According to the information received from the media on November 1, 2023, the Department of School Education and Literacy under the Union Ministry of Education has released the ranking of October on the basis of DIET activities of all the states, in which Bihar is included in the top three states. In this, Kerala is at first place and Maharashtra is at second place.

In the last two years, the State Council of Educational Research and Training (SCERT) has continuously engaged all the DIETs of Bihar in educational development. The Ministry of Education has released the ranking for the first time to know how important is the support of DIET in educational work.

DIET of Bihar is at the top in imparting new techniques to teachers on Diksha portal. There are 33 district education and training institutes in Bihar, digital courses are being created for development, the medium of operation is DIET.

In the first phase, a digital course was prepared covering all 33 DIETs of the state. Bihar ranks first in the country in preparing and conducting digital courses. All the diets here have designed and launched their own digital courses.

In the last one year, more than two lakh teachers were trained and small courses were designed at the district level. With this, teachers are able to join online and do these courses.

A total of 93 thousand 670 teachers of the state have joined the Diksha portal. These teachers now do not need to go anywhere to do any course.

On November 6, 2023, on the first day of the winter session of Bihar Legislature, Finance Minister Vijay Kumar Chaudhary presented the second supplementary budget of Rs. 26,086 crore in the House. Along with this, Bihar State Goods and Services Tax Bill 2023 was also tabled.

It is noteworthy that this is the second supplementary budget presented by Nitish government in nine months. A budget of Rs. 2.61 lakh crore was presented by Finance Minister Vijay Chaudhary in February. After which the first supplementary budget of Rs. 43,774 crore was presented on July 10 in the monsoon session.

After the second supplementary budget of Rs. 26,086 crore, the total budget of Bihar has now crossed Rs. 3.30 lakh crore.

Out of the Rs. 26,086 crore presented in the Supplementary Budget 2023-24, more than Rs. 16 thousand crore is included in the annual scheme head, more than Rs. 10 thousand crore is included in the establishment committed expenditure and Rs. 60 crore is included in the central sector scheme head.

In the supplementary budget, out of the annual plan item of Rs. 16,000 crore for the central share in the centrally sponsored scheme, the central share of the centrally sponsored scheme is Rs. 2,288 crore and the state’s share is Rs. 4,828 crore i.e. the total amount is Rs. 7,116 crore.

Out of Rs. 16,000 crore annual plan items in the state scheme, the total amount for the state plan is Rs. 8,900 crore.
On November 7, 2023, Bihar State Sports Authority Director General and Chief Executive Officer Ravindran Sankaran informed that Durga Singh of Gopalganj district of Bihar has won the gold medal in the Under-18 race competition in the ongoing 38th National Junior Athletics Championship 2023 in Coimbatore, Tamil Nadu.

Durga Singh has opened the medal account for Bihar by winning the gold medal in the 1500 meters race competition in the Under-18 age group.

In the cabinet meeting chaired by Bihar Chief Minister Nitish Kumar on November 7, 2023, the proposal to increase the scope of reservation in the state was approved.

In the meeting, it was agreed to increase the scope of reservation in the state to 75 percent. Now this Bihar Reservation Bill 2023 will be passed by the Legislature.
•
In the bill passed by the Cabinet, the limit of 50 percent reservation has been increased to 65 percent. Also, economically backward people will continue to get 10 percent reservation. After this, the reservation limit will increase to 75 percent and instead of earlier 40 percent, now 25 percent seats will be for the general category.
•
Extremely Backward Class (EBC) will get 25 percent reservation. Whereas Other Backward Classes (OBC) will get 18 percent reservation.
•
A proposal to give 20 percent reservation to Scheduled Castes (SC) instead of 16 percent has been passed. At the same time, a proposal has been passed to give 2 percent reservation to the Scheduled Tribes (ST) instead of the 1 percent reservation they were already getting.

Apart from this, in the Cabinet meeting, the Cabinet has approved the proposal of free sustainable livelihood earning scheme of Rs 2 lakh for self-employment to more than 94 lakh poor people.

The cabinet also approved the proposal to now give Rs 1 lakh instead of Rs 60 thousand to landless families for purchasing land for PM Awas (Rural).
Recently, ‘Bihar Business Connect’ Summit was organized by the Industries Department of Government of Bihar at ITC Maurya, New Delhi. In the summit, industry leaders and government officials discussed exploring investment opportunities in Bihar on one platform.

The objective of the summit was to highlight the investment potential of Bihar with special focus on four key sectors - textiles and leather, food processing, IT/ITeS and ESDM and general manufacturing. These sectors present ample opportunities for investment and development in line with the state’s vision of industrial development.

Industries Minister Sameer Kumar Mahaseth said that so far 28 different companies have shown interest in ethanol production in the state. All of them have given final approval to projects worth an average of Rs 200 crore. Vedanta plans to set up a 50 MW solar power plant, and plans two more solar power plants in the near future.

