Correct Answer: My brother told me that he had been upset, but then he was fine.
'Said to me' in direct converts to 'told me' in indirect. The conjunction 'that' is used in indirect speech. Simple past in the direct becomes past perfect in indirect speech. So, 'was' in direct becomes 'had been' in indirect. The second tense in the sentence is simple present tense in the direct which becomes simple past tense in indirect. So, 'am' becomes 'was'. The adverb of nearness 'now' will convert to that of distance and become 'then'.
Only option 3 satisfies all the conditions. Thus, 3 is correct.
1 is incorrect because both tenses are unchanged which is incorrect for indirect speech.
2 is incorrect because present tense converts to past tense and not future tense in indirect.
4 is incorrect as use of present perfect is incorrect.
