Division and Rebuilding of Common Institutions
Reorganization of the State of Andhra Pradesh
- Hyderabad in the existing State of Andhra Pradesh will serve as the common capital for the State of Telangana and the State of Andhra Pradesh for a period not exceeding ten years.
- After the ten-year period, Hyderabad will become the capital of the State of Telangana, and a new capital will be established for the State of Andhra Pradesh.
Representation in House of the People
- Upon the appointed day, 25 seats will be allocated to the successor State of Andhra Pradesh, and 17 seats will be allocated to the successor State of Telangana in the House of the People.
- The First Schedule to the Representation of the People Act, 1950 will be amended accordingly.
The Legislative Assembly
- The number of seats in the Legislative Assemblies of Andhra Pradesh and Telangana will be 175 and 119, respectively, from the appointed day.
- Subject to constitutional provisions, the number of seats in the Legislative Assemblies of the successor States will be increased to 225 for Andhra Pradesh and 153 for Telangana.
The Legislative Councils
- A Legislative Council shall be formed for each of the successor States, comprising a maximum of 50 members in the Legislative Council of Andhra Pradesh and 40 members in the Legislative Council of Telangana, as per the guidelines outlined in Article 169 of the Constitution.

High Court
- Following the designated day:
- The High Court of Judicature at Hyderabad will serve as the joint High Court for both Telangana and Andhra Pradesh until a separate High Court for Andhra Pradesh is established under Article 214 of the Constitution, in conjunction with Section 31 of this Act.
- The judges currently serving in the High Court at Hyderabad for the existing State of Andhra Pradesh will automatically become judges of the shared High Court on that day.
- The expenses related to the salaries and benefits of the judges of the shared High Court will be divided between the states of Andhra Pradesh and Telangana based on their respective population ratios.
- Except as outlined in Section 30, a distinct High Court will be established for the State of Andhra Pradesh, referred to as the High Court of Andhra Pradesh, while the High Court of Judicature at Hyderabad will transition into the High Court for the State of Telangana, known as the High Court at Hyderabad.
- The primary location of the High Court of Andhra Pradesh will be determined by the President through an official notification.
