Any proceedings of the committee would be part of official record and the committee would also have the authority to ensure compliance would also have the authority to ensure compliance with its decision. Moreover, since there is a clear company policy regarding such behaviour, you should follow the method prescribed in the policy for dealing with such a situation. The next best option would be to speak to your colleague directly. Ignoring the matter would not be in your interest of your organization. Similarly contacting the vendors would not deal with the root of the problem since the vendors are only responding to the other made by your colleagues in order to secure their own business.
