Primary sector because,some sectors are labour intensive. Most sectors that involves large number of people employes non/semi skilled labourers. It is not correct to consider agriculture as most labour absorbing sector of the economy. It depends on the developed or developing economies. In India, around 50% of the total workforce still dependent on the agricultural sector.

Due to failure of manufacturing and service sector to absorb sufficient workforce, agriculture sector in India still suffering from Disguised Employment. Hence if we remove some amount of workforce from farms there will be no decline in production and efficiency.

Another reason for agriculture being the most labour intensive sector is due to lack of modernisation and state-of-the-art technologies. A combined harvestor along with two farmers could easily harvest thousand hectares within few days in large farms of developed countries like USA. But not the same situation in India, the whole family along with some hired labour have to work for many days to do the same.

Other major reason could be lack of skill, knowledge and inadequate rural development that acting as impediment to shift into manufacturing /service sector.

Natural reason may be cited as - Agricultural being more closer to nature and being the only sector that every economy has witnessed it, so it is natural to have more workforce in this sector.

Agriculture being subsistence not commercial in India. Here agricultural is done just to produce enough food for survival. Sector representing element of survival more obvious to have greater workforce.
