• Through the 44th Constitution Amendment Act, the word 'armed rebellion' was inserted to the Constitution to declare a National Emergency.
• Article 352
  • ​The President can declare a national emergency when the security of India or a part of it is threatened by war or external aggression or armed rebellion.
  • The President can declare such an emergency only on the basis of a written request by the Union Cabinet headed by the Prime Minister.
  • When a national emergency is declared on the ground of ‘war’ or ‘external aggression’, it is known as an ‘External Emergency’.
  • When it is declared on the ground of ‘armed rebellion’, it is known as ‘Internal Emergency’.

  • President’s Rule can be imposed on any state of India on the grounds of the failure of the constitutional machinery.
  • If approved by both houses, President's rule can continue for 6 months. It can be extended for a maximum of 3 years with the approval of the Parliament done every 6 months.
