It is clear from the passage that judicial independence is important in a political democracy. The sentence itself tells us that an independent judiciary provides checks and balances vis-a-vis the executive and legislature. Thus, the correct word will be 'critical' which means 'having decisive or crucial importance in the success, failure, or existence of something.' For example, 'Temperature is a critical factor in successful fruit storage'. 
Option 1, 3 and 4 are incorrect. The word 'trifling' means 'unimportant or trivial', 'nominal' means 'existing in name only', and 'minuscule' means 'extremely small'. These words would make the sentence absurd because the sentence tells us why judicial independence is important.
