Aquatic submerged plants have no stomata on the leaf surface because these plants don't require of stoma pore meant for gaseous exchange, instead, the gaseous exchange can be carried out by diffusion through the leaf surface. Hence, submerged aquatic plants don't have cuticle structure, the main function of the cuticle is to prevent excess water through transpiration as there is no stomata and transpiration so cuticle layer is also absent.
