According to information received from the media on September 3, 2023, the Bihar Education Department has prepared an action plan to set up computer labs in ten thousand government schools of the state.

According to the information, Additional Chief Secretary of Education Department KK Pathak has instructed the District Magistrates and Deputy Development Commissioners to set up computer labs in selected schools.

Students of classes 6 to 8 will get the facility of this lab. A lab of 20 computers will be set up in secondary schools and 10-10 in middle schools.

In the first phase of this scheme, computers will be installed in 4707 schools.

According to the Education Department, work is also being done to connect 100 percent students of class 6 and above i.e. up to 100 percent in government schools of the state with computer education and training. This will benefit about 75 lakh students.
On September 4, 2023, Deputy Chief Minister Tejashwi Prasad Yadav launched the ‘Jeevika Didi Ki Rasoi’ program for patients in four sub-divisional hospitals along with two medical colleges of the state.

On September 4, 2023, Deputy Chief Minister Tejashwi Prasad Yadav released the booklet of the new drug policy in the state after 27 years.

After the introduction of the new drug policy, need-based availability of medicines and medical materials will be ensured in government hospitals to provide proper treatment facilities to the citizens of the state. Also, the possibility of expiry and damage of medicines will be reduced.

The policy also lays down guidelines for destruction of expired and damaged drugs.

In the new drug policy, a policy has been prepared to assess the need for medicines and make a request. Now it is the responsibility of the Superintendent, Deputy Superintendent and In-Charge Medical Officer of government hospitals to make a need-based assessment and demand for continuous availability of all types of EDL medicines issued by the Health Department in government hospitals.

The dates for the demand for medicines have also been fixed by the hospitals as per their requirement. Now hospitals will be able to demand essential medicines for April, May and June between January 1 and 10. Similarly, from April 1 to April 10, medicines for July, August and September will be demanded, medicines for October, November and December will be demanded between July 1 and 10.

The hospital superintendent will send the demand for medicines for January, February and March to BMSICL between October 1 and 10.

An alert of expired medicines will be sent to the in-charges. Information related to such medicines, which are going to be spoiled in the near future, will be sent to the Manager, Director, Superintendent, Deputy Superintendent, In-charge Medical Officer of the Institute through SMS, WhatsApp and e-mail.

Ramsar sites are declared wetlands that meet international standards. Collaboration is done by other organizations of the world including UNESCO to conserve and promote the wetlands declared as Ramsar sites of the world. The Wetlands Conference was held in Ramsar, Iran in 1971. Many countries signed the treaty, in which India was also included.
On September 11, 2023, the media reported that 21 check dams would be constructed in the Patna district for the purpose of water harvesting.

According to officials, a target has been set to complete most of the check dam work in the current financial year by March 31, 2024.

According to officials, approval has been received to build 18 check dams through MNREGA and 3 with help from the Agriculture Department. The work of building 14 check dams has also started.

Initially, it was intended to construct 80 check dams in the Patna district, but once it was physically checked, it was decided that just 21 were required.

The check dam built by MNREGA is of minimum 1500 square feet. To build a check dam, a minimum area of 1500 square feet is required. Most of the dams in Patna are being built in more areas than this.

According to officials, an average Rs 9 lakh is spent on building a check dam. A check dam in Dhanarua is almost ready. It has been made as a model check dam.

When there was no water in Ahar, Pine Pond, canal etc farmers had to irrigate by running tube wells. This problem will end after the construction of the check dam. Arrangements are being made to store water throughout the year in the check dam. Rain water will be collected in the check dams. This water will be used for irrigation through Ahar or Pin.
On September 12, 2023, President Draupadi Murmu honored four farmers and two farmer groups from Bihar in the ongoing four-day conference in New Delhi.

The Railway Ministry has allocated Rs 7.80 crore for the Final Location Survey (FLS), which covers 390 km. According to information received from media sources on September 17, 2023, the Bihar government has started preparations to constitute a ‘Rhino Task Force’ to suggest measures for the conservation of rhinos in Valmiki Tiger Reserve (VTR). Based on its recommendations, a rhino conservation plan will be started in VTR.

According to sources, the Central Government has included rhinoceros and vulture conservation in its plan in Bihar. We have also started sending the first installment of financial assistance to the Environment, Forest and Climate Change Department.

The department has currently planned to conserve rhinoceros and vultures in Valmiki Tiger Reserve (VTR). Work on this has started in principle. It has been decided to increase the rhino dominated areas in VTR by five percent in the next two years.

The rhinos will be taken out of crowded areas and shifted to areas marked in the VTR. Ganauli and Madanpur have been identified as potential areas.

The aim of this scheme is to provide more space for rhinos to breed and increase their numbers. At present there is only one rhino in VTR and 14 rhinos in Patna Zoo.

VTR has been selected for the conservation of endangered vultures in the state. There are places being identified where vultures are seen. Extensive arrangements will be made to feed the vultures at those places. Besides, vultures will be monitored by building towers. Anti poaching camps will be made. At present, vultures are seen in small numbers in Supaul district apart from VTR in the state.

Environment, Forest and Climate Change Department, APCCF (Wildlife) Prabhat Kumar Gupta said that after the tiger, the central government has included rhino and vulture conservation in the state in its plan. Now financial help will be available every year.

Vultures have come under the category of endangered species. Efforts are being made all over the world to save them. Including these, expenditure was made from the state plan last year on ‘Rhino Conservation Scheme’. To save it, an area was selected and efforts to create awareness among the people started.

Vande Bharat train running between Patna and Howrah will connect the two states. This is the second Vande Bharat train running in Bihar.

Patna-Howrah Vande Bharat departed from platform number 1 of Patna on its maiden journey. On the first day she went to Howrah as an inauguration special.

