Overview of Rajasthan Industrial Development Policy, 2019

Commencement

• Rajasthan Industrial Development Policy, 2019 replaces the Industrial and Investment Promotion Policy-2010 and became effective from July 1, 2019.

Salient Features

• Nodal Department:
  • The Department of Industries acts as the administrative body responsible for executing policies.
  • It supervises the operations of key sections and agencies involved in policy implementation.
  • In collaboration with relevant State Government departments, it devises detailed guidelines concerning policy provisions.
• Industry 4.0 Initiatives:
  • Introduction of incentives under Industry 4.0 for technology adoption, skill enhancement, and research and development.
  • Establishment of research and development centers to facilitate collaboration among researchers, industry players, and academic institutions.
  • Promotion of the "smart factory" concept, offering special financial and infrastructural backing to enterprises employing automation and data exchange in manufacturing processes.
  • Support provided to State incubators for upgrading their facilities with modern technologies such as Internet of Things (IoT), FinTech, Clean Energy, Climate Engineering, Clean Transportation, Social Media, Mobility, Analytics, Cloud Computing, Robotics, Artificial Intelligence, and advancements in the Pharmaceutical and Healthcare sectors.

Rajasthan Industrial Policy Monitoring Committee

A Rajasthan Industrial Policy Monitoring Committee, led by the Minister of Industries, Government of Rajasthan, will be formed to oversee the implementation and assess the impact of the industrial policy on a regular basis, at least once every quarter. The committee will have the authority to make decisions ensuring the smooth execution of the policy, including:

• Tracking the progress of all involved institutions.
• Assigning roles and targets to relevant entities and monitoring their work.
• Interpreting or adjusting policy provisions as needed.
• Developing or modifying guidelines and schemes under the policy.
• Reviewing measures to create a conducive business environment in the state for industrial growth.

Dispute Resolution Mechanism

To address issues related to the functioning of enterprises, the State Government will establish a two-tier grievance redressal mechanism:

• District Level Grievance Committee: Enterprises can register and submit their grievances through the "One Stop Shop" portal. These grievances will be processed and resolved by the District Level Grievance Committee, which is chaired by the District Collector. The committee will handle grievances within specified timelines.
• State Level Grievance Committee: For issues that require state-level intervention, the State Level Grievance Committee will address these concerns. This committee will be led by the Additional Chief Secretary (Industries) of the Government of Rajasthan.

Export Promotion Council

An autonomous body called the Rajasthan Export Promotion Council (REPC) will be established. Its role will be to facilitate export activities across various sectors by providing policy and regulatory inputs, addressing issues and challenges related to exports, and offering potential solutions.
