Step 1 & 2: Understand Question and Draw Inference
Given:
Let packet A contain x grams of Salt and y grams of Sugar
Let packet B contain z grams of Salt and w grams of pepper
So, we can represent the 2 packets A and B visually as below:
  • The total weight of the resultant mixture = x + y + z + w = 400 grams. . . (I)
  • y = 25% of 400 = 100 grams . . . (II)
To Find: the value of z
Step 3 : Analyze Statement 1 independent
Statement 1 says that One-third of the mixture in Packet A is sugar
By substituting (III) and (II) in (I), we get a linear equation with 2 unknowns: z and w.
Not sufficient to find a unique value of z.
Step 4 : Analyze Statement 2 independent
Statement 2 says that 15% of the resultant mixture is pepper
w = 15% of 400 = 60 grams . . . (IV)
Substituting (II) and (IV) in (I) gives us a linear equation with 2 unknowns: x and z.
Not sufficient to find a unique value of z.

First thing to notice in here is that both the mixtures have different items mixed... A has salt and sugar, B has salt and pepper.. resultant solution has 25% sugar and total amount of resultant solution is 400gms... before looking at the statements, realize that 25% sugar comes only from A..

statement 1 talks about the ratio in which sugar and salt are in A.. NOTHING ABOUT salt in B. insufficient

statement 2 talks about pepper content in resultant mix, nothing about salt.. insufficient..

on combining, we know that ratio of sugar to salt in A is 1:3 and ratio of pepper to salt in B is 3:17... this is what we need to get to the answer... C is the right answer.