Reservation Amendment Bill-2023 was passed in Bihar Assembly on November 9, 2023. Once it comes into existence, the scope of reservation for SC, ST and backward classes will increase.

The Bihar Assembly unanimously approved amendments to the Bihar Reservation in Vacancies in Posts and Services (For Scheduled Castes, Scheduled Castes & Other Backward Classes) Act & Bihar (In Educational Institutions) Reservation Act.

Under the amended Act, there will be a total of 65 percent reservation in both the cases, including 20 percent for Scheduled Castes, 2 percent for Scheduled Tribes, 18 percent for Backward Classes and 25 percent for Extremely Backward Classes. Apart from this, EWS (people from economically weaker general category) already approved under the Central Act will continue to get 10 percent reservation.

Both these bills will be presented in the Bihar Legislative Council on November 10. After passing in the Legislative Council, there will be 75 percent reservation in enrollment in government jobs and educational institutions of Bihar.
Yusra Fatma from Siwan district of Bihar has become the first teenager to write the maximum number of Hindi poetry books at the youngest age, for which her name has been registered in the India Books of Records 2023.

Sonpur Fair is one of the largest cattle fairs in Asia, held at the confluence of two rivers, Ganga and Gandak, in Sonpur, located on the border of Saran and Vaishali districts of Bihar.

Popular since ancient times for trading of livestock, this month-long event begins on the auspicious occasion of Kartik Purnima in the month of November.

The fair, which starts every year with the bathing of Kartik Purnima, is also known as ‘Harihar Kshetra Mela’ while the local people call it ‘Chhattar Mela’. Hindu devotees come to the area to take a holy dip in the Ganga and Gandak rivers and offer prayers at the Harihar Nath temple.

Although this fair is famous by the name of Pashu Mela (cattle fair), the specialty of this fair is that everything from needles to elephants can be purchased here.

Water Resources Minister Sanjay Kumar Jha said that the State Tourism Development Corporation has floated a tender regarding the development of Punaura Dham. The entire tender process will be completed by the end of December. At the same time, the period for completing the scheme has been fixed at 24 months.

Rs 67.39 crore will be spent on the Punaura Dham Development Scheme and it will be implemented by Bihar State Tourism Development Corporation.

On November 16, 2023, Chief Minister Nitish Kumar released the amount for the first installment to the beneficiaries under ‘Mukhyamantri Udyami Yojana’ in a program organized at Bapu Auditorium, Patna.

Recently, in the 50th meeting of Bihar Investment Promotion Council (SIPB), first clearance was given to a total of 46 investment proposals worth Rs 820.76 crore. All the proposals are worth more than Rs 2 crore.

This meeting of Bihar Investment Promotion Council was held on 10 November, the proceedings of which were released on 17 November.

Among the investment proposals which have been given first clearance by the Council, maximum 14 proposals (Rs 490 crore) are for food processing. Apart from this, 13 proposals (Rs 157.23 crore) for establishment of rice mills, 12 proposals (Rs 115 crore) for general manufacturing, 4 proposals (Rs 38 crore) for health and care sector, one proposal (Rs 102 crore) for textile and leather. Sector, one proposal (Rs 5.61 crore) is from IT sector and one proposal (Rs 3.91 crore) is from Small Scale Industries.

A leather footwear manufacturing factory will be set up in Vaishali district of the state with an investment of more than Rs 102 crore. There is also a proposal to set up logistics and warehouse house with an investment of Rs 191 crore.

There is a proposal to set up a biscuit and cake unit in Hajipur with an investment of Rs 61 crore. Establishment of Food Testing Laboratory in Patliputra Road area in Patna and Software Service Company is going to invest in Patliputra Industrial Area.

Ethanol plants are going to be established in Bhagalpur and Purnia. Apart from this, there is a proposal to establish new rice mills in nine districts – Nalanda, Muzaffarpur, Munger, Gaya, West Champaran, Aurangabad, Patna, Buxar and Sheikhpura.

Ethanol plant will be set up at Naugachia in Bhagalpur with an investment of Rs 58 crore and Paraura in Purnia with an investment of Rs 17.30 crore. About Rs 10 crore will be invested in setting up a water park/ hotel/restaurant in Begusarai.

About Rs 6 crore is being invested in setting up a food lab in Patna. A hotel will be set up in Narkatiaganj of West Champaran with an investment of more than Rs 4 crore. The remaining investments will be made in the field of food processing.

Financial clearance was also given to 28 investment proposals worth Rs 216.85 crore in the SIPB meeting. These are those proposals in which banks and other financial agencies are ready to provide financial assistance for investment. This type of clearance is given to those units to which financial agencies are finally ready to provide loans and other facilities.
On November 21, 2023, Bihar Electricity Regulatory Commission (BERC) gave permission to purchase power while giving its decision on the petition filed by power companies regarding 24-hour power supply of 159 MW from the generation units of Farakka and Kahalgaon.

