The best way to solve sentence rearrangement questions is by finding sentences which will form a pair and then going through the options.
The sentence mentioning a pronoun will come after the sentence containing a noun as the pronoun refers to a noun. Only C and F seem fit to be the first sentence, but C is more general and better choice than F for a first sentence. CBE is a group as C mentions a crisis and B and E mention some of those crises in a chronological order. FA is a pair as F generally mentions some western and southern parts of India and A specifically mentions some of these areas. D is best suited as the last sentence of the paragraph as it concludes this problem as a major issue for upcoming election and how this whole issue can play an important role in the elections. CBEFAD is the correct arrangement of the sentences. Option C is the correct answer.
