Actually it does attract moon. velocity of moon is directed tangential to the circle at every point along its path the acceleration of moon is directly towards the centre of the circle that is towards the earth around which it is orbiting this acceleration is caused by centripetal force which is supplied by the gravitational force between the Earth and the Moon if this force was absent the moon in motion would continue in motion at the same speed and direction tangential to the circular path and would have escaped way from the Earth, if the moon had no tangential velocity it would have fallen on the Earth. Thus it is a tangential velocity and the gravitational force that are perpendicular to each other and keep the moon to fall around the earth without actually falling into it. 🤓👍

Because Moon is not in the range of gravitational force boundary i.e. the radius of earth is 6400 km,so it would only attract the things which came under this range.