On the orders of the Eastern Region Power Committee of the Ministry of Energy, Bihar Electricity Regulatory Commission (BERC) has approved the purchase of power companies. This electricity will be available at a rate already approved by the Central Electricity Regulatory Commission (CERC).

The bench of Bihar Electricity Regulatory Commission, Member (Technical) Arun Sinha and Member (Law) PS Yadav, while giving its decision on the petition of the power companies related to it, said that the petitioners have to get 107.751 MW more from the Stage-One and Stage-Two units of Farakka. 51.520 MW will be made available 24 hours from NTPC’s Kahalgaon unit. Just a month ago, the power company had surrendered about 850 MW of power from two units of Farakka and one unit of Kahalgaon.

The organization that controls the electricity supply to the eastern states of the country has again made available to Bihar 159 MW of surrendered electricity
which was not allocated to any other state. For this, an agreement has been signed between NTPC and Bihar Government in which the surrendered unallocated power has to be used only by the concerned state.

In the petition, the power companies said that the two units of 110-110 MW built in Barauni Stage One are supplying only 5 percent of the contracted quantity for the last 14 months. There is no possibility of improvement in this situation in future due to which there is a shortage of about 200 MW of electricity throughout the year on ‘Round the Clock’ basis.

Power companies said that getting permission to purchase 159 MW power will help in reducing the shortfall of about 200 MW from Barauni Thermal Power Station.
On November 22, 2023, according to information received from the media, Bihar has now become almost self-sufficient in fish production. At present 7.62 lakh metric tonnes of fish is being produced in the state every year against the demand of 8.02 lakh metric tonnes of fish.

The state currently has a per capita fish consumption of 6.464 kg each year. Katla fish is the first choice of Biharis. Rohu is in second place and Mrigal (Naini) is in third place.

The production of Catla fish in Bihar is 164.189 thousand metric tons. The production of Rohu is 154.794 thousand metric tons and the production of Mrigal is 107.586 thousand metric tons.

Pangasius, common, silver and grass carp are also produced on a large scale. Every person of Bihar eats 6.464 kg of fish every year.

Currently, 37.0545 thousand metric tons of fish are being sent to other states from across the state, while 38.462 thousand metric tons of fish are coming to Bihar from other states.

The state is producing 80.4113 thousand metric tons of silver carp, 96.49262 thousand metric tons of grass carp, 92.66252 thousand metric tons of common carp, 45.8596 thousand metric tons of cat fee and 52.8796

Addressing the function organized on the occasion of De-addiction Day on November 26, 2023, Chief Minister Nitish Kumar has said that like the caste-based census, now a survey will be conducted in every household to assess the impact of liquor ban. He also flagged off vehicles to promote prohibition.

According to the survey released in February 2023, 99 percent women and 92 percent men are in favor of prohibition.

Through this survey it will be known how many people have given up alcohol consumption. Besides, a report on the impact of prohibition on family and society will also be prepared.

On November 27, 2023, Chief Minister Nitish Kumar under the plan to redevelop Darbhanga Medical College and Hospital, Darbhanga at a cost of Rs 2742.04 crore, educational building and hospital of 250 enrollment per year and 2100 bedded hospital and Government Maharani Rameshwari Indian Institute of Medical Sciences, Mohanpur, laid the foundation stone for the construction of Darbhanga.

On November 28, 2023, the Bihar Education Department released the model time table for all government schools in the state. It will be equally effective in all schools from December 1.

Additional Chief Secretary Pathak has told the district officials that in April 2024, the examination of 25 lakh children will be conducted at the district level. If these children fail in that examination, departmental action will be taken against the concerned headmaster and teachers. Bihar has issued a notification of Chief Minister Block Transport Scheme’. The scheme will be operational till 2025-26.

Under the scheme, seven beneficiaries per block will be given a grant of Rs 5 lakh for the purchase of buses except the blocks of the district headquarters.

According to the departmental information, block-wise and category-wise preference list will be made for the selection of beneficiaries under the scheme. In this, the basis of preference after caste will be the educational qualification of matriculation. Preference will be given to those with maximum marks.

If the marks are the same, the older one will get preference. Applications will be received online to get the benefit of the scheme, the link of which will be available on the website of the Transport Department.

Along with the application, a copy of caste certificate, residential certificate, matriculation qualification certificate, Aadhaar card and driving license will also have to be given. After this, a unique number will be given to the applicant. The purchased vehicle cannot be sold for five years without the written approval of the sub-divisional officer.

According to the department, a three-member selection committee will be formed to select the beneficiaries on the basis of the priority list prepared. It will be headed by the district officer, while the deputy development commissioner and district transport officer will be the member secretary.

After the purchase of the bus, the documents related to it will have to be submitted to the DTO office. After the necessary checking, the amount will be sent online to the beneficiary’s account by the DTO.
