Pakistan is not a democracy because first, it has to be a country which Pakistan is not, it is an idea, it is an army with geography attached to it not the other way around… normally countries have armies, Pakistan is a geography with an army. Which is why even though they have elections, the army takes all the decision… of course the army allows the politicians to play act the political farce for international viewership… all important decisions are vetted by the generals who over throw any and every regime that develops the illusion of being in power. Earlier such disillusioned politicians were hanged but now since the lines are totally blurred  they simply go abroad & beg for political asylum.
If India was to totally De-hiphanate itself from Pakistan… Pakistan would crumble under its own internal contradictions  but fortunately for Pakistan there is a whole Peace Industry in India that would go to any length to fuel Pakistan’s illusion that it is a sovereign nation… ironically these Indian Peace industry lobbyist refuse to even acknowledge that the only thing that glues Pakistanis together is their anti India sentiment.
To be honest, I dont blame the common Pakistani’s because 2 full generations have been reading and learning a fabricated & imagined history vis-a-vis India  it would be impossible for such deep brainwash to be reversed and to top it all Pakistan is a closet Theocracy… meaning it has a constitution but it is ruled according to religious texts and religious jurisprudence… they dont have the gumption to own it up because the western aid is very unlikely to continue once that happens, so to keep the west loaded ATMs functioning Pakistan has two layers of governance the one that represents the country to the International community and the one that interacts with the common Pakistanis, not the elite power brokers but the brutal local authorities.
