This is what distinguished democracy from other governments. Other forms of government like monarchy, dictatorship or one-party rule do not require all citizens to take part in politics. In fact most nondemocratic governments would like citizens not to take part in politics. But democracy depends on active political participation by all the citizens. That is why a study of democracy must focus on democratic politics.

To strive for an ideal form of government is mere a utopia. No form of government or system is perfect, one can only work for better governance. We can only say that US is the oldest Democracy whereas India is the largest Democracy and UK as good example of Constitutional monarchy with a rule of law. They are good examples of a Democratic rule, but not perfect.

Democratic form of government has been questioned on various fronts that it leads to instability, it is about competition and power, gives importance to numbers, leads to delays in decision making process, even democracies track record with that of economic development has been questioned, but nevertheless democracy is the most preferred and better form of government than any any other forms for the very reason that it ensures people's participation guranteeing them basic rights that enhances their dignity. 

There are flaws  in the actual practice of democracy, but then the responsibility rests with citizens of the country who can make the government more accountable and answerable by being vigilant and alert.

In a democratic government, the whole population has the power to be involved in decision-making or through the eligible members of a state or through representatives that the people elected.

However, despite all this, a democratic government is still better than a non-democratic government. It is a legitimate form of government. Most importantly, democracy is people's own government. People across the globe only which to be ruled by the representatives elected by them.

In a dictatorship,monarchy or one party rule there are no such rights given to citizens to take part in decision making especially in politics.Although this is practised in a democracy hence making this feature not suitable for a dictatorship monarchy or a one party rule.
