Given:
Height of the rectangular plate, h = 4 m
Width of the rectangular plate, w = 5 m
Depth of the freshwater channel, d = 4 m

Assumption:
The plate is in static equilibrium.

Calculation:

From the free body diagram, the forces acting on the plate are:

1. Weight of the plate, W = mg.
2. Reaction force at point A, RA.
3. Reaction force at point B, RB.

Equation of moment equilibrium:

Sum of the moments about point A must be zero since the plate is in static equilibrium.

RA × h + RB × (h/2) - W × (w/2) = 0

RA × 4 + RB × 2 - (5 × 4 × 9.81) / 2 = 0

RA × 4 + RB × 2 - 98.1 = 0

Equation of force equilibrium:

Sum of the forces in the y-direction must be zero since the plate is in static equilibrium.

RA + RB - W = 0