Under this, there are 55 schemes related to storm water drainage schemes, crematorium cum Mokshadham and drinking water supply in various districts. Rs 2355.96 crore will be spent on these schemes.

These schemes launched by the Chief Minister in Patna also include 6 storm water drainage and drinking water schemes of Darbhanga, Arrah, Madhepura, Samastipur, Danapur at a cost of Rs 586.44 crore.

Apart from this, work was also started on 10 storm water drainage schemes in Patna city at a cost of Rs 1283 crore.

The Chief Minister also laid the foundation stone of 38 schemes of crematorium cum Mokshadham in 38 municipal bodies of 36 districts under Saat Nischay-2.

These 38 municipal bodies include Sitamarhi, Purnia, Kishanganj, Manihari, Banka Khagaria, Madhepura Araria, Supaul, Darbhanga, Bhabua, Arwal, Rivilganj, Jehanabad, Katihar, Sasaram, Saharsa, Siwan, Sheikhpura, Buxar, Lakhisarai, Muzaffarpur, Behat, Bihar Sharif, Bhagalpur, Motihari Sultanganj, Gopalganj, Gaya, Munger Shivharara, Aurangabad, Bettiah, Hajipur, Jamui, Samastipur and Nawada.
On September 25, 2023, Chief Minister Nitish Kumar’s cabinet approved ‘Minority Entrepreneur Scheme’ to promote entrepreneurship and increase self-employment among the minority youth of the state.

Rs. 100 crore has been made available in the Entrepreneur Scheme. Under this scheme, the total project cost (Per Unit) maximum of Rs. 10 lakh will be given to the beneficiaries setting up industries.

Out of this, 50 percent amount will be in the form of loan (maximum Rs. 5 lakh) and 50 percent amount will be in the form of grant (maximum Rs. 5 lakh).

Under this scheme, funds will be given only for setting up new industries. This scheme will be effective from the date of issue of the resolution.

Additional Chief Secretary said that people belonging to minority category will be eligible for this scheme. Women belonging to the minority category will be eligible to apply for either the Chief Minister Minority Entrepreneur Scheme or the Chief Minister Mahila Entrepreneur Scheme as per their wish.

It is known that in the past Chief Minister Scheduled Caste, Scheduled Tribe, Extremely Backward Class, Young Entrepreneur, Women Entrepreneur Scheme has been implemented.
In the meeting held on September 26, 2023 to select the post of Chairman of the State Human Rights Commission, retired Patna High Court judge Anant Manohar Badar was unanimously selected.

Chief Minister Nitish Kumar, Legislative Council Chairman Devesh Chandra Thakur, Assembly Speaker Avadh Bihari Chaudhary and Leader of Opposition in the Assembly Vijay Sinha attended the meeting to select the Chairman of the State Human Rights Commission.

The Chairman of the Legislative Council proposed the name of Anant Manohar Badar. His name was unanimously approved. Leader of Opposition in the Legislative Council Hari Sahani was not present in the meeting, but he had authorized the Leader of Opposition in the Assembly to take the decision.

Anant Manohar Badar was born on 10 August 1961. He started his career as a lawyer in the year 1985 at the Nagpur Bench of the Bombay High Court. He joined the Maharashtra Judicial Service as District Judge in November 2000. Became Additional Judge of Bombay High Court on March 3, 2014. He was transferred to Kerala and then to Patna High Court in May 2020.
According to information received from the media on September 26, 2023, Bihar will host five national games for the first time in the 67th National Games of the School Games Federation of India.

It is known that the 67th National School Games of School Games Federation of India is going to start in October 2023, which will continue till February 2024.

In this, four sports, cricket, athletics, football, weight lifting will be held in different playgrounds of Patna and one Sepak Takraw game will be held in Katihar.

Athletics Under-14 Boys-Girls in Patna in the fourth week of December, Weightlifting Under-17 Boys-Girls in Patna in the fourth week of December, Football Under-17 Girls Patna in the fourth week of December, Cricket Under-17 Boys Patna in January 2024. Sepak Takraw Under-17 and 19 boys and girls will be held in Katihar in the first week of January 2024.
On September 27, 2023, Neeraj Kumar, project manager of Jeevika in Bihar, informed that Didi Adhikar Kendra’s will be opened in 174 blocks of Bihar. Adhikar Didi will be a Didi selected from the Jeevika Group.

Neeraj Kumar said that like the help desks opened in hospitals, Didi Adhikar Kendra’s will be opened in the blocks. People will meet Adhikar Didi before going to the block workers. He will give information about the work for which he has come to the block, after which Adhikar Didi will coordinate him with the concerned personnel.

Many people are unable to reach officers and personnel, due to which their work is not able to be done. Some people don’t even know where their work will be. Such people will get help from Adhikar Didi.

This centre will be in the block premises only. Only Adhikari Didi will monitor the ongoing work and keep an eye on the brokers. At the same time, Cluster Level Federation (CLF) will keep an eye on the work of Adhikar Didi.
On September 28, 2023, the 2nd Badminton Talent Search Competition was started by the Bihar State Sports Authority at the Indoor Stadium located in Bhagalpur.

The programme will continue till September 30. More than 240 players from different districts of the state are participating in it.

The second badminton talent programUnder-15, Under-17 and Under-19 boys and girls competitions will be organized at The Indoor Stadium in Bhagalpur.

District Sports Officer Jainarayan Kumar said that the selected players will be trained at the Gopichand Badminton Academy run by the Bihar State Sports Authority in Hyderabad.

Anshika Arya of Samastipur became the winner in the Under-15 girls category in the match played on the first day. Yashika Anand of Lakhisarai was the runner-up. In the Under-17 girls category, Shivangi Kumari of Khagaria was the winner and Riya Kumari of Madhubani was the runner-up.
