The given sentence is in the Active voice, as the form of the verb ('denounced' and 'objected') shows that the subject does something and is ‘active’.
Therefore, it has to be changed to the Passive voice, where something is done to its subject and it is 'passive'.
In order to do that,
1. The verb should be changed from the Active voice to the Passive voice (‘denounced’ to ‘was denounced’ and 'objected to' to 'were objected to').
2. The object in the Active voice becomes the subject in the Passive voice, while the subject becomes the object. In the Active voice, the object for the first verb is 'proposal' and the subject is 'Opposition members'. In the Passive voice, the subject will be 'proposal' and the object will be 'Opposition members'. Similarly, for the second verb, in the Active voice, the object is 'implications' while the subject is 'Opposition members'. In the Passive voice, the subject will be 'implications' and the object will be 'Opposition members' (now referred to by 'them').
Thus, the sentence in Passive voice will be 'His proposal was denounced by the Opposition members, and its implications were objected to (by them)'.
