Gandhiji, through his letter "Young India", placed 11-point demands in front of the Viceroy Lord Irwin and British Prime Minister Ramsey Macdonald on 31 January 1930, which are as follows----
  • 1- 50% reduction in military expenditure
  • 2- 50% reduction in the salary of civil services
  • 3- Complete prohibition
  • 4- Release of political prisoners
  • 5- Reforms in the Criminal Intelligence Department
  • 6- Bringing the acceptance of license of brothers etc. under public control by reforming the arms law
  • 7- Reducing the exchange ratio of Rupee Sterling (not Dollar) to 1 shilling 4 pence.
  • 8- To provide protection to the textile industry
  • 9- To reserve coastal shipping for Indians
  • 10- 50% reduction in land revenue
  • 11- Salt tax and the end of the government monopoly on salt.
In the above 11 point demands, the initial 6 demands are related to the issues of general interest, after that three demands are related to the specific bourgeois class and the last 2 demands are related to the farmers.
The government did not take any positive stand on this demand of Gandhiji.
Therefore, in a meeting of the Congress in Sabarmati on 14 February 1930, it was decided to launch a civil disobedience movement under the leadership of Gandhi.
