Introduction

Tamil Nadu is a significant contributor to India's economy, ranking as the second largest contributor to the Indian GDP and one of the most industrialized states in the country. The state's robust infrastructure and availability of skilled and unskilled labor create a favorable environment for establishing manufacturing and service units. To further stimulate economic growth and attract both domestic and foreign investments, the Tamil Nadu government has introduced various subsidies and schemes across different sectors.

Capital Subsidy

• Eligibility: Micro manufacturing and Micro Small Scale Industries (SSI) investing in capital assets like plant and machinery.
• Subsidy Amount: 15% on eligible plant and machinery, up to a maximum of Rs. 30 lakhs.
• Special Provision: An additional 5% subsidy (up to Rs. 2 lakhs) for enterprises owned by women, SC/ST, physically disabled, and transgender individuals.
• Environmental Incentive: 25% subsidy on plant and machinery for businesses using cleaner and environmentally friendly technologies, subject to a maximum of Rs. 3 lakhs and certification by the Tamil Nadu Pollution Control Board.

Employment Intensive Business Subsidy

• Eligibility: Units located in backward blocks of industrial estates promoted by the government.
• Subsidy Amount: Additional 5% subsidy (up to Rs. 5 lakhs) if at least 25 workers are employed for a minimum of 3 years within the first five years of production.
• Documentation: Proof of employment through statutory returns such as Employees Provident Fund Act returns.

Agriculture Subsidy

• Availability: Both capital and employment intensive business subsidies are applicable for agricultural businesses across all 385 blocks in Tamil Nadu.

Amma Seeds Scheme

• Objective: Provide certified seeds through Amma Service Centres across the state.
• Purpose: To encourage the use of quality seeds among farmers.
• Coordination: Managed by the Tamil Nadu State Seeds Development Agency.

Soil and Water Conservation

• Patta Land: 25% subsidy on the cost of conservation works; the remaining 75% is treated as a loan, repayable in ten equal installments after a two-year moratorium.
• Hill Area Development: 100% grant for soil conservation measures with a 5% contribution for community works and 10% for individual works, excluding SC/ST beneficiaries.

Agricultural Mechanisation Programme

• Subsidy Amount: 25% of the cost of machinery or the ceiling limit set by the Government of India, whichever is less.
• Applicability: Covers machinery such as tractors, power tillers, and various implements.

Command Area Development and Water Management Programme

• Funding: Shared between the Centre and State with full grant for certain components.
• Beneficiary Contribution: Rs. 540 per hectare for registered Farmers Councils; Rs. 60 per hectare collected from the Farmers Council as their contribution.

Training Programme for Farmers

• Objective: Provide refresher training on handling and maintaining new agricultural machinery.

Rain Water Harvesting and Runoff Management Programme

• Works Covered: Includes percolation ponds, check dams, farm ponds, rejuvenation of wells, and village tanks.
• Benefits: 100% grant on community lands, 90% subsidy on patta lands with a 10% beneficiary contribution (5% for SC/ST).

Replacement of Old Pumpsets

• Subsidy Amount: 50% of the cost of new BIS pumpsets or up to Rs. 6,000 per set for replacement.

World Bank Aided Tamil Nadu Irrigated Agriculture Modernization and Water Bodies Restoration and Management (TN IAMWARM) Project

• Scope: Installation of irrigation systems, underground PVC pipes, community bore wells, and construction of water harvesting structures.

Minor Irrigation Scheme

• Focus Areas: Selection and construction of open wells, borewells, and revitalization of existing wells in various soil conditions.

National Agriculture Development Programme (NADP)

• Subsidy Amount: 50% for newly developed agricultural machinery and 25% for conventional machinery or the ceiling limit set by the Government of India.
• Dry Land Development: 90% grant with a 10% contribution from farmers.

New Entrepreneur Enterprise Development Schemes (NEEDS)

• Eligibility: Educated youth aged 21-35 years (general category) or 21-45 years (special category) aspiring to be first-generation entrepreneurs.
• Subsidy Amount: 25% of the project cost up to a maximum of Rs. 25 lakhs.

Interest Subsidy Scheme

• Eligibility: Term loans sanctioned by Tamil Nadu Industrial Investment Corporation Limited (TIIC) for SSI units or Micro, Small, and Medium Enterprises.
• Subsidy Amount: 3% interest subsidy with a maximum subvention of Rs. 30 lakhs.

Mahila Udyam Scheme

• Objective: Provide soft loan assistance to women entrepreneurs for setting up small-scale businesses.
• Loan Amount: Up to 25% of the project cost with a maximum of Rs. 10 lakhs.

Generator Subsidy

• Subsidy Amount: 25% of the cost of generators up to 320 KVA, with a maximum of Rs. 5 lakhs.

Free Bicycle, Saree, and Dhoti Schemes

• Free Bicycle Scheme: Provides bicycles to class XI students at an approximate cost of Rs. 244 crore.
• Dhoti and Saree Scheme: Provides free dhotis and sarees to eligible beneficiaries.

Chief Minister’s Solar Powered Green House Scheme (CMSPGHS)

• Objective: Construct 300 square feet houses for the poor in rural areas, fully funded by the state government.

Amma Master Health Checkup Scheme

• Services Provided: Comprehensive health tests at nominal fees across various health institutions.

Chief Minister Comprehensive Health Insurance Scheme

• Coverage: Covers 1.57 crore families, including migrants and undocumented orphans, with over 1,100 treatment procedures.

Smart Family Card Scheme

• Objective: Replace about 1.89 crore ration cards with smart cards at a cost of Rs. 330 crore.

Free Set Top Box Scheme

• Objective: Provide affordable high-quality cable connections through the Tamil Nadu Arasu Cable TV Corporation.

Amma Marriage Halls

• Objective: Offer marriage halls at reduced rental rates for economically disadvantaged individuals.

Amma Mobiles

• Objective: Distribute new mobile phones to 20,000 women involved in Self Help Groups (SHGs).

Amma Canteen

• Objective: Establish canteens to provide subsidized food at low prices, starting with Chennai and expanding statewide.

Amma Cement Scheme

• Objective: Sell 50 kg bags of cement at Rs. 190 compared to the market price of Rs. 320-360.

Amma Mineral Water Scheme

• Objective: Sell bottled mineral water at Rs. 10 per bottle.

Amma Baby Care Kit

• Objective: Provide a kit worth Rs. 1,000 to mothers giving birth in government hospitals, including essential baby care items.

Amma Pharmacy

• Objective: Sell medicines, both generic and branded, at lower prices.

Distribution of Laptop Computers Scheme

• Objective: Provide laptops to students in government and government-aided schools and colleges to enhance their learning experience.

Government Schemes for Tribal Population

• Bonded Labour Abolition: Provides financial assistance and rehabilitation to individuals released from bonded labor.
• Social Welfare and Nutritious Meal Scheme: Offers financial assistance for accident relief and educational incentives for SC/ST students.
