The Constitution has declared the official language(s) of the state or Hindi or English, to be the languages for transacting business in the state legislature. However, the presiding officer can permit a member to address the House in his mother-tongue. The state legislature is authorised to decide whether to continue or discontinue English as a floor language after the completion of fifteen years from the commencement of the Constitution (i.e., from 1965). In the case of Himachal Pradesh, Manipur, Meghalaya and Tripura, this time limit is twenty-five years and Arunachal Pradesh, Goa and Mizoram, it is forty years.

Consider the following statements regarding language in the State Leg...
Statement 1: The Constitution has declared the official language(s) of the state or Hindi or English, to be the languages for transacting business in the state legislature.
Statement 2: However, the presiding officer can permit a member to address the House in his mother-tongue.

Both these statements are correct.

Explanation:
1. Official Language(s) of the State Legislature: According to the Constitution of India, each state legislature has the power to determine its own official language(s) for conducting its business. The official language(s) can be either Hindi or English, or both. This means that Hindi or English or both can be used for transacting business in the state legislature. Therefore, statement 1 is correct.

2. Addressing the House in Mother Tongue: Although the official language(s) of the state legislature is Hindi or English, the presiding officer (Speaker or Chairman) has the authority to permit a member to address the House in his/her mother tongue. This means that if a member requests to speak in his/her mother tongue, the presiding officer can allow it. This provision ensures that the linguistic diversity of the country is respected and members can express themselves comfortably. Therefore, statement 2 is correct.

In conclusion, both statements 1 and 2 are correct. The Constitution allows the state legislature to transact business in Hindi or English, but the presiding officer can permit members to address the House in their mother tongue if they so desire. This provides flexibility and accommodates linguistic diversity in the functioning of the state legislature.
