Because nucleophilic substitution of the H of benzene is difficult because
(a) the pi electron cloud will repel the nucleophile
(b) it would be difficult for the ring to accommodate the -ve charge by the nucleophilie.
the presence of a strong electron withdrawing group can overcome this difficulty.
