Given information:
- The committee has 10 members.
- The average age of the committee is 40 years.
- A member of age 52 retires.
- A new member of age 38 takes his place.

To find:
- The average age of the present committee.

Solution:
Let the sum of ages of the present committee be x.
Then, according to the given information, we have:

- Average age of the committee = sum of ages of all members / number of members
=> 40 = x/10
=> x = 400

Now, after the retirement and addition of the new member, the sum of ages of the present committee will be:
x - 52 + 38 = x - 14

The number of members in the present committee is still 10.

Therefore, the average age of the present committee can be calculated as:
= (sum of ages of present committee) / (number of members)
= (x - 14) / 10
= (400 - 14) / 10
= 38.6 years

Hence, the answer is option (A) 38.6 years.
