latest NEET UG 2023 update, the method of breaking ties with the age factor has been abandoned. However, it will be taken into account from the second stage of NEET counseling.
