The given sentence is in the Direct Speech because it quotes actual words.
Therefore, it has to be changed into Indirect Speech.
We notice that the reporting verb is in the Past tense (‘said’).
When the Reporting verb is in the Past tense, the Simple Present in the Direct Speech becomes the Simple Past in the Indirect Speech (‘no one is’ becomes ‘no one was’). Present Perfect becomes Past Perfect ('I have told' becomes 'she had told'). 'This' becomes 'that'. Moreover, 'said to' in the Direct Speech becomes 'told' in the Indirect Speech.
Therefore, the same sentence in Indirect Speech will be ‘The examiner told the students that no one was to bring books into that room or ask her any questions about what she had told them to do’.
