मुझे मालूम नहीं था कि भारत में ‘तिलोनिया’ नाम की भी कोई जगह है जहां हमारे देश के समसामयिक इतिहास का एक विस्मयकारी पन्ना लिखा जा रहा है। उस वक्त तक तिलोनिया के बारे में मुझे इतनी ही जानकारी थी कि वहां पर एक स्वावलंबी विकास-केन्द्र चल रहा है, जिसे स्थानीय ग्रामवासी व स्त्री-पुरूष मिल-जुलकर चला रहे हैं। मुझे वहां जाने का अवसर मिला। बस्ती क्या थी, बस कुछ पुराने और नए छोटे-छोटे घरों का झुरमुट थी। 
वहां एक सज्जन ने बताया कि एक सुशिक्षित व्यक्ति तथा उसके दो साथी - टाइपिस्ट तथा फोटोग्राफॅर ने मिलकर 1972 में इस संस्थान की स्थापना की। संस्थाना का नाम था -सामाजिक कार्य तथा शोध-संस्थान (एस.डब्ल्यू.आर.सी.)। 
मेरे मन में संशय उठने लगे थे कि आज के जमाने में वैज्ञानिक-उपकरणों और जानकारी के बल पर ही तरक्की की जा सकती है। उससे कटकर और अवहेलना करते हुए नहीं। ऐसे पिछड़े हुए गांव के लोग अपनी समस्याएं स्वयं सुलझा लेंगे, यह नामुमकिन था। 
वह सज्जन कहे जा रहे थे -‘हमारे गांव आज नहीं बसे हैं। इन गांवों में शताब्दियों से हमारे पूर्वज रहते आ रहे हैं। पहले जमाने में भी हमारे लोग सूझबूझ के बल पर ही अपनी दिक्कतें सुलझाते रहे होंगें। जरूरत इस बात की है कि हम शताब्दियों की इस परंपरागत जानकारी को नष्ट न होने दें। उसका उपयोग करें।’ फिर मुझे समझाते हुए बोले ‘हम बाहर की जानकारी से भी पूरा-पूरा लाभ उठाते हैं, पर मुल्तः स्वावलंबी व आत्मनिर्भर बनाना चाहते हैं।’ मुझे बार-बार गांधी जी के कथन याद आ रहे थे। मैंने गांधी जी का जिक्र किया तो वह बड़े उत्साह से बोले- ‘आपने ठीक कहा। यह संस्थान गांधी जी की मान्यताओं के अनुरूप ही चलता है- सादापन, कर्मठता, अनुशासन व सहभागिता। यहां सभी निर्णय मिल-बैठकर किए जाते हैं। आत्मनिर्भरता ..........।’ आत्मनिर्भरता से मतलब है कि ग्रामवासियों की छिपी क्षमताओं को काम में लाया जाए और गांधी के अनुसार, ग्रामवासी अपनी अधिकांश बुनियादी जरूरत की वस्तुओं का उत्पादन स्वयं करें.........।’
