Force on wire segment BC is out of the plane of the current loop and force on the wire segment DA is into the plane. Forces on AB and CD are zero as 
∴ Net force on the loop is zero.
Torque   the direction of torque is along OO’. Using the right hand thumb rule, the loop will rotate clockwise as seen from O.
