around Rs. 97, 000 crores shortfall can be
attributed to implementation of GST
? Remaining 1.38 lakh crores is due to
COVID-19
• Realising other than Rs. 65, 000 crores, is up

Option I
• The shortfall arising out of GST
implementation, (Rs. 97,000 crores) will be
borrowed by States through issue of debt
under a Special Window coordinated by the
Ministry of Finance.
? The centre has agreed to keep the cost
of debt at or close to the G-sec yield.
? If the interest increases, some margin
will be borne by the centre through
subsidy.
• The interest on the borrowing under the
Special Window will be paid from the Cess
until the end of the transition period.
• After the transition period, principal and
interest will also be paid from proceeds of
the Cess - the cess arrangement will be
extended beyond the transition period.
• The States will not be required to service the
debt or to repay it from any other source.
• Borrowing under the Special Window will not be
treated as debt of the State for any norms
which may be prescribed by the Finance
Commission etc.
Option II
• The entire shortfall of Rs 235,000 crores may
be borrowed by States through issue of market
debt.
• The principal on the amount will be paid from
Cess after the transition period.
• The interest shall be paid by the States from
their resources.
• Under this, Rs. 97, 000 crore will not be
treated as debt of the state.

• The onus is on the centre
? As centre is well positioned in terms of
borrowing options and in getting debt at low
interest rates than the states.
? Fighting this recession through increased
fiscal stimulus is basically the job of
macroeconomic stabilisation, which is the
domain of the centre.
? Centre moving away from its promise may
cause a serious dent in the trust between
the Centre and States.
Important reforms required in existing GST
implementation
• GST must include all goods and services with
very few exceptions, such as food and medicine.
• Adopt a low and a standard rate of 12% for
at least five years, almost for all Goods and
Services.
? 10% - equally shared between the States and
the Centre,
? 2% - exclusively for the urban and rural
local bodies.
• Simplification of implementation of interstate
GST and the administration of the e-way bill.
