Bihar state government has successfully implemented  schemes for development in the field of education, health, welfare and development of backward and deprived sections .
Taking these programs forward and based on the lessons learned from the past, programs based on  'Growth with Justice'  have been designed. 'For the next five years, the Government of Bihar has configured the Bihar Development Mission, registered under the provisions of the Societies Registration Act, 1860  , to ensure implementation in mission mode, setting priorities, targets of programs and monitoring of achievements against other proposals. 
Out of the seven resolutions for Bihar developed under the programs of Good Governance, Agriculture Road Map, Mission Human Development, Infrastructure Development and Industrial Promotion.
The priority of the state government is not limited to providing its citizens with basic equipment such as drinking water, toilets and electricity, but is also committed to expanding the network of infrastructure such as roads, bridges, footpath-drainage systems, etc. 
Empowering youth and women and making higher, vocational and technical education accessible to them, a framework of 7 NISHASH has been prepared by combining all these points.
Following are the 7 decisions for Bihar developed under the program of Good Governance 2015-2020 in Mission Mode:

Surely "Economic condition, strength to the youth" :
  • The state government has implemented special schemes/programmes/policies for the youth of Bihar to become self-reliant by improving their qualifications through education and skill development and creating better employment opportunities.
Bihar Student Loan Scheme:
  • Under this  scheme, education loan of Rs 4 lakh is being provided to every 12th pass students  who are willing to go for higher education, who are otherwise deprived due to financial reasons. 
  • With the participation of Bihar State Education Finance Corporation, guarantee against loan is being provided to each of these students.
Chief Minister's Nischay Self Help Allowance Scheme :
  • Under this scheme unemployed youth in the age group of 20-25 years, who are being provided Rs 1000 per month for a maximum period of two years in search of employment, will have to compulsorily enroll for training. Language (Hindi/English) and communication skills, basic computer knowledge and soft skills.
Skilled Youth Programme:
  • Under this programme,  youth between the ages of 15-28 who have passed class 10th examination or equivalent  receive basic training in language (Hindi and English) and communication skills, basic computer skills and soft skills .
  • Total Training This scheme is being implemented by the Labor Department. 240 hours, with 80 hours of language (Hindi and English) and communication skills, 120 hours of basic computer skills and 40 hours of soft skills.
Bihar Start Up Policy 2016:
  • Bihar Industrial Investment Policy 2016, was launched on 1st September, 2016, envisaging rapid industrial development. 
The following priority areas have been identified under this policy:
  • Food Processing
  • sightseeing
  • small machine production
  • Information Technology
  • Electrical & Electronics Hardware
  • plastic and rubber
  • leather
  • health services
  • renewable energy
  • Textile and Technical Education 
The Bihar Industrial Investment Promotion Act, 2016 has been promulgated to simplify the process of industrial investment. 
Under this act in the state, now the industrial unit can apply online through a common application form and the State Investment Promotion Council has to give its approval within 30 days of receipt of the application.
Free Wi-Fi facility in all universities and colleges:
  • In the present environment, it is necessary to provide internet connectivity to the educated youth to connect the youth of the state with e-governance.
  • This will spread awareness about the events, the changing landscape and The objective of this scheme is to provide free internet facility to all the universities and colleges of the state.
Nischay "Reserved employment, women's right":
  • Under this scheme, 35% reservation is being provided to women in all government jobs in the state to further the empowerment of women.
  • Surely "Har Ghar Bijli":
  • The objective of this decision is to ensure the availability of electricity to every rural and urban household in the state of Bihar. To achieve this goal, Mukhyamantri Vidyut Sambandh Nischay Yojana is being implemented in the state under which the government ensures metered electricity connections to all the households in rural areas.
  • Nishchay "Har Ghar Nal Ka Jal":  The aim of this determination is to provide clean drinking water to every citizen of Bihar without any discrimination.
  • This determination is a tireless effort to provide clean drinking water to about 2 crore households in the state. Cooperation of the people of every village and locality of Bihar.
The following schemes are being implemented by the State Government to fulfill the target of NISHISHA:
Chief Minister's Rural Drinking Water Nishchay Yojana:
  • The objective of this scheme is to provide potable (safe drinking water) facilities in 58,612 rural wards of 4291 gram panchayats out of total 1,14,691 rural wards of 8386 gram panchayats in the state.
Chief Minister Rural Drinking Water (Quality Impact Zone) Nishchay Yojana:
  • This scheme is being implemented in those gram panchayats where water is completely affected by iron, fluoride and arsenic.
  • The objective of this scheme is to provide potable (safe and potable) water facility in 3814 fluoride affected rural wards, 5085 arsenic affected rural wards and 21,598 iron affected rural wards of the state.
  • Mukhyamantri Grameen Drinking Water (Non-Quality Impact Zone) Nishchay Yojana:  This scheme is being implemented in those wards of quality affected panchayats where water quality is not affected. The work of providing pure drinking water is being done in 25,582 non-quality affected wards of the state. state.
  • Mukhyamantri Shahri Drinking Water Nishchay Yojana: The objective of the scheme is to provide potable (safe drinking water) water facilities to 15,71,643 households in 3381 urban wards of 143 urban local bodies in the state.
  • Nishchay “Ghar Tak Pucca Gali-Naliyan” :  After the implementation of Pradhan Mantri Gram Sadak Yojna, unlinked unconnected habitations are being connected with pucca roads, under this decision, drainage and sub-lanes will be provided in all villages and towns. have been
  • To fulfill the objective of this determination, three schemes are being implemented by the state government.
  • Gramin Tola Sampark Nischay Yojana:  Under the Pradhan Mantri Gram Sadak Yojana, all-weather single connectivity is being provided to the houses in 11 districts with a population of 250 or more and in all the districts with a population of 500 or more, while Mukhyamantri Gram Sampark Yojna Includes all settlements. Under this scheme, 13786 habitations have been identified, to which connectivity is being provided.
  • Mukhyamantri Gramin Gali-Nali Nishchay Yojana:  The main objective of this scheme is to provide all-weather connectivity and drainage facility in all 1,14,691 rural wards of 8,386 gram panchayats of the state.
  • Mukhyamantri Shahri Nali Gali Nishchay Yojana:  The objective of this scheme is to provide all-weather connectivity and drainage facilities in all 3386 urban wards of 143 urban local bodies in the state.
  • Nischay Toilet Nirman, Ghar Ka Samman:  Under this determination, toilets are arranged in all the houses of the state without any discrimination to make Bihar open defecation free, healthy and clean. This decision is being taken by the Urban Development and Housing Department in the urban areas and by the Rural Development Department in the rural areas for toilet facilities in the coming years.
  • NISHCHA “Awas Badhe, Adequate Padhe”:  Government launches NISHCHA “Auskar Badhe Adeche Padhe” with an aim to facilitate contribution of youth for economic and social betterment through development of higher education and strengthening of supply side of skilled labor has done. 
  • The state government aims to provide better opportunities for technical and vocational skill based education in the state. To achieve the objectives of this determination, integrated institutes of management and technical education are being established at the district and sub-divisional level.
Under this resolution, the establishment of the following institutions is demanded:
  • One GNM school in every district
  • One Para Medical Institute in every district
  • One polytechnic institute in every district
  • One Women Industrial Training Institute in each district
  • One engineering college in every district
  • One nursing college in every medical college in every district
  • One ANM school in each sub-division
  • One Government Industrial Training Institute in each sub-division
  • Five more new medical colleges in the state
